The situation also calls for considerable structural change in the economy, facilitating large-scale economic diversification. Rapid expansion of labor-intensive and high-productivity sectors, both in the farm and nonfarm sectors, is thus crucial for Bangladesh. Further, this should take place in conjunction with interventions to enhance productivity, jobs and incomes in traditional and informal activities where there are large pools of surplus labor. Given its relevance for Bangladesh and applicability to many other developing countries, the book offers a unique and pioneering resource for researchers, industry watchers as well as policy makers.

They exploit newly gathered, nationally representative, geo-referenced information at the household and plot level, from six African countries. In these new Living Standard Measurement Study-Integrated Surveys on Agriculture, every aspect of farming and non-farming life is queried—from the plots farmers cultivate, the crops they grow, the harvest that is achieved, and the inputs they use, to all the other sources of income they rely on and the risks they face. Together the surveys cover more than 40 percent of the Sub-Saharan African population. In all, sixteen conventional wisdoms are examined, relating to four themes: the extent of farmer’s engagement in input, factor and product markets; the role of off-farm activities; the technology and farming systems used; and the risk environment farmers face. Some striking surprises, in true myth-busting fashion, emerge. And a number of new issues are also thrown up. The studies bring a more refined, empirically grounded understanding of the complex reality of African agriculture. They also confirm that investing in regular, nationally representative data collection yields high social returns.

The analysis is at the rural household level for two types of households: “mixed” households whereby some workers remain in the farm sector and others pursue nonfarm activities and the rural households who are exclusively dependent on nonfarm employment (rural nonfarm). The study has produced three major findings. First, compared with the mixed or farm-only households, nonfarm households seem to have more income. Second, nonfarm households discourage unpaid work, especially among female workers, in sharp contrast to the increasing share of unpaid work in both farm and mixed households. Third, nonfarm households increasingly rely, for their livelihoods, on salaried employment, which is likely to be of a more durable nature than the juggling of multiple occupations observed in the case of mixed households. Analysis of possible factors influencing the formation of nonfarm households shows the importance of human capital, non-land assets, and proximity to larger towns, while natural shocks seem to encourage the formation of mixed households and remittance from abroad tends to stimulate the farm orientation.

Realizing this potential would require the governments in the region to pursue second generation trade policy reforms for firms to better contribute to and benefit from global value chains (e.g. facilitating imports for exporters), to facilitate the development of industrial clusters in secondary cities (cheaper and less congested than the metros) as well as to deploy policies to improve the capabilities of firms.

Using an 'agricultural jobs lens' and multidimensional approach, this report explores the sector's direct and indirect roles in explaining the dynamics of rural employment. The report critically examines three dimensions. First, it evaluates the current jobs structure in rural areas and finds that rural jobs are concentrated in cereal agriculture, especially in wheat, which reflects why the returns from jobs in agriculture are low in Afghanistan. Second, it analyzes the inclusive nature of agriculture jobs for vulnerable groups such as women, youth, those who are landless, and the bottom 40 percent of income earners. The analysis finds that although agriculture jobs are inclusive, many women and youth participate as voluntary family workers because they are unable to access markets and/or find paid jobs in the nonfarm sector. Third, the report evaluates the role of public and private sector interventions in supporting job creation in agriculture. It was argued that interventions can work and that there is significant scope to scale them up. Overall, the report exhibits many insights about the state of Afghanistan's rural labor market and provides guidance for formulating effective job-creation policies for the rural population. The key recommendations provide a pathway to achieve sustained and inclusive job growth through diversification toward high-value crops and livestock, linking farmers to markets through continued investment in connectivity and rural infrastructure, a balanced development strategy for an enabling environment for farm and nonfarm sectors, and strengthening the private sector presence in agriculture and its linkage with the public sector to agribusiness. In tandem, it is important to improve the design structure of jobs measurement for rural jobs, especially jobs in agriculture tailored to sectoral context.

Focusing on Sub-Saharan Africa and South Asia, this book picks up where the WDRs left off, investigating the influence of country conditions and policies on the pace, pattern, and consequences of rural-urban transition and suggesting strategies to ensure that its benefits results in shared improvements in well-being. The book uncovers vast inequalities, whether between two regions of one country, between rural and urban areas, or within cities themselves. The authors find little evidence to suggest that these inequalities will automatically diminish as countries develop: empirical and qualitative analysis suggests that spatial divides are mainly a function of country conditions, policies and institutions. By implication, policymakers must take active steps to ensure that rural-urban transition results in shared growth. Spatially unbiased provision of health and education services is crucial to ensuring that the benefits of transition are shared by all. But connective infrastructure and targeted interventions also emerge as important considerations, even in countries with severely constrained fiscal and administrative capacity. The authors suggest steps for navigating the tricky political economy of land reforms. And they alert readers to potential spillover effects that mean that policies designed for one space can have unintended consequences on another.
