Sim ple interest for that time on one-third of a thousand dollars, amounted to two hundred dollars more, making the loss four hun dred dollars. Simple interest upon this sum, for thirty years, exceeds seven hundred dollars, which, added to the four hundred, makes the loss which the holder of paper to the amount of one thousand dollars has suffered, by the mode and time of payment adopted by the Government, to exceed eleven hundred dollars so that the sum which we withheld, out of that which we had solemnly promised in writing, with Simple interest only, is now more than the original amount of the debt. Book excerpt: Excerpt from Speeches and Occasional Addresses, Vol. 1 The Territory on the northwest coast of America, west of the Rocky Mountains, known as Oregon, and long in dispute between the United States and Great Britain, was, by a convention between the two countries, concluded on the 20th October, 1818, made free to the vessels, citizens, and subjects of both, for the period of ten years. This agreement was continued in force and indefinitely extended by the convention of 26th August, 1827. In consequence of collisions between the people of the two countries within the disputed Territory, resolutions were introduced into the Senate, in February, 1846, requiring the President to give notice of the abrogation of the last-mentioned convention, in accordance with one of its stipulations. A portion of the senators were in favor of adjusting the controversy by adopting the 49th parallel of latitude as the boundary, leaving to Great Britain the territory north of it; and the others of insisting on the abandonment by Great Britain of the whole country as far north as 54 40', from which line northward the title of Russia had been acknowledged by both the parties to the pending dispute. Mr. Dix, while asserting the title of the United States to the whole Territory derived from the discoveries and occupation of Spain, was nevertheless in favor of the compromise line of 49, which had been offered to Great Britain in pi-previous negotiations. The question was settled by the adoption of that parallel as the boundary line, under a treaty negotiated by Mr. Louis McLane, and ratified by the Senate at the same session in which the debate took place. NO one contends, Of course, that it has a right to invade homes for the purpose of prying into strictly private conduct, however de praved. But whenever that conduct takes place under such circumstances that the public must, of necessity, be affected by it, then a public journal has not only the right, but is charged with the duty Of exposing it. If, therefore, the character Of the life led by the plaintiff has been not only in itself immoral, but has been displayed in such a man ner that the public could not but be scandalized by it, I shall appeal to you to establish by your verdict that the newspaper which has held him up in his true light is not only not open to the charge Of overstepping the bounds of its legitimate province, but, on the contrary, deserves commendation for What it has done. It remains for you, therefore, in the discharge not only of the duty which you owe to the plaintiff, but Of that which you owe to the community, carefully to determine the facts Of this case, and then to decide whether those facts legally afford to the defendant as the owner of this paper immunity for this publica tion. Book excerpt: Excerpt from Speeches and Addresses, on the Threshold of Eighty Mr. President and Gentlemen: It is very interesting that the twentieth successive dinner which you have given me on my birthday should coincide with this club coming of age. Twenty-one years of club life to those who have been members from the beginning is always full of charm. The club is the nearest association to the family possible without domestic ties. A man who has a sympathetic disposition and loves to mingle with his fellowmen upon a basis more intimate than is afforded in business will have among the living, and, in memory, those who have passed away, an invaluable asset of choicest friendships. In no place as in the club does human nature reveal itself at its best and at its worst. Members become natural with each other and their selfishness or their good fellowship increases with the years. I recall those who were present at that first birthday celebration, and each one of them since has had distinctive features. It has differed from all other affairs of the kind because of its publicity and its freedom of discussion. The influence of words uttered here or revelations made here have at times reached far beyond the limits of this city. Book excerpt: Excerpt from Additional Speeches, Vol. 1 of 2: Addresses, and Occasional Sermons Several years ago I began to write a large work on the "Historical Development of Religion in the various Races of Mankind," hoping to publish the first volume long before this time. But during the last five years, my attention has been mainly directed to quite different pursuits, less genial to my nature and more foreign to my culture: events of the saddest character and most dangerous tendency have forced other and indispensable duties upon me. For the assaults on the natural Rights of man have been so continuous, made with such vigor, and so often successful, and the consequent demand of resistance thereto, on the part of all friends of Humanity so urgent, that I have been forced to defer the welcome toil of converting the Facts of past History into Ideas of present Consciousness, and therewith helping to build up nobler Institutions for the future. Book excerpt: Excerpt from Speeches and Occasional Addresses, Vol. 2 By this act, it will be perceived that the laws of the States in relation to pilotage were recognized by Congress at its first session after the Constitution was adopted, and that, by refer ring to the future as well as the existing legislation of the States, it designed to place the whole subject prospectively under State regulation. Congress undoubtedly saw that this was one of those cases in which each State would be best capable of judging for itself what regulations the subject would require within its own limits, and that in providing for its own interest, that of the public would be most likely to be secured. From 1789 to 1837 this was the established sys tem in respect to the regulation of all that relates to pilotage. Though the section I have read contemplated the possibility of future legislation by Congress, no further act was passed during a period of forty-eight years. I have not been able to find any other act referring to pilots in any manner, except the act of 1792, establishing a uniform militia, by which they were exempted from militia duty. The imitative colonial propensity of mind still dwells with us. There is still work for the Puritan Spirit which would go its own way and think its own thoughts. It is not altogether our own church, even now in the world of ideas in art, and literature, and among certain elements of our society. Who, for instance, has not heard the profound saying that in this country nature does not lend itself to art Have we not, then, the glories of morning and of evening, the mists of dawn, the radiance of midday, the lightning of the noontide ocean, the infinite beauties of sea and sky, of river and mountain? When nature does not lend itself to art it is because there is no art able to borrow. Let the right men come in the right spirit and they will have no trouble with nature. Book excerpt: Excerpt from Speeches, Addresses, and Occasional Sermons, Vol. 3 of 3 Mr. President and Fellow Citizens: It is an important occasion which has brought us together. A great crisis has occurred in the affairs of the United States. There is a great question now before the people. In any European country west of Russia and east of Spain, it would produce a revolution, and be settled with gunpowder. It narrowly concerns the material welfare of the nation. The decision that is made will help millions of human beings into life, or will hinder and prevent millions from being born. It will help or hinder the advance of the nation in wealth for a long time to come. It is a question which involves the honor of the people. Depew, Vol. 3 In a long political and professional life, Senator Depew has been a leading figure, and, from the time of his graduation, he has probably been brought into contact with more public charac ters than any other man of his generation. For nineteen years he has been the recipient of the exceedingly rare compliment of an annual banquet given upon his birthday by his personal and political friends. In these he has seized the opportunity not only of relating personal anecdotes of the famous men into whose society he has been thrown, but of reviewing the progress of the country and the radical changes in business methods during his lifetime, of combating many of the prevalent errors of his age and instilling into his countrymen what he believes to be sound principles of finance. Mr. Depew is a thorough optimist. For him every dark cloud has its silver lining, every commercial panic a promise of better times to come, and every foreign complication the ultimate victory of his own country in the race for glory and prosperity. There have been statesmen who have made a deeper impress upon public life. But none who have left his auditors a more pleasurable memory of his abilities or of the kindly nature which has contributed so much to his popularity. Book excerpt: Excerpt from Speeches and Addresses: Political, Literary and Religious While a man makes many enemies by frankly speaking his mind, as it has been my principle and my habit to do, he makes many friends also; and I certainly have every reason to be thankful both for the number and for the constancy of my friends. Speaking, as I have done, on many subjects, and in support of many causes, I could not hope to carry with me in all things those who agreed with me in many things; but among those whose good opinion I valued, there have been few who were not willing to believe that I was no less candid when I differed from them than when I happened to express opinions that they cherished. Depew, Vol. 7 Nothing is more difficult than to engage the attention of the Senate by what is called "oratory"; yet Senator Depew never fails of an appreciative hearing - and this, too, regardless of whether Senators agree or disagree with him. It is easy to understand how a natural orator like Senator Depew could captivate an audience of men and women who only occasionally hear a public address by a distinguished man. But the Senate hears speeches all the time - some of them very unusual and a few of them really notable. Then, too, most Senators are themselves public speakers of long experience; but most important of all, each of them is exceedingly busy with the details of legislation - the drafting of bills, the studying of precedents, the examination of authorities, the hearing of those who favor or oppose measures before their respective committees. All these things and many more naturally and properly make the Senate uncommonly indifferent to speech making. So it is that there can be no higher tribute to a man's powers as an orator than when his fellow Senators shed their blase indifference, cease for awhile their engrossing work and listen with interest to an oration of a fellow Senator. That is what the Senate always does when Chauncey M. Depew speaks. His Senate oratory is quite unique. Perhaps his engaging personality, a sort of magnetism of geniality, is the foundation. This, of course, is aided by his voice which has a ringing quality that stirs and arouses, curiously modified by a soothing timbre which pleases and mollifies. There is a strange aggressiveness of good nature in his whole manner. These things from the very beginning of his oration tend to make the situation easy; but of course that would amount to nothing were it not for what he says. He speaks to the point. He develops his theme with logical precision. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books.
