Book excerpt: This report presents the implementation and evaluation of four techniques for improving the effectiveness of speed zoning in construction areas on multi-lane freeways. The techniques are (a) the flagging procedure of the "Manual on Uniform Traffic Control Devices" (MUTCD), (b) the use of the MUTCD flagging procedure as well as motioning motorists to slow and pointing at a nearby speed limit sign with the free hand of the flagger, (c) a marked police car with cruiser lights and radar active, and (d) a uniformed police officer standing to control traffic. Each of the techniques were applied continuously on six-lane freeways for a period of 10-15 days.
Book Synopsis Speed Zone Guidelines Using Roadway Characteristics and Area Development by : Robert W. Stokes
Download or read book Speed Zone Guidelines Using Roadway Characteristics and Area Development written by Robert W. Stokes and published by . This book was released on 1999 with total page 88 pages. Available in PDF, EPUB and Kindle. Book excerpt: The objective of this study was to quantify effects that selected characteristics and adjacent development patterns have on roadway speeds. Based on the results of a literature search and the availability of data for Kansas highways, twenty-seven variables were identified as possibly affecting speeds on rural state highways and thirty-two variables were identified as possibly affecting speeds on urban state highways. Speed data and data for the potential explanatory variables were collected for a total of 539 sections of state highway (186 rural and 353 urban sections). Two approaches were used to develop and test models to predict speeds on rural and urban state highways based on roadway characteristics and adjacent development patterns. The first approach was based on models in the form of multiple linear regression equations. The second approach employed artificial neural networks (ANNs) to predict highway speeds. None of the regression models were entirely satisfactory in terms of their ability to predict the 85th percentile speeds on rural and urban highways within +/-5 mph (+/-8 km/h). A number of regression models are presented, however, they should be used with caution. Two independent databases were used to train two sets of ANN models of rural and urban speeds. The first set of ANN models (Stage 1) was developed using the same data used in the regression analysis. The second set of ANN models (Stage 2) was developed using a database provided by the Kansas Department of Transportation (KDOT) Bureau of Traffic Engineering. The second database contained only those variables that KDOT believed drivers consider in selecting a driving speed. Overall, the Stage 2 ANN models developed in this study were found to perform much better than either the Stage 1 ANN models or the regression models in predicting rural and urban highway speeds.

Book Synopsis Investigating Speed Management Techniques by : Angelia H. Parham
Download or read book Investigating Speed Management Techniques written by Angelia H. Parham and published by . This book was released on 1999 with total page 40 pages. Available in PDF, EPUB and Kindle. Book excerpt: Speeding and speed control are often considered critical issues on residential and collector streets. Activities to reduce speed and volume on residential streets have recently been gathered under the term traffic calming. Speed management goes beyond traffic calming by examining higher speed facilities, such as artenials, in addition to residential and collector streets. Integrating speed management techniques on residential, collector, and arterial streets can encourage traffic to use major roadways rather than residential streets and can address need on an areawide basis rather than for an isolated roadway or intersection. The Handbook of Speed Management Techniques was developed to identify speed management techniques used throughout the country and to give practitioners basic information regarding their use. The Handbook includes descriptions, photographs, experiences of agencies that have used the techniques, and lessons learned.

Book Synopsis Better Management of Speed Control in Work Zones by :
Download or read book Better Management of Speed Control in Work Zones written by and published by . This book was released on 2006 with total page 116 pages. Available in PDF, EPUB and Kindle. Book excerpt: Statistics from the South Carolina Department of Transportation (SCDOT) for incidents between 1998 and 2002 reveal that a leading cause of crashes in work zones is driving too fast for conditions. In April 2005, a team of researchers led by Clemson University Transportation Systems Laboratory embarked on research to better manage speed control in work zones. The research tasks included field trials of several devices, a literature review, and a survey of states. Based on the literature review and meetings with the project steering committee, a number of devices and strategies were selected for field evaluation. The selected devices included drone radar, changeable message sign with radar (CMR), a speed monitoring display (SMD) with CMS, portable rumble strips, and a novel speed activated sign designed by the researchers. Each of the devices had to be acquired and/or developed for this project and preliminary testing was conducted to identify an acceptable configuration for actual data collection. After the initial testing, field surveillance of the speed management devices at a variety of different work zone sites on interstates and state route highways in South Carolina was completed to collect the empirical data needed for evaluation. Both quantitative and qualitative analyses of the performance of the devices and strategies were completed. Some of the devices were also studied in combination with police enforcement. The results of the analysis show that all of the speed control devices studied during this project has the capability of lowering speeds. This report summarizes the findings of this research and provides several recommendations in choosing a speed control device for a particular work zone application.
Book Synopsis Work Zone Speed Management by : John W. Shaw
Download or read book Work Zone Speed Management written by John W. Shaw and published by . This book was released on 2015 with total page 152 pages. Available in PDF, EPUB and Kindle. Book excerpt: This synthesis documents information regarding the current state of practice for work zone speed management. The report compiles data, procedures, techniques, and technical issues related to observing and comparing work zone speeds. The speed management measures have been organized into four categories: engineering, operational, enforcement, and public education and outreach. Information included in this study was acquired through a review of the literature, two surveys of state department of transportation representatives in all states, a compilation of state agency public information campaigns, and follow-up interviews with select survey respondents from several U.S. states and one Canadian province.
