In doing so, it uncovers the complex ways in which Americans have imagined the global geography of poverty and progress, as the hemispheric imperialism of the nineteenth century yielded to the Cold War discourse of "underdevelopment." John Patrick Leary examines representations of uneven development in Latin America across a variety of genres and media, from canonical fiction and poetry to cinema, photography, journalism, popular song, travel narratives, and development theory. For the United States, Latin America has figured variously as good neighbor and insurgent threat, as its possible future and a remnant of its past. By illuminating the conventional ways in which Americans have imagined their place in the hemisphere, the author shows how the popular image of the United States as a modern, exceptional nation has been produced by a century of encounters that travelers, writers, radicals, filmmakers, and others have had with Latin America. Drawing on authors such as James Weldon Johnson, Willa Cather, and Ernest Hemingway, Leary argues that Latin America has figured in U.S. culture not just as an exotic "other" but as the familiar reflection of the United States’ own regional, racial, class, and political inequalities.

Book excerpt: Challenging the dependency theory approach to the origin of underdevelopment in Spanish America, this book argues that internal political and economic factors led the nations of the region to become dependent and underdeveloped during the nineteenth century. Dr. Friedman focuses on Peru and Argentina in the aftermath of their wars of independence to show how underdevelopment and dependency resulted from a crisis of the state brought about by the loss of legitimacy of Spanish colonial rule. Class conflicts had been effectively managed by the colonial state; its collapse, Dr. Friedman demonstrates, created conditions of intense inter- and intra-class conflicts, chiefly political in nature, which weak post-independence governments found impossible to restrain. Left with little authority, legitimacy, or control over internal resources, the fledging Peruvian and Argentine states turned to external sources for the capabilities with which to begin the process of consolidating their internal power. By the last half of the nineteenth century, both Peru and Argentina had chosen a course that led to their integration into the international economy as dependent nations.

Berberoglu examines three major alternative development theories: developmentalism, dependency, and neo-Marxist. He then critically analyzes these theories and their variants to set the stage for a detailed examination of various development paths. Two paths of capitalist development are contrasted: the export-oriented neo-colonial model and the import-substituting state-capitalist model. The role of the state in each of these alternatives is discussed in the context of the balance of class forces. Berberoglu also provides case studies of Turkey, Tanzania, Peru, and India -- countries in which the state played a significant role in the development process. In each case, he demonstrates that the process of state-capitalist development inevitably leads to neo-colonialism. This export-oriented path ties Third World countries to centers of world capitalism, with all the consequent contradictions that such a linkage entails. The book outlines the class nature of these contradictions on a global scale and maps out the balance of class forces and struggles, the role of the state, and the resultant revolutionary developments that are part of the process of social change and transformation now under way in many Third World countries. Also included is an appendix highlighting the need for a class-centered approach in development studies.

But political economy is not merely an academic issue – it is a class issue, and this book forcefully argues that political economy should return to a central position in the study of the social sciences. Offering nothing less than a reconciliation of Marxian, Keynesian and neoclassical economics, the work opens with a discussion of the key, interconnected economic concepts which help us to understand capitalism: price, income, profit, value, growth and crisis. Prices reflect income distribution and therefore class relations, and the chapters show that the very emergence of capitalism resulted from mass empowerment of the so-called "lower orders". Profit is always available if entrepreneurs spend on net investment and create incomes for additional labour; this, in turn, requires expanding demand, and so therefore profit depends on rising mass incomes. Conversely, underdevelopment is the result of the destitution and disempowerment of the masses. In the Global South today, it is clear that enormous riches go hand in hand with widespread misery and poverty because the market does not transform wealth into the kind of investment that might benefit all. This book argues that the new wealth triggered by productivity increases has enabled the rich to liberate themselves from the capitalist constraints of competition and waste their new wealth in the form of rents. The main threat today is, in fact, the globalisation of rent. The text makes a point for a progressive counter strategy: capitalist structures that empower labour need to be transferred to the Global South. This requires political and economic efforts towards empowering labour in the Global South. This book demonstrates the analytical power of political economy for all social scientists and will be invaluable reading for economists, political scientists and sociologists in particular.
