Evaluation of the programs involved documenting children’s language development, assessing the attitudes of various constituents, and examining critical issues related to the introduction and successful operation of a well articulated sequential foreign language program in schools. The volume concludes with a discussion of possible reasons why over time certain sequential foreign language programs flourish and grow while other programs are reduced or eliminated from the school’s curriculum. Parallels with the theory and practice of environmental sustainable development are used as a framework for this analysis.

It investigates how the role of schooling for Hispanos in the Norteño School District (a pseudonym) in Northern New Mexico--a public school district, not fully consolidated until 1972--has changed significantly over the past three generations. Today, the Hispanos, a minority in the outside world but a majority in their own, are debating how the functions of the school should respond to the changes resulting from the coming of public education to their region. But the contemporary story of education in Norteño has much deeper roots in the political, religious, and cultural history of Northern New Mexico--a region where, over a period of several centuries, Spain, Mexico, and the United States each have claimed sovereignty, with differing goals for and attitudes about the welfare of the people. This study is an analysis of the ambiguity of education, the losses and gains that are its consequences, the lingering doubts about the past, and the questions about what future education can and should serve. It is about asking: Is what the students are learning worth as much as what they are forgetting? How does schooling affect the evolving process of asserting, renegotiating, and defending an Hispano identity? By exploring historical factors and ideologies of a particular school within a particular community, Roberts seeks to understand community expectations for the school as a fitting place for its children. The goal is not to generalize from the particular to the universal, but to join others in suggesting that we move away from discussing students in a generic sense and focus instead on looking at them in relation to the community in which they live. The fascinating and largely unknown story this book tells will be of interest to educators, researchers, and students across a range of fields, including sociology of education, educational anthropology, multicultural education, ethnic studies, Chicano studies, and qualitative research in education.

Book excerpt: The purpose of this hearing was to obtain the input of California citizens on federal legislation similar to 1998's California Bilingual Education ballot initiative. Present were Representatives Frank Riggs (chair), Bobby Scott, Randy Cunningham, Bob Filner, and Brian Bilbray. Offering testimony generally in support of bilingual education, or at least the option of it, were Dr. Eugene Garcia, Dean of the Graduate School of Education at the University of California at Berkeley; and Celia Ruiz, an attorney representing four California school districts. Dr. Garcia based his support for bilingual education on the conclusions of a number of government and academic studies showing overall positive effects of bilingual education. Ms. Ruiz focused her testimony not on the merits or drawbacks of bilingual education but on a defense of the legal process that federal law has created to allow school districts to choose from a range of educational options, from English immersion to long-term bilingual education programs. Cathy Liska, a teacher from Anaheim, California, and George S. Louie, a parent of a child placed in a bilingual education setting from Oakland, California, spoke against bilingual education. Mr. Louie's child had very negative experiences. Ms. Liska's experience as an elementary school teacher with first-hand classroom experience of bilingual education has convinced her it does not serve limited-English-speaking students well and should be ended. The majority of these students face a variety of challenges and and their need for systemic instructional and sometimes social, emotional, and/or behavioral support is often significant. Furthermore, the COVID- 19 pandemic increased the learning gap between English learners and native English speakers, with English learners now requiring even more support to catch up to their peers. Multi-Tiered System of Supports (MTSS) (formerly known as Response To Intervention, or RTI) provides an effective framework for assessing and understanding the needs of English learners. MTSS involves data-based decision-making through the universal screening and progress-monitoring of students, as well as the differentiation of instruction. It also includes the identification and delivery of student services and resources through a multi-tiered model that is generally depicted with three (3) tiers. Although the nature of the challenges faced by most English learners differs from those of struggling native English-speaking students, many English learners also need significant general education supports. This requires schools to plan specifically for English learners when creating their MTSS plan. This guide provides teachers with academic and behavioral supports and interventions to use with ELs that will help them thrive in the classroom.
