These logging focused units had been superseded by State Forest Enterprises (Lâm trường) which bear the mark of the historic development of the forestry sector from the late 1950s up to the 1980s. Most of forest area in Vietnam was managed by a system for State Forest Enterprises (SFE) either directly under the Ministry of Forestry or provincial and district authorities. With the process of economic reforms (doi moi) SFEs have been subjected to various changes in terms of name, number, management areas, management objectives and mechanisms. From 413 SFEs (before the reform era, 1992), extending over milestones of reform, re-arrangement, conversion policies under a series of Decrees, Resolutions, and Decisions, to date, there are now 151 State Forestry Companies (SFCs) working. State Forestry Companies (still recently named State Owned Forestry One-Member Limited Liability Companies) are forestry units which manage most of the production forest areas in Vietnam. However, the reform of the existing management mechanisms of SFCs is done in terms of the form but not yet in terms of content. Operational models for SFCs are not really completed yet so that management could follow the Law of Enterprise. Case studies in two SFCs, which manage natural forest for timber production, include Ha Nung (Gia Lai province) and Dak To (Kom Tum province) in the Central Highlands of Vietnam. These studies clearly show a number of limitations and problems of enterprise and forestry governance related to new mechanisms - lack of capital, equipment, competence in planning, financial management and forest protection, administrative procedures in forestry, control of demand pressure on wood and land, quotas of logging distribution, standing charges, relationship and benefit sharing between SFEs and local people. However, mechanisms are needed to concretize the reform policies on both the national and local levels in order to overcome limitations and problems. This would serve to promote, financially stabilize and improve forest management leading towards sustainability and lasting improvement of the livelihood of local communities.

After reunification of the country in 1975, many new SFEs were established in Southern Vietnam and operated following the organizational management model as practiced in the North. Since 1993 most of SFEs were decentralized to provincial level. From 2005 to 2009 the SFEs were reviewed and rearranged to specific functions and tasks. Among altogether 413 SFEs, to date, there are now 151 State Forestry Companies (SFCs) operating. SFCs (full-named State Owned Forestry Single Member Limited Liability Companies)manage both natural and planted forests for timber production in Vietnam. The existing management mechanisms of SFCs were reformed in terms of the form but not yet in terms of content. The operational model for SFCs is not completed yet so that management cannot consequently follow the valid Law of Enterprise. Case studies in two SFCs, which manage natural forests in the Central Highlands of Vietnam, were conducted. The research show weaknesses and threats the SFCs such as poor forest governance, lack of capital and equipment, land-use conflicts with local communities, weak monitoring and evaluation (M&E) of performance, policy on standing tree tax, and existence of logging quota distribution. Restructure of SFEs is a critical need to effectively use the land and forest. Based on current status of SFCs it is to set out different forest management models. Outlook of different types of SFCs is given to promote economic viability, sustainable forest management, and improvement of the livelihood of local people.

Over long time, SFEs operated as dependent enterprises under control of provincial people's committees. The reform of SFE has been undertaken since 2004 with the objectives of efficient use of resources, business orientation, and contribution to poverty alleviation. The SFEs have been transformed into profit-oriented enterprises. However, so far, these objectives have not been achieved. The difficulties SFEs encountered, such as the lack of independence, low profitability, unsustainable forest management, and conflicts with local communities still exist. At the moment, Vietnam is considering whether to restructure the SFEs or to enact a logging ban.This study investigates the current status of forest management regimes of SFEs and discusses various organisational scenarios based on financial analyses to see how profitability can be generated. A case study approach is used for data collection in SFEs Dak To and Ha Nung in the Central Highlands region of Vietnam which manage natural forests. Input data for scenario development are based on enterprise survey, key informant interviews, group discussions, expert consultation and secondary data. Five scenarios (1) baseline, (2) autonomy from provincial control, (3) FSC certified, (4) FSC certified self owned logging team and sawmill, and (5) logging ban are discussed and analysed based on these main operations: timber logging, silvicultural treatments, and forest protection and management.Financial analysis shows that, with autonomy scenario, the SFEs have a higher positive profit proportion: 23.1% and 12.2% for Dak To and Ha Nung in comparison with the baseline 7.3% and 7.4% respectively. Increment of annual cash flow (whole cutting cycle-year projection) of autonomy scenario is 12.8 and 4.3 times higher than baseline. Except for the logging ban scenario, the other four scenarios show more profit. It shows clearly that the FSC certified scenario is almost profitable as the autonomy scenario.The study indicates that if autonomy is given to the SFEs (free market for timber sales, removal of harvesting quota), the SFEs will have a better financial status and motivation to pursue sustainable forest management and comply with the governmental forestry strategy.

In particular, four major direct drivers (land conversion for agriculture; infrastructure development; logging (illegal and legal); forest fire) and three indirect drivers (pressure of population growth and migration; the state’s weak forest management capacity; the limited funding available for forest protection) of deforestation and degradation in Vietnam are discussed, along with their implications for REDD+. These drivers and their impacts vary from region to region, and change over time – no ‘one-size-fitsall’ formula will function across the whole of Vietnam. The report also examines the lessons learnt from various forestry and economic development policies and programmes and suggests how a future REDD+ mechanism can overcome the major challenges, which include limited funding for forest protection, weak local governance capacity, poor vertical and horizontal coordination, low involvement of the poor, women and indigenous groups, low economic returns, elite capture of land and benefits, and corruption. The report suggests that if REDD+ is to succeed, it must be participatory, that is, all players are given fair and ample opportunity to be part of the programme (particularly those with the least resources or the greatest economic disenfranchisement); transparent, that is, all players can trace how the programme is administered, including the distribution of benefits; and well-monitored, to ensure that the programme is conducted such that it meets its overarching objectives and guidelines. The success of REDD+ will also require that it take a pro-poor and pro-gender equity approach.

The strategic directions, objectives and solutions within it differ from time to time, depending on the political goals and perspectives of the moment, as well as the role that the forestry sector plays in Vietnam’s overall socio-economic development. Regardless of such changes, inheriting lessons learned, developing the next strategy off the back of the experience gained from solving previous challenges, and taking advantage of opportunities, are always the top priorities of the Government of Vietnam. This report is the result of a collaboration between the Center for International Forestry Research (CIFOR) and the Vietnam Administration of Forestry (VNFOREST); it is intended to provide VNFOREST with input as they develop the new strategy. Based on secondary document research and stakeholder interviews, the report reviews achievements and challenges in the implementation of VFDS 2006–2020, as well as provides recommendations for policy makers to consider in the process of developing the new strategy. Research results show that, by 2020, Vietnam had exceeded a number of the goals set out in VFDS 2006–2020, including: (i) accelerating the growth of production value in the sector; (ii) increasing the export value of wood and forest products; (iii) increasing domestic wood production; and (iv) planting protection forest (PTF) and special-use forests (SUF). However, the forestry sector still faces many challenges when it comes to other key performance indicators, such as: (i) increasing the area of production forests (PDF) with certification of sustainable forest management (SFM); (ii) increasing large-diameter timber production; (iii) increasing revenue for forest environmental services (FES); (iv) securing forest and forest land for the purposes of allocation and leases; (v) reducing the number of poor households in forestry areas; and (vi) increasing the rate at which forestry workers are trained. Although some anticipated targets were not achieved, others were exceeded, for example: forest cover; reforestation after logging; reduction of forest protection violations; and scattered tree planting. That these goals were achieved or exceeded is the result of strong political commitment, policies trend-matching the market, improvements in central and local management capacity, the active support of international donors, and the involvement of civil society and the private sector. That some targets were not achieved is due to the challenges of implementing policy effectively, efficiently and equitably at grassroots level, lack of resources and funding, and some ambitious goals and targets not being realistic in the current economic, political and market contexts. Addressing these challenges requires a new approach and more effective economic, social and technical solutions. Development of VFDS 2021–2030 and the 2050 vision needs to consider the implementation achievements and challenges of the previous policy, as well as how to align with global trends, and balance these with the current political, economic and social development context in Vietnam. The direction of the new strategy must also be considered in the context of international requirements, to facilitate the mobilization of domestic and foreign financial resources to help modernize the industry, as well as enhance the forestry sector’s role and value in terms of poverty reduction, sustainable economic development and ensuring sustainable forest ecosystems.
