Why is national integration achieved in some diverse countries, while others are destabilized by political inequality between ethnic groups, contentious politics, or even separatism and ethnic war? Traversing centuries and continents from early nineteenth-century Europe and Asia to Africa from the turn of the twenty-first century to today, Andreas Wimmer delves into the slow-moving forces that encourage political alliances to stretch across ethnic divides and build national unity. Using datasets that cover the entire world and three pairs of case studies, Wimmer’s theory of nation building focuses on slow-moving, generational processes: the spread of civil society organizations, linguistic assimilation, and the states’ capacity to provide public goods. Wimmer contrasts Switzerland and Belgium to demonstrate how the early development of voluntary organizations enhanced nation building; he examines Botswana and Somalia to illustrate how providing public goods can bring diverse political constituencies together; and he shows that the differences between China and Russia indicate how a shared linguistic space may help build political alliances across ethnic boundaries. Wimmer then reveals, based on the statistical analysis of large-scale datasets, that these mechanisms are at work around the world and explain nation building better than competing arguments such as democratic governance or colonial legacies. He also shows that when political alliances crosscut ethnic divides and when most ethnic communities are represented at the highest levels of government, the general populace will identify with the nation and its symbols, further deepening national political integration. Offering a long-term historical perspective and global outlook, Nation Building sheds important new light on the challenges of political integration in diverse countries.

The civic or territorial state has developed into modern pluralistic, multiethnic, democratic states with equal rights for diverse groups. This was accomplished by a historical process of separation of ethnicity from citizenship. As Feliks Gross shows, there are many types of civic and tribal states: they do not fit into a single model, but they can be grouped into related families. These are claims that define and represent the issue of minorities in Africa, of which these conflicts are manifestations. Although ethnic conflicts in Africa have been a subject of a large number of studies, the potential and role of norms on minority rights to address claims that ethno-cultural groups raise has not received the attention it deserves. Based on materials from normative political theory and international human rights law and using an empirical and prescriptive analysis, this book defends a robust system of minority rights built around culture, equality and self-determination. This is employed to elaborate an adequate constitutional design providing policy frameworks (multilingual language policy, recognition and affirmation of cultural diversity,), structures (that ensure just representation and participation of members of all groups) and norms (that guarantee substantive equality and the rights to language, religion and culture). The study then proffers two cases studies (South Africa and Ethiopia) to ascertain how such constitutional design might be translated into actual policy frameworks, institutions and norms.

This book examines the occurrence and forms of conflict in multiethnic states. It presents a theory that explains not only why ethnic groups rebel but also how they rebel. It shows that in extremely unequal societies, conflict typically occurs in non-violent forms because marginalized groups lack both the resources and the opportunities for violent revolt. In contrast, in more equal, but segmented multiethnic societies, violent conflict is more likely. The book traces the origins of these different types of multiethnic states to distinct experiences of colonial rule. Settler colonialism produced persistent stratification and far-reaching cultural and economic integration of the conquered groups, as, for example, in Guatemala, the United States, or Bolivia. By contrast, in decolonized states, such as Iraq, Pakistan, or Sri Lanka, in which independence led to indigenous self-rule, the colonizers' "divide and rule" policies resulted in deeply segmented post-colonial societies. Combining statistical analyses with case studies based on original field research in four different countries in Sub-Saharan Africa and Latin America, Vogt analyzes why and how colonial legacies have led to peaceful or violent ethnic movements.

Not with guns, but with the necessary laws to make sure the country remains stable.” He implied that ethnic conflict and political instability are inevitable in a multi-ethnic society unless protected by certain laws. Ethnic conflict is like a time bomb. The misuse of human rights for political ends and to exploit ethnic sentiments can spark ethnic conflict. In theory, the modern nation-state must achieve pluralism in its project of nation building. There are few nations in the world which consist of a single ethnic group. Yet, multi-ethnicity also seems to be a serious challenge to any system of government, especially in Southeast Asia, as it adds possibly deep-running cleavages to societies. Some groups are marginalized in the course of nation-building as a result of the nature of the relationship between nation and state. Arjun Appadurai stated that “the nation and the state have become one another’s project”: groups try to capture states and their power while states try to “monopolize about the nationhood.” There is always tension between the centre and the margin. The centre often consists of one ethnic group and marginalised minority groups are denied their right to equality. Sometimes horrible wars with thousands of victims commence as a consequence of such processes of ethnically-framed nation-building. Therefore, a democratic setting should be functionally superior; that is, in a better position to moderate the escalatory tendencies inherent in a multi-ethnic setting, thereby achieving less violence-prone conflict management, and its eventual resolution in Southeast Asia. This book is intended for anyone interested in the subject of ethnic relations and conflicts, especially politicians, policy makers, civil society activists, academia, and students of ethnic/race studies and Southeast Asian politics.
