This book was released on 1999-02-12 with total page 328 pages. Available in PDF, EPUB and Kindle. Book excerpt: Spending on K-12 education across the United States and across local school districts has long been characterized by great disparitiesâ€"disparities that reflect differences in property wealth and tax rates. For more than a quarter-century, reformers have attempted to reduce these differences through court challenges and legislative action. As part of a broad study of education finance, the committee commissioned eight papers examining the history and consequences of school finance reform undertaken in the name of equity and adequacy. This thought-provoking, timely collection of papers explores such topics as: What do the terms "equity" and "adequacy" in school finance really mean? How are these terms relevant to the politics and litigation of school finance reform? What is the impact of court-ordered school finance reform on spending disparities? How do school districts use money from finance reform? What policy options are available to states facing new challenges from court decisions mandating adequacy in school finance? When measuring adequacy, how do you consider differences in student needs and regional costs?

Book Synopsis Courts as Catalysts by : Matthew H. Bosworth
Download or read book Courts as Catalysts written by Matthew H. Bosworth and published by State University of New York Press. This book was released on 2001-05-24 with total page 302 pages. Available in PDF, EPUB and Kindle. Book excerpt: Despite education being one of the most important, if not the most important, political issues for the American public, access to funding for education is not equal across school districts. Local public schools are generally funded by a combination of state aid and local property taxes, a combination which favors wealthier suburbs and disadvantages relatively poor urban and rural areas. Nationwide, low-income districts have gone to court attempting to remedy these inequities. But has litigation been worth the price from the activists' perspective? Can poor districts (and poor parents and children) look to courts for help? Conversely, should rich districts fear court-ordered redistribution of wealth from their schools? This book examines the effectiveness of state supreme courts in Texas, Kentucky, and North Dakota in achieving funding equity between rich and poor public school districts. It includes more than ninety interviews with policymakers and observers and concludes that, although there are many factors that can help or hinder equity reform, courts can make a difference.
Book Synopsis Federalism and Health Policy by : Alan Weil
Download or read book Federalism and Health Policy written by Alan Weil and published by The Urban Insitute. This book was released on 2003 with total page 448 pages. Available in PDF, EPUB and Kindle. Book excerpt: The balance between state and federal health care financing for low-income people has been a matter of considerable debate for the last 40 years. Some argue for a greater federal role, others for more devolution of responsibility to the states. Medicaid, the backbone of the system, has been plagued by an array of problems that have made it unpopular and difficult to use to extend health care coverage. In recent years, waivers have given the states the flexibility to change many features of their Medicaid programs; moreover, the states have considerable flexibility to in establishing State Children's Health Insurance Programs. This book examines the record on the changing health safety net. How well have states done in providing acute and long-term care services to low-income populations? How have they responded to financial incentives and federal regulatory requirements? How innovative have they been? Contributing authors include Donald J. Boyd, Randall R. Bovbjerg, Teresa A. Coughlin, Ian Hill, Michael Housman, Robert E. Hurley, Marilyn Moon, Mary Beth Pohl, Jane Tilly, and Stephen Zuckerman.
Book Synopsis Power, Constraint, and Policy Change by : Robert M. Howard
Download or read book Power, Constraint, and Policy Change written by Robert M. Howard and published by State University of New York Press. This book was released on 2021-02-01 with total page 126 pages. Available in PDF, EPUB and Kindle. Book excerpt: Power, Constraint, and Policy Change analyzes state court influence on state education finance reform. Beginning in the early 1970s litigants began filing suits in state courts to change state education funding in order to prevent disparities in education resources between wealthy and poor communities. These cases represent a fundamental policy debate in American society, pitting the importance of education against the cost and method of funding it. Through education finance, the authors explore how and why courts often end up determining and resolving policy funding debates. Education funding has involved both the federal constitution and state constitutions, as well as legislation and court-mandated remedies, which, ultimately, determine who and how we pay for this critical American value.
