In der Amtszeit Gerhard Schroders als Bundeskanzler sollte dieses soziale Problem mit einer Fulle von Massnahmen angegangen werden. Die von der Hartz-Kommission erarbeiteten und spater von der Regierung umgesetzten Vorschlage zu einer Modernisierung der Arbeitsmarktpolitik waren verbunden mit dem Schritt von einem versorgenden statussichernden Wohlfahrtsstaat zu einem schlanken Staat, der auf Eigenverantwortung der Burger und eine bis dahin fehlende Balance von Rechten und Pflichten zwischen Staat und Gesellschaft setzt. Dies sorgte vor allem in der Disziplin der Sozialen Arbeit fur Aufsehen, denn man sah sich mit weitreichenden Veranderungen innerhalb der Profession konfrontiert. Die von Galuske gewahlte Kurzbeschreibung Sozialer Arbeit als Instanz zwischen Hilfe und Kontrolle macht deutlich, dass Soziale Arbeit schon immer gepragt war und vermutlich auch immer gepragt sein wird von ihrem doppelten Mandat, also der Verpflichtung gegenuber den Nutzern und der Verpflichtung gegenuber der Offentlichkeit. Zusatzlich ist sozialarbeiterisches Handeln aber immer auch gepragt durch das professionelle Selbstverstandnis und die Ethik der Handelnden. Diese die Profession auch ausmachende Divergenz zwischen moglicherweise verschiedenen oder konkurrierenden Interessenlagen der Beteiligten gewann in den letzten Jahren in wissenschaftlichen Kreisen an Bedeutung.
