Book excerpt: The Million Farmers School (MFS) is an innovative extension program initiated by the Department of Agriculture in the state of Uttar Pradesh, India, in 2017. Twice in a year, the department deploys its entire extension machinery to organize nearly 15,000 training programs for about a million farmers across all districts of the state. Unlike traditional extension services, MFS integrates various facets of agricultural knowledge into a packaged product and delivers through village-level trainings where printed material on the topics of training are also distributed among participants. This study presents early findings of a process evaluation, involving assessments of program design, implementation strategies, and estimation of benefits from program participation. In addition to consultation with public officials and community organizations, a state-level representative survey was conducted on a sample of both participating and non-participating households. The early results based on matching and instrumental variable methods—suggest that knowledge outcomes are significantly better among participants vis-à-vis non-participants. The results are robust to different model specifications. The study also qualitatively assesses various aspects of the program’s design and implementation, highlighting the constraints and challenges it faces and offers implementation advice for greater efficacy in its future course.

Postharvest Extension and Capacity Building for the Developing World provides information on postharvest extension/outreach programs, capacity building, and practical methodologies for postharvest extension professionals and food science teachers, food processing trainers, and outreach specialists who work in the field. The book provides information on training of postharvest trainers, food loss assessment methods, capacity building in universities and agro-industry, distance education methods, models for cost effective postharvest/food processing extension work, success stories, and lessons learned from past projects and programs. The book is divided into four sections. Section I explains postharvest loss assessments methods, Section II is on capacity building, and Sections III and IV focus on training and postharvest extension models. Food loss assessment methodologies are highlighted from several high-profile institutions and it is envisioned that researchers and postharvest extension personnel will benefit from the development and field testing of a hybrid methodology, incorporating the strengths and utilizing the best practices from each of the methodologies in current use. Chapters cover postharvest extension work and capacity building in a wide range of regions.

Although progress continues to be made in reducing child stunting, over 22 percent of children under five years of age are still affected. Other forms of malnutrition are also growing: adult obesity continues to increase in countries irrespective of their income levels, and many countries are coping with multiple forms of malnutrition at the same time – overweight and obesity, as well as anaemia in women, and child stunting and wasting.

The paper recommends a phased approach to ARCN reforms, beginning with organizational transformation and capacity strengthening at all levels. In addition, issues, challenges, and opportunities for sustainable funding, integration of re-search, extension, education, and the regulatory mandates of ARCN are discussed. Finally, an implementation plan for restructuring ARCN is presented.
