Die Soziale Arbeit verfügt bislang nur in Ansätzen über eine solche einheitliche Diagnoseanleitung, die sowohl die Vorgehensweise als auch die dabei zu beachtenden Aspekte beschreibt, wenngleich es in der Professionsgeschichte und auch aktuell Versuche einer diesbezüglichen Einführung gab und gibt. Ein Grund für die Schwierigkeit der Etablierung einer einheitlichen sozialpädagogischen Diagnose sind die vielfältigen und verschiedenen Handlungsfelder, in denen diese zum Einsatz kommen können muss. In dieser Arbeit behandle ich den Gegenstand der sozialpädagogischen Diagnose im Bezug auf das Handlungsfeld der Jugendberufshilfe. Dort werden im Bereich der Berufsorientierung und -bildung seit Beginn der 1990er Jahre spezielle Diagnoseverfahren zur Erfassung von Kompetenzen eingesetzt, die ursprünglich aus der Personalentwicklung des Wirtschaftsbereichs kommen. Die Leitfrage dieser Arbeit ist, ob und inwieweit es sich bei diesen ursprünglich wirtschaftlich orientierten Kompetenzfeststellungen um Verfahren sozialpädagogischer Diagnostik handelt. Die einzelnen Kapitel gliedern sich wie folgt: Im einleitenden 1. Kapitel führe ich die LeserInnen an das Thema heran, benenne meine wissenschaftliche Leitfrage und erkläre meine inhaltliche und formale Vorgehensweise. Im 2. Kapitel befasse ich mich mit der Frage, was sozialpädagogische Diagnostik ist, wo sie herkommt, was man darunter versteht, was sie kennzeichnet und welche Gefahren und Chancen mit ihr verbunden sind. In Kapitel 3 beschreibe ich die Jugendberufshilfe als Handlungsfeld Sozialer Arbeit, in ihrer Entstehung und derzeitigen Brisanz, anhand ihrer Zielgruppe und ihren Arbeitsansätzen sowie der rechtlichen und organisatorischen Rahmenbedingungen. Im 4. Kapitel analysiere ich die Kompetenzfeststellung als in der Jugendberufshilfe angewandtes Diagnoseverfahren. Ich gehe dafür zunächst auf den Begriff der Kompetenz ein, bevor ich verschiedene Kompetenzbereiche unterscheide. Für die vorgelegte Analyse ist der Gegenstandsbereich auf die Kinder- und Jugendhilfe eingegrenzt. Die soziale Diagnostik betrifft die verschiedenen Bereiche der Kinder- und Jugendhilfe - die Hilfe zur Erziehung, den Kinderschutz oder die offene Jugendarbeit. Es ergeben sich gravierende Unterschiede, ob die Arbeitsweise fallspezifisch vom einzelnen Individuum ausgeht, oder fallunspezifisch den Sozialraum betreffen. Dies ist jedoch kein Indiz für die Nutzlosigkeit der sozialen Diagnostik für die fallübergreifende Arbeit.
