Available in PDF, EPUB and Kindle. Book excerpt: The Committee for Standards in Public Life felt that the time was right to undertake a review of the key lessons that have been learnt since the Nolan Committee's first report (ISBN 9780101285025) was published in 1995 about how to improve ethical standards in public life - to stand back and reflect on what has been achieved and what still needs to be done. The report argues that much of the basic infrastructure to improve standards is now in place. Statements of key principles and codes of conduct have been adopted by most public bodies, new regulators have been created or had their existing remits clarified, and awareness of principles such as integrity, accountability and openness has increased considerably. The Committee believes standards of behaviour in many areas of public life have improved. But the Committee finds it disturbing that concerns continue to be raised about the integrity of so many of the country's key institutions or those within them; and the evidence of the last few years and months suggests that there is still much to do before the high standards in public life to which we all aspire are fully internalised in the cultures of all our public institutions. The report concludes that the need now is not for more principles, codes or regulators but rather for the existing arrangements to be more consistently and actively implemented.

In this second edition, Frederickson (public administration, University of Kansas) and Ghere (political science, University of Dayton) expand their scope to include both the managerial and individual/moral dimensions of ethical behavior, and add a new section on administrative ethics and globalization. Other sections cover organizational designs that support ethical behavior, market forces that compromise administrative ethics, and unintended outcomes of anticorruption reforms. The book is appropriate for a graduate course in public sector ethics.

Book excerpt: This book deploys a long-term account of political corruption in Britain to explain the phenomenon of corruption as it resides within the state and the contemporary problem of corruption denial among members of the political class. It aims to satisfy the concern about corruption and identify potential causes and significance. The book provides and account of definitions of corruption and how those definitions have changed over time. Throughout the succeeding chapters it discusses public life and how ethical considerations for public office holders have evolved over time. This book argues that corruption is not just a concern about politics and understanding corruption requires a multi-disciplinary approach: history; political science; sociology; anthropology and urban ethnography.

Available in PDF, EPUB and Kindle. Book excerpt: Parliament is central to the democratic claims of our system of governance. This book evaluates the role and performance of this centrepiece of Australian government. It explores the institutional design of the parliament, and its principles and practices, presenting a compelling case for reform. Uhr discusses parliament's representative and legislative roles, and the issue of accountability. He looks at the place of representative assemblies in liberal political theory and assesses current institutional performance. He argues that republicanism can be seen as a form of deliberative democracy, examining ways in which such democracy might be made more effective and meaningful in Australia. Combining an authoritative knowledge of political theory with a familiarity with the inner-workings of the Australian parliament, the author makes an important contribution to debates in Australia and internationally.

The chapters are organized into four parts. The first section deals with constitutional issues of the EU, namely multilevel democratic governance, gender equality, and participatory democracy, and the impact of the crisis on them. The second analyses public governance issues, with reference to urban planning as a new policy for the EU, state aid and privatization of public companies, corporate governance principles for public companies, and EU case law on freedom of establishment of companies. The third part discusses certain issues of the EU internal market and external trade, namely the Europeanisation of labour relations, the relation between EU environmental law and international agreements, the dilemma between regionalism and multilateralism in international trade law, and the Eurasian Economic Union. The fourth section explores the Eurozone crisis from different perspectives and areas, namely political philosophy, economics, political science, administrative science, and law.

Book excerpt: This companion to the British Constitution was born out of the view that the tendency for modern political studies to concentrate on processes rather than structures results in a failure to understand basic political terminology. Readers coming to politics for the first time often do not have the basic vocabulary with which to understand the subject. This book is an attempt to provide that basic vocabulary. An introductory survey of concepts relating to the constitutional framework leads to a glossary in which basic terminology is clearly defined and extensively cross-referenced. The glossary can therefore be used as a reference to find the meaning of a word or expression, as an aid to developing a newcomer's ideas or to provide illustrative material for essays.

Available in PDF, EPUB and Kindle. Book excerpt: This book provides a thorough and authoritative account of the constitutional implications of the Scott report. It is the only book-length treatment of this pivotal Report. The Scott report was established by John Major in 1992 to look into British government policy during the 1980s with regard to trade (including the arms trade) with Iraq and to establish whether the Government had lied to Parliament about its policy. Scott also investigated a number of high-profile and controversial criminal prosecutions which the government brought against several companies that were accused of illegally exporting "defence equipment" to Iraq. All of these cases failed. This book does more than merely relate the Scott story. It offers a full analysis of what the report means for the future of constitutional government, and constitutional reform, in Britain. Issues of lying to Parliament and ministerial responsibility; of the regulation and control of the civil service; and of open government and freedom of information are all reappraised in the light of Scott's discoveries. Central questions of secret intelligence and troublesome "public interest immunity certificates" are also considered. Unusually for a political scandal, Scott was not an exclusively national affair affecting only one country. There was a little-known equivalent to the Scott inquiry in the USA, and the lessons of the US experience are also discussed here - for the first time in Britain.
