Book excerpt: This book provides an account of how local government units in the Philippines engage marginalized and geographically isolated communities in taking part in pre-disaster communication efforts. The book focuses on communities classified by the government as Geographically Isolated and Disadvantaged Areas (GIDA) on the culturally rich island of Mindanao, Philippines. The focus is centered on GIDA communities because they are assumed to receive less information and help in relation to their circumstances. This book accounts for the disaster preparedness communicative conditions of people living in GIDAS and identifies synergies and tensions in the engagement process. As such, specific branches of enquiry focus on how information-seeking and sharing experiences of GIDA communities inform the current practice of community engagement. In taking this research approach, this book deliberately gives voice to these marginalized and often silenced communities. In general, the study examines other possibilities (or variables) in the pre-disaster risk communication process that truly engage geographically isolated and socioeconomically disadvantaged communities in disaster risk reduction and management (DRRM). Considering the existing methodologies used to engage local communities in DRRM, this book looks at ways in which bottom-up and top-down approaches could be melded together for a transformational level of engagement in these communities. The novelty of addressing issues concerning geographically isolated communities in a developing country is a research track worthy of being investigated by academics. The book is of interest to students and in development communication and disaster risk communication as well as community engagement practitioners specializing in DRRM. The framework proposed in this book for engaging isolated communities is helpful to practitioners in designing, planning, and implementing pre-disaster communication and community engagement programs.

Book excerpt: As European countries pursue a common effort towards establishing a European Union, various isolated -and consequently disadvantaged -regions are likely to face increasing competitive pressures due to their peripheral location. To assist such areas, regional, national and supranational bodies put much effort into developing transport and communication networks and linkages in order to ensure that such less favoured areas are better integrated in the broader European social and economic development process. This book addresses the issue of lagging development in various -mainly central and southern - European regions which are in a disadvantageous position as a result of their isolated 10cation.··The persisting problems of social and economic development in several European Union areas (e.g. islands, mountains, border areas) has turned the attention of policy-makers to "the critical importance of transport and (tele)communication linkages. The purpose of the book is to bring into perspective the role of transport and communications in regional policy for peripheral areas. This subject is currently of high priority, since the European Union through the Structural Funds interventions (i.e. the Community Support Frameworks) and the new Cohesion Fund relies heavily on transport and communication infrastructure investments to assist areas which are at a disadvantage due to their peripheral location and isolation. Furthermore, as the Union considers enlargement, some of these issues might be of wide European interest.

Available in PDF, EPUB and Kindle. Book excerpt: This report provides case studies for planning, implementation, operation and maintenance of telecommunications/ICTs in rural and remote areas. It adresses the various challenges that constitute the development of telecommunications/ICTs in rural and remote areas, especially in the context of developing countries, and provides examples of the dedicated policies, initiatives and government subsidies that are implemented in countries around the world. While the consideration of technical, economic and geographical aspects of each project is essential, developing countries face numerous challenges, the lack of local demand and available revenue streams, which may delay the commercial deployment of telecommunications /ICTs in rural and remote areas. As for telecommunications technologies, there is no definite measure for the choice of technologies, and thus various technologies that could be best suited for each location are to be assessed. ITU studies show that a growth in services has happened most rapidly where regulatory enablers have been put in place to leverage the latest technologies and innovations. Consistent, forward-looking, updated and well-enforced regulation provides for a vibrant market and benefits both service providers and consumers.

Placing the child and his or her personality, family life, feelings and behaviours in the foreground, Bartram addresses all the 'ordinary' challenges and tasks of parenting, such as sibling relationships, nursery and school, toilet training, and healthy aggression, as well as those that are of particular relevance to the parents of young children with special needs. This accessible book will provide a wealth of information to help parents of a child with special needs understand his or her development and their own relationship with the child, and will also be of interest to professionals working with babies and pre-school children with special needs.
