Book excerpt: In early 2008, the Federal Highway Administration issued a task order under the Advanced Quality Systems Indefinite Delivery/Indefinite Quantity Contract for a contractor to quantify the effectiveness of State quality assurance (QA) programs. The objective of the study was to develop, apply, and make recommendations for the use of a procedure that transportation departments could use to quantify and improve the effectiveness of existing quality assurance programs. Based on the knowledge and experience of the research team, four State highway agencies (SHAs) were chosen to participate. An introductory project meeting was held in December 2008, but due to personnel problems, only three agencies participated. The goal of the meeting was to discuss the objectives and scope of the project with State representatives and request their input. The three SHAs agreed to provide QA data from construction projects in their State for the team to analyze. Because sufficient data were not available to accomplish the original task, the scope was modified to use an analysis of acceptance procedures included in the agencies' specifications instead of using actual QA data. In summary, four SHA construction specifications were selected for analysis from three SHAs, two for hot mix asphalt (HMA) pavements and two for portland cement concrete (PCC) pavements. The study shows that either the computer program SPECRISK or computer simulation can be used to analyze the statistical risks of most, if not all, specifications. Both HMA pavement specifications and one of the PCC pavement specifications were amenable to analysis by SPECRISK because they are based on percent within limits as the statistical quality measure. The remaining PCC pavement specification was based on averages and had to be analyzed by computer simulation. Probabilistic Optimization for Profit (Prob. O. Prof) was one of the software programs anticipated to be useful in the analysis. However, it required data that were not available and thus could not be used in the analyses. The report includes analysis of the specifications, particularly the risks involved and recommendations for improving areas that are considered unclear or statistically invalid.

Book excerpt: In order to assure the quality of construction products and processes, the Virginia Department of Transportation has established three levels of construction control. First, contractors themselves provide oversight and quality control as set out in the Department's Road and Bridge specifications and in their contract stipulations. Second, the Department's construction inspectors provide quality acceptance in that they determine whether contractors are adhering to specifications and either accept or reject the work in progress. Finally, the Department's quality assurance program examines the methods for inspecting projects and determines where new procedures are necessary to keep the construction process under departmental control. In 1987, the quality assurance effort for highway construction In Virginia was redesigned and retitled the Contract Quality Assurance Program, and steps were taken to put the program on a sound statistical footing and to improve its reliability among field personnel. Sample size requirements were calculated, and a stratified random sampling plan was instituted. A list of inspectable items was developed and prioritized to assist inspectors in managing their time and to ensure agreement on what field inspection entailed. New reporting procedures were developed to change the focus of the program from "inspecting inspectors" to evaluating the inspection process, thus removing the punitive aspects of the previous program.

Book excerpt: Approximately 20 percent of the Federal-aid highway program is invested in local public agency (LPA) infrastructure projects, which is a significant portion of total Federal funds allocated to highway construction projects in the United States. In response to previous Federal and State reviews that have found significant weaknesses or inconsistencies in construction quality assurance (QA) practices for LPA projects, this report documents current construction QA practices from both State transportation department and LPA perspectives, identifies specific issues or areas of weakness in QA practices, identifies existing successful QA practices, and makes recommendations that can be implemented to generally improve construction QA across the full spectrum of LPA projects and State transportation department programs. Recognizing that there are significant differences in LPA capabilities and project types, the recommendations consider both large and small LPAs, and differences among State transportation department programs. The recommendations applicable to all project types and programs include better communication among project partners through stakeholder meetings, QA training, and statewide LPA guidelines and manuals focusing on construction QA. For larger LPAs with more capabilities, LPA-tailored specifications and standards, LPA certification, and the use a risk-based or tiered system of construction QA based on project purpose and type are recommended. For smaller LPAs with fewer resources, continued State transportation department oversight and independent assurance and the use of qualified consultants for construction QA are recommended.
