Book excerpt: This book critically investigates the discourses and practices of human security and aims to delve below the stereotypical imageries representing them. Drawing on Foucault and Deleuze, the author approaches human security from a new perspective, with the aim of ascertaining what has been behind and underneath a certain spatio-temporal articulation of human security, and with what political implications and consequences. Each human security assemblage is composed of messy discourses and practices which are loosely related and sometimes even disconnected. This book examines the Canadian and Japanese articulations of human security and establishes the kinds of structural terrains have enabled, shaped, or blocked the unfolding of these versions of human security. The pivotal contention of the book is that Canadian and Japanese articulations of human security have been different because they have grown from completely different domestic economies of power governing the relationship between the state apparatus and the non-profit and voluntary sector. While the Canadian human security assemblage has been shaped by transformations in the country’s advanced liberal model of government, the Japanese has been shaped by the continuities of Japan’s bureaucratic authoritarianism. A novel approach is employed for the related process-tracing: a general series linking structural conditions with actual articulations of the human security projects, and their further development, including analysis of their unintended consequences. This book will be of much interest to students of Critical Security Studies, human security, global governance, foreign policy and IR/Security studies.

His father's administration, by contrast, carefully funneled statecraft through the United Nations and achieved Council authorization for the U.S.-led Gulf War in 1991. The history of American policy toward Iraq displays considerable variation in the extent to which policies were conducted through the UN and other international organizations. In Channels of Power, Alexander Thompson surveys U.S. policy toward Iraq, starting with the Gulf War, continuing through the interwar years of sanctions and coercive disarmament, and concluding with the 2003 invasion and its long aftermath. He offers a framework for understanding why powerful states often work through international organizations when conducting coercive policies-and why they sometimes choose instead to work alone or with ad hoc coalitions. The conventional wisdom holds that because having legitimacy for their actions is important for normative reasons, states seek multilateral approval. Channels of Power offers a rationalist alternative to these standard legitimation arguments, one based on the notion of strategic information transmission: When state actions are endorsed by an independent organization, this sends politically crucial information to the world community, both leaders and their publics, and results in greater international support.

High-profile applications of economic statecraft have yielded varying degrees of success. The mixed record of economic incentives and economic sanctions in many cases raises important questions. Under what conditions can states modify the behaviour of other states by offering them tangible economic rewards or by threatening to disrupt existing economic relations? To what extent does the success of economic statecraft depend on the magnitude of economic penalties and rewards? In order to answer these questions, this book develops two analytic models: one weighs the threats economic statecraft poses to the Target’s Strategic Interests (TSI); while the other (stateness) assesses the degree to which the target state is insulated from domestic political pressures that senders attempt to generate or exploit. Statecraft by Stealth sheds light on a time in history when the murky triad of intelligence, policy, and security supported colonial governance. It emphasizes the role of the Anglo-Zionist partnership, which began during World War I and ended in 1939, when Britain imposed severe limits on Jewish immigration and settlement in Palestine. Steven Wagner argues that although the British devoted considerable attention to intelligence gathering and analysis, they never managed to solve the basic contradiction of their rule: a dual commitment to democratic self-government and to the Jewish national home through immigration and settlement. As he deftly shows, Britain's experiment in Palestine shed all pretense of civic order during the Palestinian revolt of 1936–41, when the police authority collapsed and was replaced by a security state, created by army staff intelligence. That shift, Wagner concludes, was rooted in Britain's desire to foster closer ties with Saudi Arabia just before the start of World War II, and thus ended its support of Zionist policy. Statecraft by Stealth takes us behind the scenes of British rule, illuminating the success of the Zionist movement and the failure of the Palestinians to achieve independence. Wagner focuses on four key issues to stake his claim: an examination of the "intelligence state" (per Martin Thomas's classic, Empires of Intelligence), the Arab revolt, the role of the Mufti of Jerusalem, and the origins and consequences of Britain's decision to end its support of Zionism. Wagner crafts a superb story of espionage and clandestine policy-making, showing how the British pitted individual communities against each other at particular times, and why.
