Book excerpt: One hundred and fifty years after Kansas was admitted to the Union, we still find ourselves fascinated by the specter of "Bleeding Kansas" and the violence that preceded the American Civil War by five years. Although ample attention has been devoted to understanding why territorial violence broke out in Kansas in 1856, of equal concern but less illuminated is the question of why government, both local and national, allowed the violence to continue unstanched for so long. This question is fundamentally about governance-its existence, exercise, limits, and continuance-and its study has ramifications for understanding both Kansas events and why the American experiment in government failed in 1861. In addition, the book also sheds light on the nature of democracy, the challenges of implanting it in distant environs, the necessity of cooperation at the various levels of government, and the value of strong leadership. To Govern the Devil in Hell uses the prism of governance to investigate what went wrong in territorial Kansas. From the first elections in late 1854 and early 1855, local government was tarnished with cries of illegitimacy that territorial officials could not ameliorate. Soon after, a shadow government was created which further impeded local management of territorial challenges. Ultimately, this book addresses why Presidents Franklin Pierce and James Buchanan failed to act, what hindered Congress from stepping into the void, and why and how the lack of effective governance harmed Kansas and later the United States.

Book excerpt: This volume examines the historical connections between the United States’ Reconstruction and the country’s emergence as a geopolitical power a few decades later. It shows how the processes at work during the postbellum decade variously foreshadowed, inhibited, and conditioned the development of the United States as an overseas empire and regional hegemon. In doing so, it links the diverse topics of abolition, diplomacy, Jim Crow, humanitarianism, and imperialism. In 1935, the great African American intellectual W. E. B. Du Bois argued in his Black Reconstruction in America that these two historical moments were intimately related. In particular, Du Bois averred that the nation’s betrayal of the South’s fledgling interracial democracy in the 1870s put reactionaries in charge of a country on the verge of global power, with world-historical implications. Working with the same chronological and geographical parameters, the contributors here take up targeted case studies, tracing the biographical, ideological, and thematic linkages that stretch across the postbellum and imperial moments. With an Introduction, eleven chapters, and an Afterword, this volume offers multiple perspectives based on original primary source research. The resulting composite picture points to a host of countervailing continuities and changes. The contributors examine topics as diverse as diplomatic relations with Spain, the changing views of radical abolitionists, African American missionaries in the Caribbean, and the ambiguities of turn-of-the century political cartoons. Collectively, the volume unsettles familiar assumptions about how we should understand the late nineteenth-century United States, conventionally framed as the Gilded Age and Progressive Era. It also advances transnational approaches to understanding America’s Reconstruction and the search for the ideological currents shaping American power abroad.

Book excerpt: Tracing the sectionalization of American politics in the 1840s and 1850s, Michael Morrison offers a comprehensive study of how slavery and territorial expansion intersected as causes of the Civil War. Specifically, he argues that the common heritage of the American Revolution bound Americans together until disputes over the extension of slavery into the territories led northerners and southerners to increasingly divergent understandings of the Revolution's legacy. Manifest Destiny promised the literal enlargement of freedom through the extension of American institutions all the way to the Pacific. At each step--from John Tyler's attempt to annex Texas in 1844, to the Kansas-Nebraska Act, to the opening shots of the Civil War--the issue of slavery had to be confronted. Morrison shows that the Revolution was the common prism through which northerners and southerners viewed these events and that the factor that ultimately made consensus impossible was slavery itself. By 1861, no nationally accepted solution to the dilemma of slavery in the territories had emerged, no political party existed as a national entity, and politicians from both North and South had come to believe that those on the other side had subverted the American political tradition.

But when northerners began clamoring for the confiscation of southern land and slaves as a punitive, military, and revenue-raising tactic, the constitutional right to personal property, particularly human property, came into question. In From Property to Person, Silvana R. Siddali traces the resulting discourse among northern voters, politicians, military leaders, and President Lincoln, elucidating how emancipation ultimately became an essential political cause in the North. After the outbreak of civil war, many northern citizens demanded that slaves be seized as contraband without necessarily endorsing their emancipation. Siddali examines the public and political debates in the North over southerners' private property rights and explains how these deliberations set in motion the first major reconsideration of the Constitution since the Bill of Rights. Fundamental questions arose: Who had the right to control the war effort? What were the rights of rebellious citizens in a democratic Republic? How did one define human bondage that is implicitly protected in the nation's founding documents? Would the destruction of slavery irreparably damage the Constitution? Through the two Confiscation Acts of 1861 and 1862, the author argues, Americans worked out a conundrum between property rights and constitutionally protected civil liberties. The right of all human beings to freedom now trumped white southerners' right to human property. In a rich analysis of editorials, pamphlets, letters, and congressional speeches, From Property to Person reveals the swift transformation in rhetoric concerning the Constitution and its protection of private property rights.
