Book excerpt: The Ambiguous Champion is the First Comprehensive and critical study of Canadian foreign policy towards South Africa. Freeman challenges the conventional belief that successive Canadian governments took the high road, leading the international struggle against apartheid. She shows that Canadian policy, like the policy of other Western states, was complex, ambiguous, and contradictory. Freeman's approach offers an alternative understanding of the forces shaping Canadian foreign policy. Legend has it that Canadian prime ministers, from Diefenbaker to Mulroney, led the way in the international campaign against the apartheid state in South Africa. Yet before Mulroney came to power, except on a few occasions in the Commonwealth, Canadian prime ministers did little to support the anti-apartheid cause. While Mulroney did significantly better, invoking concrete economic sanctions and tackling Margaret Thatcher within the Commonwealth, the policies of his government were compromised and limited; the claims made for it excessive. The state championed a cause, but followed through in a highly ambiguous way. Central to the explanation is an exploration of the influence groups within civil society, especially the private sector, on the formation of state policy. Attention is also given to the way which churches, trade unions, universities, anti-apartheid groups, and the media played in calling for a stronger Canadian policy against apartheid. The approach offers an alternative way of understanding how foreign policy is made which goes beyond the South African case. The Ambiguous Champion will challenge scholars in Canada and abroad in their analyses of relations with South Africa. It is a majorcontribution to both the history and theory of Canadian foreign policy.

This book was released on 2013-10-17 with total page 128 pages. Available in PDF, EPUB and Kindle. Book excerpt: The FCO was timid and inconsistent in the discussions which led to the decision to award to Sri Lanka the right to host the 2013 CHOGM. It should have taken a more robust approach since, in the light of continuing human rights abuses in the country. In 2009 the FCO objected to Sri Lanka hosting the 2011 CHOGM but did not obstruct a proposal that it might do so in 2013, nor did it insist that Sri Lanka's right to host in 2013 should be conditional on improvements in human rights. The Committee took evidence from the BBC World Service on jamming and denial of access to its broadcast and internet services, particularly in Iran and China. The Committee calls on the BBC to recognise in future funding plans the need to provide the resources necessary to afford protection. All providers of satellite services have a commercial interest in defeating jamming. The report considers Government policy on human rights in Burma and concludes that the EU's decision to lift economic sanctions in April 2013 was the right one, given the remarkable progress made in Burma. But it warns that the UK should be prepared to advocate re-imposition of sanctions if undertakings on human rights are not followed through. The Government should also urge condemnation of those responsible for violence in Rakhine State in 2012. The Committee does not support suggestions that the 2014 Winter Olympic and Paralympic Games should be boycotted in protest against human rights abuses in Russia

Available in PDF, EPUB and Kindle. Book excerpt: Chief Emeka Anyaoku, third Commonwealth Secretary-General and the first African holder of the office, has immense international experience and commands wide international respect, having been a key player in world diplomacy. Emeka Anyaoku has a long involvement with the Commonwealth, having been Assistant Director, and then Director of International Affairs (1966-75); Assistant Secretary-General (1975-77); and Deputy Secretary-General (1978-83 and 1984-89). His first elected term as Secretary-General began in 1990. This selection of insightful and inspirational speeches, mainly from Anyaoku's first period of office (1990-95), on major world events and themes highlights the role he has played in world affairs. It also shows the often unrecognized strength and influence of the Commonwealth in altering the course of history for the improvement of the lot and condition of mankind-particularly where deep deprivation and absence of basic human rights are involved. Emeka Anyaoku's selected speechesare grouped into a series of themes: The Changing Commonwealth; Democracy; The Commonwealth and the Making of the New South Africa; Sustainable Development; Development and Democracy in Africa; Nigeria in Transition; Peace and Security in a Pluralistic World; Toward a Common Humanity. In a context-setting introduction, Chief Anyaoku explains the choice of speeches, drawing out common threads. He also has a word about the title of the book, which reflects the "missing headlines", the often unreported aspects of the Commonwealth's work. This book will, Anyaoku hopes, 'reveal some of these "missing headlines" and encourage greater public debate on the work of the Commonwealth. As we enter the newmillennium, this book offers a major insight into key issues and emerging international concerns.

Book excerpt: Despite momentous change, NATO remains a crucial safeguard of security and peace. Today’s North Atlantic Treaty Organization, with nearly thirty members and a global reach, differs strikingly from the alliance of twelve created in 1949 to “keep the Americans in, the Russians out, and the Germans down.” These differences are not simply the result of the Cold War’s end, 9/11, or recent twenty-first-century developments but represent a more general pattern of adaptability first seen in the incorporation of Germany as a full member of the alliance in the early 1950s. Unlike other enduring post–World War II institutions that continue to reflect the international politics of their founding era, NATO stands out for the boldness and frequency of its transformations over the past seventy years. In this compelling book, Seth A. Johnston presents readers with a detailed examination of how NATO adapts. Nearly every aspect of NATO—including its missions, functional scope, size, and membership—is profoundly different than at the organization’s founding. Using a theoretical framework of “critical junctures” to explain changes in NATO’s organization and strategy throughout its history, Johnston argues that the alliance’s own bureaucratic actors played important and often overlooked roles in these adaptations. Touching on renewed confrontation between Russia and the West, which has reignited the debate about NATO’s relevance, as well as a quarter century of post–Cold War rapprochement and more than a decade of expeditionary effort in Afghanistan, How NATO Adapts explores how crises from Ukraine to Syria have again made NATO’s capacity for adaptation a defining aspect of European and international security. Students, scholars, and policy practitioners will find this a useful resource for understanding NATO, transatlantic relations, and security in Europe and North America, as well as theories about change in international institutions.

Book excerpt: The fourth edition of this widely used text includes updates about the many changes that have occurred in Canadian foreign policy under Stephen Harper and the Conservatives between 2006 and 2015. Subjects discussed include the fading emphasis on internationalism, the rise of a new foreign policy agenda that is increasingly shaped by domestic political imperatives, and the changing organization of Canada’s foreign policy bureaucracy. As in previous editions, this volume analyzes the deeply political context of how foreign policy is made in Canada. Taking a broad historical perspective, Kim Nossal, Stéphane Roussel, and Stéphane Paquin provide readers with the key foundations for the study of Canadian foreign policy. They argue that foreign policy is forged in the nexus of politics at three levels – the global, the domestic, and the governmental – and that to understand how and why Canadian foreign policy looks the way it does, one must look at the interplay of all three.

Available in PDF, EPUB and Kindle. Book excerpt: This book discusses the manner in which Britain’s wars, which took place between 2000 and 2015, have interacted with the relevant principles of international law and English law for the purpose, primarily, of considering legal accountability. During a debate in the House of Lords in 2005 a former Chief of the Defence Staff commented that ‘the Armed Forces are under legal siege.’ The book will discuss the major legal issues which have arisen, ranging from the various votes in Parliament to go to war, the constitutional relationship between ministers and senior commanders, the right under international law to use force, the influence of human rights law, the role of the courts in England (including the coroners’ courts), to the legal regime applying to the conduct of UK military operations. It will assess critically whether the armed forces will now have to accept that operations conducted outside the UK are subject to greater legal scrutiny than previously and whether, if this is the case, it is likely to hinder their future military activities. This book will be of great interest to scholars of international law, the law of armed conflict, military studies and international relations, as well as to those with a professional or other interest in the subject matter.
