Book excerpt: This thesis presents two prescriptive models for approaching challenges to special operations forces with regard to personnel recovery (PR) in an urban environment. It begins by developing a model for overt recovery methods using McRaven's model of Special Operations as the foundation. This model is then tested against three different case studies from operations in Mogadishu, Somalia in 1993. The original six principles proposed by McRaven are complimented with four newly prescribed principles that account for the interactions of the isolated personnel. The first case study is Task Force Ranger's organic recovery attempt conducted 3-4 October 1993 during Operation Gothic Serpent. The second case study is that of the recovery of a UH-60 crew shot down on 25 September 1993, and the third is the Tiger Company's recovery of the Quick Reaction Force "Lost Platoon" on 4 October 1993. In all overt case studies, the authors conducted interviews with most key participants and decision-makers, and all leaders personally involved with the recovery. Following this analysis, a nonconventional assisted recovery (NAR) model is presented for clandestine personnel recovery methods. This model borrows the relative superiority concept from McRaven's theory, but proposes six different principles. The model is evaluated using three case studies, one from the French theater of operations during World War II, another from the Korean War, and the third from Operation Iraqi Freedom. These cases support the idea that, while the urban operational environment may vary across time and space, the principles supporting successful personnel recovery operations endure. Army personnel recovery doctrine is consistent with joint personnel recovery doctrine, applicable Department of Defense directives (DODDs) and instructions (DODIs), Chairman of the Joint Chiefs of Staff instructions and manuals, Army policy and regulation, and federal law. It is Department of Defense (DOD) policy, established in DODD 3002.01E, to preserve the lives and well-being of individuals who are in danger of becoming, or already are, beleaguered, besieged, captured, detained, interned, or otherwise missing or evading capture while participating in activities or missions sponsored by the United States. The target audience for FM 3-50.1 is Army commanders and staffs responsible for the planning, preparation, execution, and assessment of personnel recovery operations. This manual provides guidance for other Service commanders and staffs who command and work with Army forces. This manual is also a resource for United States government agencies and other unified action partners who seek to understand the role of the Army in safeguarding and recovering Soldiers.

The PR mission belongs in its current location within Air Combat Command (ACC) because of the importance to the joint forces air component commander (JFACC) that PR remains a theatre assigned asset supporting its primary customer, the combat air force (CAF). As such, the community of PR professionals must focus its communal identity on becoming members of ACC rather than Special Operations in order to settle PR in one command and develop an environment in ACC that will enable rescue to flourish. Through a qualitative problem/solution framework, this paper will analyze the origins of dedicated AF PR leading to the turbulent 35 years PR has found itself currently in. This background will give a solid base to where PR is lacking and aid in the development of solutions the AF and ACC can take to solidify PR’s place in ACC. These include the establishment of a general officer in ACC to oversee all of the PR mission, increased funding and aircraft procurement for PR, clearer career paths for PR airmen, and the acceptance from the PR community that the mission belongs with ACC."--Abstract.

Six are from WWII: the German commando raid on the Belgian fort Eben Emael (1940); the Italian torpedo attack on the Alexandria harbor (1941); the British commando raid on Nazaire, France (1942); the German glider rescue of Benito Mussolini (1943); the British midget-submarine attack on the Tirpitz (1943); and the U.S. Ranger rescue mission at the Cabanatuan POW camp in the Philippines (1945). The two post-WWII examples are the U.S. Army raid on the Son Tay POW camp in North Vietnam (1970) and the Israeli rescue of the skyjacked hostages in Entebbe, Uganda (1976). This historical review is followed by an ample analysis of current service capabilities, required to grasp the issues that shape the personnel recovery mission of today. An in-depth and comprehensive assessment of the existing landscape of landscape is provided to frame the issues for the future of this mission. Seven key areas are addressed to frame the elements needed to help improve the personnel recovery mission. The seven areas are the doctrine, organization, training, material, leadership, personnel and facilities (DOTMLPF) elements of personnel recovery. The DOTMLPF elements are examined in their current state and problems identified. This weapons system has performed virtually every imaginable tactical event in the spectrum of conflict and by any measure is the most versatile C-130 derivative ever produced. First modified and sent to Southeast Asia (SEA) in 1966 to replace theater unconventional warfare (UW) assets that were limited in both lift capability and speed the Talon I quickly adapted to theater UW tasking including infiltration and resupply and psychological warfare operations into North Vietnam. After spending four years in SEA and maturing into a highly respected UW weapons system the Joint Chief of Staff (JCS) chose the Combat Talon to lead the night low-level raid on the North Vietnamese prison camp at Son Tay. Despite the outcome of the operation the Talon I cemented its reputation as the weapons system of choice for long-range clandestine operations. In the period following the Vietnam War United States Air Force (USAF) special operations gradually lost its political and financial support which was graphically demonstrated in the failed Desert One mission into Iran. Thanks to congressional supporters like Earl Hutto of Florida and Dan Daniel of Virginia funds for aircraft upgrades and military construction projects materialized to meet the ever-increasing threat to our nation. Under the leadership of such committed hard-driven officers as Brenci Uttaro Ferkes Meller and Thigpen the crew force became the most disciplined in our Air Force. It was capable of penetrating hostile airspace at night in a low-level mountainous environment covertly to execute any number of unconventional warfare missions.
