Book excerpt: This book examines the fundamental role of politics in funding our public schools and fills a conceptual imbalance in the current literature in school finance and educational policy. Unlike those who are primarily concerned about cost efficiency, Kenneth Wong specifies how resources are allocated for what purposes at different levels of the government. In contrast to those who focus on litigation as a way to reduce funding gaps, he underscores institutional stalemate and the lack of political will to act as important factors that affect legislative deadlock in school finance reform. Wong defines how politics has sustained various types of "rules" that affect the allocation of resources at the federal, state, and local level. While these rules have been remarkably stable over the past twenty to thirty years, they have often worked at cross-purposes by fragmenting policy and constraining the education process at schools with the greatest needs. Wong's examination is shaped by several questions. How do these rules come about? What role does politics play in retention of the rules? Do the federal, state, and local governments espouse different policies? In what ways do these policies operate at cross-purposes? How do they affect educational opportunities? Do the policies cohere in ways that promote better and more equitable student outcomes? Wong concludes that the five types of entrenched rules for resource allocation are rooted in existing governance arrangements and seemingly impervious to partisan shifts, interest group pressures, and constitutional challenge. And because these rules foster policy fragmentation and embody initiatives out of step with the performance-based reform agenda of the 1990s, the outlook for positive change in public education is uncertain unless fairly radical approaches are employed. Wong also analyzes four allocative reform models, two based on the assumption that existing political structures are unlikely to change and two that seek to empower actors at the school level. The two models for systemwide restructuring, aimed at intergovernmental coordination and/or integrated governance, would seek to clarify responsibilities for public education among federal, state, and local authorities-above all, integrating political and educational accountability. The other two models identified by Wong shift control from state and district to the school, one based on local leadership and the other based on market forces. In discussing the guiding principles of the four models, Wong takes care to identify both the potential and limitations of each. Written with a broad policy audience in mind, Wong's book should appeal to professionals interested in the politics of educational reform and to teachers of courses dealing with educational policy and administration and intergovernmental relations.

Book excerpt: The National Education Finance Academy has once again convened university faculty members, state-level administrators, officials from state level chapters of the Association of School Business Officials, and others to provide a single-volume reference of school funding mechanisms for each of the states, the District of Columbia, Indian Country, and the US territories. This volume supplements the annual “state-of-the-state” profiles produced by the National Education Finance Academy so that educators, policymakers, and researchers can have access to accurate and concise information on how K12 education functions are supported across multiple jurisdictions. In addition, each profile addresses state level efforts to provide education funding to support schools during the COVID- 19 pandemic. The second edition expands upon groundbreaking work in the first edition, which for the first time reported comprehensively on the multiple jurisdictions and mechanisms impacting funding for Native American students, by also reporting on policies and funding mechanisms for public schools in US Territories.

Book excerpt: The present monograph has been "written with a view" to presenting in a simple and concise manner to the general educational public the most significant conclusions reached in the course of an extensive study of school finance, continued for several years and covering a number of states. Some of the data have been taken from bulletins of the Bureau of Education and some from Census Bureau bulletins. By far the largest number, however, have been taken from the following studies by the author and by graduate students working under his direction. They are: (1) Public School Finance in Alabama (Fletcher Harper Swift); (2) Public School Finance in California (Fletcher Harper Swift); (3) Public School Finance in Colorado (Fletcher Harper Swift); (4) Public School Finance in Illinois (Fletcher Harper Swift); (5) Public School Finance in Massachusetts(Fletcher Harper Swift); and (6) The Declining Importance of State Funds as Sources of School Revenue (Fletcher Harper Swift); (7) Public School Finance in New York (Richard A. Graves); (8) Public School Finance in Vermont (Richard A. Graves); (9) Public School Finance in New Jersey (E.W. Available in PDF, EPUB and Kindle. Book excerpt: Diverse economic, social, and legal concerns have brought renewed attention to the problem of financing public schools. The primary economic concern is preparing students to compete successfully in the international marketplace. The change in demographics of the United States also is a major social concern for education. Legal concerns focus on school financing systems that are equitable to students and taxpayers, and on providing adequate school funding. Despite complex state school-financing formulas, questions remain about what to fund, spending levels, revenue sources, and support from different levels of government. The answers to funding questions must be reached within the context of how schools function as well as the demographic, political, economic, social, and legal factors influencing school funding. This book is intended to help both educators and the general public better understand public school finance. Chapter topics include the context for public school finance, demographics and education, school finance policy goals and outcomes, state school finance equalization systems, the courts and school finance, taxation and sources of revenue for schools, and issues in public school finance. References accompany each chapter. (JPT)
