Book excerpt: Over the past decade or so, the social scientific sociological analysis of the family has been obliged to reconsider its traditional view that industrialisation triggered a shift within society from the 'large family', which fulfilled all social functions from socialising the children to caring for the sick and the old, to the modern nuclear family, which was regarded solely as being the locus for emotional relationships. Historians have shown that in the past there was a variety of family structures within a range of varying demographic, economic and cultural frameworks, distinctive for each society. At the same time, the interaction between sociology and social anthropology has led to a clearer conceptual analysis of that vague, polysemic term 'family'; and notions of dwelling-place, descent, marriage, the relative roles of husband and wife and parent-child relations, as well as the more general relations between generations, have in a variety of past and present social contexts been taken apart and analysed. In this book, the author synthesises European and North American historical and social anthropological material on the family that shows the reversal of the frequently held view of the family as an institution in decline, showing it instead to be both dynamic and resistant.

This question is a central issue in this collection of essays assembled by two historians of the family in Eurasian perspective. The stem family is characterized by the residential rule that only one married child remains with the parents. This rule has a direct effect upon household structure. In short, the stem family is a domestic unit of production and reproduction that persists over generations, handing down the patrimony through non-egalitarian inheritance. In spite of its ambiguous status in current family typology as something lurking in the valley between the nuclear family and the joint family, the stem family was an important family form in pre-industrial Western Europe and has been a focus of the European family history since Frédéric Le Play and more recently Peter Laslett. However, the encounter with Asian family history has revealed that many areas in Asia also had and still have a considerable proportion of households with a stem-family structure. The stem family debate has entered a new stage. In this book, some studies that benefited from recently created large databases present micro-level analyses of dynamic aspects of family systems, while others discuss more broadly the rise and fall of family systems, past and present. A main concern of this book is whether the family type in a society is ethno-culturally determined and resistant to changes or created by socio-economic conditions. Such a comparison that includes Asian countries activates a new phase of the discussion on the stem family and family systems in a global perspective.

The theme of that congress was priorities in mental health. The keynote speaker Mrs. Rosalynn Carter, wife of the then President of the United States, focused attention on the necessity for an international perspective in understanding priorities for mental health. Without exception subsequent speakers echoed the sentiments Mrs. Carter expressed, that the first priority for mental health was that of children. For many participants the concern for children was translated not only into techniques for treatment but more importantly into broadening the approaches to prevention. One theme emerged which has begun to be addressed around the world - that of the cultural and developmental implications of sex role stereotyping for mental health. This topic proved to be the touchstone for many issues related both directly and indirectly to mental health. Among the most prominent concerns expressed were those for the effects on careers, the learning environment and relations between the sexes which stem from stereotyped attitudes concerning appropriate sex role behavior. The consensus of the par tiCipants was to urge the directorate of the congress to continue this topic at the next World Congress. This was a particularly appropriate content for the next World Congress, since 1979 was the International Year of the Child.

In The Family and the Nation, Jennifer Ngaire Heuer examines the meaning of citizenship during and after the revolution and the relationship between citizenship and gender as these ideas and practices were reworked in the late 1790s and early nineteenth century.Heuer argues that tensions between family and nation shaped men's and women's legal and social identities from the Revolution and Terror through the Restoration. This is the question at the origin of this book. Studies of family behavior and the organization of private life among European citizens, as well as of family member social status (children in relation to adults/parents, women in relation to men), and of social functions of the family, for example social reproduction, reveal so much convergence among European families that the reality of a ¿European family seems inevitable, and more so if one looks at foreign studies done - in Australia, the United States or Japan - of the family in Europe. However, studies of the different judicial and public policy laws in the different European Union member countries lead one to refine this first impression. The family does not have the same legal meaning in all places, and the ways in which it is defined by law and public policy continue to differ strongly, due in particular to historical factors, cultural traditions, and conceptions of the role of the State. In order for the family to be part of the construction of a European citizenship, the pluralistic nature of its political definitions will have to be recognized. Putting the family into the context of evolving European integration has never been done before. It was made possible in this study thanks to the joint efforts of two editors with long experience in social science studies of the family and as expert advisors to the European Commission, and by the work of the best international specialists in the field. This is a book intended for specialists working in the social sciences, for social and government policy-makers in the fields of family and social policy, and for all those interested in European integration.

Drawing on new material that has only recently become available from the archives of the Vichy regime, Kristen Stromberg Childers analyzes the ways fathers were promoted as saviors of the nation after France's humiliating defeat by the Germans in June 1940. Childers argues that concern for the family and for the status of fathers in modern France was not merely a response to falling birthrates and German aggression, but was fundamental to the very notion of citizenship and political participation. The debate on men as gendered beings, Childers demonstrates, is central to the political, social, and cultural history of France in the modern age. The father figure became a focus as participants from all classes and across the political spectrum debated what was wrong with the French family and what policies were needed to remedy the problem. Childers examines how these policies were implemented, what they reveal about the development of the welfare state in France, and how they help explain the importance of Vichy in twentieth-century French history.
