Book excerpt: After decades of stability from the 1920s to the early 1970s, the rate of imprisonment in the United States has increased fivefold during the last four decades. The U.S. penal population of 2.2 million adults is by far the largest in the world. Just under one-quarter of the world's prisoners are held in American prisons. The U.S. rate of incarceration, with nearly 1 out of every 100 adults in prison or jail, is 5 to 10 times higher than the rates in Western Europe and other democracies. The U.S. prison population is largely drawn from the most disadvantaged part of the nation's population: mostly men under age 40, disproportionately minority, and poorly educated. Prisoners often carry additional deficits of drug and alcohol addictions, mental and physical illnesses, and lack of work preparation or experience. The growth of incarceration in the United States during four decades has prompted numerous critiques and a growing body of scientific knowledge about what prompted the rise and what its consequences have been for the people imprisoned, their families and communities, and for U.S. society. The Growth of Incarceration in the United States examines research and analysis of the dramatic rise of incarceration rates and its affects. This study makes the case that the United States has gone far past the point where the numbers of people in prison can be justified by social benefits and has reached a level where these high rates of incarceration themselves constitute a source of injustice and social harm. The Growth of Incarceration in the United States examines policy changes that created an increasingly punitive political climate and offers specific policy advice in sentencing policy, prison policy, and social policy. The report also identifies important research questions that must be answered to provide a firmer basis for policy. This report is a call for change in the way society views criminals, punishment, and prison. This landmark study assesses the evidence and its implications for public policy to inform an extensive and thoughtful public debate about and reconsideration of policies.

Book excerpt: This report discusses the findings of a nationwide study on the use of private prisons in the United States. The number of these prisons grew enormously between 1987 and 1998, with proponents suggesting that allowing facilities to be operated by the private sector could result in cost reductions of 20%. The study examined the historical factors that gave rise to the higher incarceration rates, fueling the privatization movement, and the role played by the private sector in the prison system. It outlines the arguments, both in support of and opposition to, privatized prisons, reviews current literature on the subject, and examines issues that will have an impact on future privatizations. The report concludes that, rather than the projected 20-percent savings, the average saving from privatization was only about 1 percent, and most of that was achieved through lower labor costs. Nevertheless, there were indications that the mere prospect of privatization had a positive effect on prison administration, making it more responsive to reform.

Book excerpt: This report describes the results of a research project designed to determine the potential benefits of selective incapacitation. The data for this research consist of a survey administered to approximately 2,100 male prison and jail inmates in three states--California, Michigan, and Texas. They also include information from official records for the prison inmates. Section II reviews prior research on criminal careers and then describes the survey data on which this study is based. Section III introduces and describes the concept of selective incapacitation. Section IV summarizes findings on the distribution of individual offenses and describes a predictive scale for identifying high-rate offenders. Section V estimates the potential impacts of selective incapacitation policies. The final section summarizes what the authors think they have learned about selective incapacitation and suggests the kind of research that remains to be done.

Book excerpt: Imprisonment has become big business in the United States. Using a "history of ideas" approach, this book examines the cultural underpinnings of prisons in the United States and explores how shared ideas about imprisonment evolve into a complex, loosely connected nationwide system of prisons that keeps enough persons to populate a small nation behind bars, razor wire and electrified fences. Tracing both the history of the prison and the very idea of imprisonment in the United States, this book provides students with a critical overview of American prisons and considers their past, their present and directions for the future. Topics covered include: • a history of imprisonment in America from 1600 to the present day; • the twentieth-century prison building binge; • the relationship between U.S. prisons and the private sector; • a critical account of capital punishment; • less-visible prison minorities, including women, children and the elderly; and • sex, violence and disease in prison. This comprehensive book is essential reading for advanced courses on corrections and correctional management and offers a compelling and provocative analysis of the realities of American penal culture from past to present. It is perfect reading for students of criminal justice, corrections, penology and the sociology of punishment.

Available in PDF, EPUB and Kindle. Book excerpt: This book examines the current state of both the theory and practice of prison privatization in the United States in the 21st century, providing a balanced compendium of research that allows readers to draw their own conclusions about this controversial subject. This three-volume set brings together noted scholars and experts in the field to provide a comprehensive treatment of the subject of privatized prisons in the United States. It is a definitive work on the topic that synthesizes current thought on both the theory and practice of prison privatization. Volume I provides a broad-brush overview of private prisons that discusses the history of prison privatization and examines the expansion of the private prison industry and the growth of inmate populations in the United States. Volume II focuses on the corrections industry itself, providing essays that explore the business models, profit motivations, economic factors, and operations of the corporations that offer corrections services, while Volume III explores the political and social environment of prison privatization. Academics, practitioners, policy makers, and advocates for and against private prisons will find this work useful and enlightening, while general readers can use the unbiased information to draw their own conclusions in respect to the merits of prison privatization.
