The techniques developed center about the processing of spatial geographic data into a grid cell data bank and the subsequent accessing and manipulation of pertinent data variables by a computer program. The results are an automatically constructed elevation-damage function at damage reach index locations for selected land use patterns. The modification of the damage function resulting from specific nonstructural alternatives may be performed by inputting into the computer program a target protection level or a specified stage of protection for selected land use categories. These functions may be analyzed conventionally by damage frequency integration methods or used as input into more complex system models. (Author).

Book excerpt: The goals of nonstructural flood-control planning are formulation, evaluation, selection, and implementation of a practicable management plan that provides optimal protection from the adverse effects of flooding. Many alternative flood-control measures can be dismissed by the water resources planner on the basis of judgement, but a substantial number will require detailed analysis before a suitable plan can be selected. This analysis is an iterative process, requiring input from the planar at each step. Software developed at the Hydrologic Engineering Center (HEC) allows efficient data storage in a structure-oriented data bank and provides for selective retrieval and manipulation of the data from an interactive terminal. Thus the planner is able to propose nonstructural measures and to evaluate rapidly the economic and technical feasibility of those measures in a iterative scheme that allows the required input from the planner. An application of the interactive plan evaluation software is presented. Steps in creating the data bank are defined, and use of the software for subsequent accessing and manipulating the data for plan evaluation is discussed. (Author).

Russell Dam and Lake Project is presently under construction and is being placed in tandem between Hartwell and Clark Hill, two existing multipurpose hydropower plants on the Savannah River. System operational simulations were performed in support of a feasibility study for the installation of pump turbines at Russell, using a version of the Corps of Engineers HEC-5C computer program modified for system power and pumped storage. Information developed from the simulations include system hydropower production, pumping energy requirements, daily reservoir pool fluctuations, and reservoir elevation statistics. This information was useful in judging the effects of the addition of pumped storage on system hydropower production and reservoir recreation useability, as well as in ascertaining efficient system operational methods. Recorded annual peak discharge rates (or peak discharge rates above a given base) for a basin that has been undergoing a change in land-use conditions represent a nonstationary time series. The series must be adjusted to a specific land-use condition (typically present conditions) prior to performing a statistical frequency analysis. It was the aim of this note to present a procedure utilizing a single event rainfall-runoff model for transforming recorded peak discharges at a gaging station to a consistent set that reflects existing land-use conditions. Methods presented can be used as a guide to determine an existing-condition discharge frequency curve of annual peaks (or peak discharge rates above a given base) when utilizing a single event rainfall-runoff model. The multiplan-ratio option of HEC-1 permits the user to calculate systematically the hdyrologic response of several storm events for a given set of land-use conditions. The adjustment procedure described is also applicable when predicting runoff for estimated future conditions. (Author).
