Available in PDF, EPUB and Kindle. Book excerpt: This book is the first comprehensive, full-scale treatment of the politics, law, and economics with regard to the policies and policy instruments for budget stabilization at the local level. It examines budget stabilization in the United States from the 1910s to 2010 (from adoption of public budgeting in this country through the Great Recession). In addition, it provides details on the methods and results of empirical tests of the effects of budget stabilization instruments on government operations, key/basic services provision, and some other aspects of social and economic life at the local level, including full-purpose governments (county, metro city, municipality, township, and village) as well as special (single-) purpose governments (like school districts and transportation districts). This book dissects an important and pressing issue in public financial administration, analyzes a lesson that has been in the learning process, especially in the United States, and identifies theoretical threads for scholarly refinement, which will be put into specific contexts of policy design and implementation. This book will be of interest to scholars in political science, economics, public choice and in public administration, where it will also appeal to policy-makers.

Book excerpt: The fiscal crisis encountered by state-local governments since 2008 has again made prominent the issue of how to better prepare for and stabilize expenditures during recessions. Does the economic stabilization function of government, and its theory, still hold? Previous studies focus on federal and state levels; only a few look at local governments. This article explores whether localities save and spend across the boom-bust cycle; we intend to identify determinants of local government savings and estimate the impact of savings on stabilizing expenditures. Unlike some early evidence that shows counter-cyclical stabilization properties of local unreserved general fund balance, the empirical results of our study on North Carolina counties do not support the stabilization role by localities. This study carries timely and important implications for state/local policy making and financial operations; it also adds to the literature on the stabilization function of government.

Available in PDF, EPUB and Kindle. Book excerpt: "From adjusted gross income to zoning and property taxes, the second edition of The Encyclopedia of Taxation and Tax Policy offers the best and most complete guide to taxes and tax-related issues. More than 150 tax practitioners and administrators, policymakers, and academics have contributed. The result is a unique and authoritative reference that examines virtually all tax instruments used by governments (individual income, corporate income, sales and value-added, property, estate and gift, franchise, poll, and many variants of these taxes), as well as characteristics of a good tax system, budgetary issues, and many current federal, state, local, and international tax policy issues. The new edition has been completely revised, with 40 new topics and 200 articles reflecting six years of legislative changes. Each essay provides the generalist with a quick and reliable introduction to many topics but also gives tax specialists the benefit of other experts' best thinking, in a manner that makes the complex understandable. Reference lists point the reader to additional sources of information for each topic. The first edition of The Encyclopedia of Taxation and Tax Policy was selected as an Outstanding Academic Book of the Year (1999) by Choice magazine."--Publisher's website.

Available in PDF, EPUB and Kindle. Book excerpt: "Public Perception of Local Governments" concentrates on changes in public attitudes towards local governments, and on differences in approaches towards various components of the respective municipal systems. As local governments become increasingly important in citizens' everyday lives, political institutions and public actors who can demonstrate greater sensitivity towards public opinion are vital for the success of future reforms. The hidden message of this work is that without regular and systematic analysis of public opinion, viable local government policies will become even more difficult to design and implement in the future. The book comprises research on this issue in the Czech Republic, Hungary, Poland and Slovakia. "Public Perception of Local Governments" seeks to answer three basic questions: (1) What is the public's opinion on the newly created local governments? (2) How did general public opinion influenced the various decentralization reforms of the past decade? (3) What are the typical forms of communication with the general public at the local level?

Book excerpt: Less than twenty-four months after the hope-filled Arab uprising, the popular movement had morphed into a dystopia of resurgent dictators, failed states, and civil wars. Egypt's epochal transition to democracy ended in a violent military coup. Yemen and Libya collapsed into civil war, while Bahrain erupted in smothering sectarian repression. Syria proved the greatest victim of all, ripped apart by internationally fueled insurgencies and an externally supported, bloody-minded regime. Amidst the chaos, a virulently militant group declared an Islamic State, seizing vast territories and inspiring terrorism across the globe. What happened? The New Arab Wars is a profound illumination of the causes of this nightmare. It details the costs of the poor choices made by regional actors, delivers a scathing analysis of Western misreadings of the conflict, and condemns international interference that has stoked the violence. Informed by commentators and analysts from the Arab world, Marc Lynch's narrative of a vital region's collapse is both wildly dramatic and likely to prove definitive. Most important, he shows that the region's upheavals have only just begun -- and that the hopes of Arab regimes and Western policy makers to retreat to old habits of authoritarian stability are doomed to fail.
