Book excerpt: "Despite a long history of program engagement, the Fund has not developed guidance on program design in members of currency unions. The Fund has engaged with members of the four currency unions—the Central African Economic and Monetary Community, the Eastern Caribbean Currency Union, the European Monetary Union, and the West African Economic and Monetary Union—under Fund-supported programs. In some cases, union-wide institutions supported their members in undertaking adjustment under Fund-supported programs. As such, several programs incorporated—on an ad hoc basis—critical policy actions that union members had delegated. Providing general guidance on program design for members in a currency union context would fill a gap in Fund policy and help ensure consistent, transparent, and evenhanded treatment across Fund-supported programs. This paper considers two options on when and how the Fund should seek policy assurances from union-level institutions in programs of currency union members. Option 1 would involve amending the Conditionality Guidelines, which would allow the use of standard conditionality tools with respect to actions by union-level institutions. Option 2—which staff prefers—proposes formalizing current practices and providing general guidance regarding principles and modalities on policy assurances from union-level institutions in support of members’ adjustment programs. Neither option would infringe upon the independence (or legally-provided autonomy) of union-level institutions, since the institutions would decide what measures or policy actions to take—just as any independent central bank or monetary authority does, for example, in non-CU members."

Book excerpt: This report evaluates the IMF's effectiveness in collaborating with the World Bank as the Fund worked to raise the quality and influence of its work on macro-structural issues and contain costs. It focuses in particular on IMF pilot initiatives to enhance coverage of inequality, gender, energy/climate, and macro-structural reforms in Article IV surveillance. The evaluation found overall that IMF collaboration on macro-structural issues has been broad but uneven. While informal consultation was widespread, initial aspirations that the Fund would be able to systematically leverage Bank expertise proved over-optimistic, and we found relatively few examples of in-depth collaboration. This reflected in part the decentralized approach adopted in the pilots, but also resulted from a tendency toward self-reliance on the part of Fund staff as well as the institutional complexities of working with the Bank, including finding access to the right people and inputs and aligning goals and timetables. The evaluation concluded that collaboration can bring significant benefits to the quality and influence of Fund work but also poses challenges and is not a panacea for extending the Fund's ability to cover a widening range of issues at a time when resources are under strain. It recommended that the IMF develop and agree on concrete frameworks to ensure effective collaboration with the World Bank on key macro-structural issues (such as climate) where collaboration is judged to bring the greatest strategic returns. Recognizing that more effective collaboration depends not only on the Fund, but also on other partners, the evaluation also recommended that the Fund improve internal incentives and address the wider cultural reluctance to engage with external partners; work with the World Bank to improve access to and exchange of information and knowledge across the two institutions; and strengthen the strategic role of the Executive Board in facilitating and supporting external collaboration.

However, extensive fiscal consolidation and internal devaluation have come at a high cost to society, reflected in declining incomes and exceptionally high unemployment. On the basis of Greece’s current policy adjustment program, long-term growth is expected to reach slightly lower than 1 percent, and the primary fiscal surplus is projected to come in at about 1.5 percent of GDP. Downside risks to the macroeconomic and fiscal outlook remain significant, related to incomplete or delayed policy implementation.

In analyzing the economic impact of this inflow, this paper draws from the experience of previous economic migrants and refugees, mindful of the fact that the characteristics of economic migrants can be different from refugees. In the short-run, additional public expenditure will provide a small positive impact on GDP, concentrated in the main destination countries of Germany, Sweden and Austria. Over the longer-term, depending on the speed and success of the integration of refugees in the labor market, the increase in the labor force can have a more lasting impact on growth and the public finances. Here good policies will make an important difference. These include lowering barriers to labor markets for refugees, for example through wage subsidies to employers, and, in particular, reducing legal barriers to labor market participation during asylum process, removing obstacles to entrepreneurship/self-employment, providing job training and job search assistance, as well as language skills. While native workers often have legitimate concerns about the impact of immigrants on wages and employment, past experience indicates that any adverse effects are limited and temporary.
