Britain played a prominent part in the democratization of the world through both its constitutional reforms at home and its power and influence abroad. In that process, Prime Ministers played a prominent role through their power and influence in government, Parliament and the country more generally. Quinault examines the stance of ten leading Prime Ministers - from the mid-nineteenth century until the twenty-first century - on the theory and practice of democracy. The attitude of each Prime Minister is assessed by considering their general views on democracy and their use of that term and concept in their discourse and thereby their role in advancing or resisting democratic political change. Particular attention is paid to their role in electoral reform, together with their stance on the composition and powers of the House of Lords and the role of the monarchy in the governing process. Their attitudes to the democratic aspects of some major international issues are also considered.

Born a second son, he had not, up to his thirty-fifth year, looked forward to anything more than being the brother to a great peer, himself holding the courtesy title of Lord Robert Cecil. As such he was known up to the year 1865, when his elder brother, the heir to the marquisate, suddenly died, and Lord Robert's prospects in life underwent an extensive change. Lord Robert Cecil sat in the House of Commons as member for Stamford, for which borough he was elected in his twenty-third year, and which he represented till he was removed to the Upper House on the death of his father in April, 1868. With the portion of a younger son he essayed to add to his income by work in the field of journalism. At one time, it is understood, he was pretty regularly engaged as a leader writer on the Times.
