Yet despite this, Nigeria achieved strong economic growth for over a decade in the 21st century, driven largely by policy reforms in non-oil sectors. This open access book argues that Nigeria's major development challenge is not the 'oil curse', but rather one of achieving economic diversification beyond oil, subsistence agriculture, informal activities, and across its subnational entities. Through analysis drawing on economic data, policy documents, and interviews, Usman argues that Nigeria's challenge of economic diversification is situated within the political setting of an unstable distribution of power among individual, group, and institutional actors. Since the turn of the century, policymaking by successive Nigerian governments has, despite superficial partisan differences, been oriented towards short-term crisis management of macroeconomic stabilization, restoring growth and selective public sector reforms. To diversify Nigeria's economy, this book argues that successive governments must reorient towards a consistent focus on pro-productivity and pro-poor policies, alongside comprehensive civil service and security sector overhaul. These policy priorities, Nigeria's ruling elites are belatedly acknowledging, are crucial to achieving economic transformation; a policy shift that requires a confrontation with the roots of perpetual political crisis, and an attempt to stabilize the balance of power towards equity and inclusion. Prime Witness Change and Policy Challenges in Buhari's Nigeria is essentially a product of the author's observations, exchanges with his various interlocutors in and out of government, and Nigerians and non-Nigerians alike, during the first year of the Buhari administration, 2015-2016. Do some civil society groups promote democracy more effectively than others? And if so, which ones, and why? By examining the structure, organizational cultures, and methods of more than one hundred Nigerian civil society groups, Kew finds that the groups that best promote democratic development externally are themselves internally democratic. Specifically, the internally democratic civil society groups build more sustainable coalitions to resist authoritarian rule; support and influence political parties more effectively; articulate and promote public interests in a more negotiable fashion; and, most importantly, inculcate democratic norms in their members, which in turn has important democratizing impacts on national political cultures and institutions. The countries discussed—South Africa, Ghana, Nigeria, Ethiopia, Egypt and Tunisia—represent a diverse set of social and political circumstances and different levels of democratic achievement, providing a rich set of case studies. Each sample state also offers an internal comparison, as each has historically experienced different stages of democratization. Along the course of each case study, the book also considers the effect that other traditionally studied factors, such as culture, colonization, economic development and foreign aid, may have had on individual attempts at democratization. The first extensive work on civil society and democratization in Africa, the book adds new insights to the applicability of democratization theory in a non-Western context, both filling a gap in and adding to the existing universal scholarship. This book will be useful for scholars of political science, economics, sociology and African studies, as well as human rights activists and policy makers in the relevant geographical areas.
