Book excerpt: There are two tendencies in present public discussions.Social problems have their causes in the individual, and are thus not a problem of socio-economic inequality. Consequently, we find an increasing policy in Europe of selfactivation and self-help as substitutes of social work. On the other hand, new types of social vulnerability and challenges for social work and social policy are detected which are discussed in the book in their European dimensions. Beginning in the last century in Europe, processes of social exclusion are discussed as common phenomena of the crisis in social welfare systems. They have their origins in the radical changes in paid employment, the weakening of family ties, and the increasing incapability of the welfare state to promote social inclusion. New types of ,social vulnerabilities’ are emerging - containing chances as well as risks. They are discussed in two ways. On the one hand the implementation of indicator-based management systems of social services is attempted, which implies a range of chances and risks in ethical and professional self-image. On the other hand there are self-help movements, social networks and other social types of resilience – which are often a complement or support to Social Work. Yet there is a policy to substitute Social Work by a strategy of self-activation. Both developments are signs of the present and indicators of the future of Social Work. They show the necessity of clarifying the social and political scopes and prospects of Social Work in societies at the crossroads of enhancing civility, human development and social security or overburden the vulnerable, who face new dimensions of psychological, ecological and economic distress. This book is an attempt to bring together several European discussions concerning Social Work and social politics.

Within those changes, reforms do not go ‘as planned’ but, as is always the case with processes of rationali- tion, have a series of unintended effects. At the same time it becomes incre- ingly clear who in this process are the winners and who are the losers, although this is still subject to fluctuation and change. This can be illustrated by two - amples from current events: Where the range of taught courses is concerned, as part of the Bologna Process the new structuring of student study paths and their organisation is aimed at unifying the European area of science to ensure a study that is equally permissive and efficient. However, it is to be deplored that the mobility of s- dents has become more restricted because of an increasing specialisation in the available study paths. Also, bachelor degrees do not meet with the anticipated high response from the labour market in all countries, so that the master’s degree is becoming more or less a ‘must’, while at the same time the number of study places on master’s courses is limited. Instead of the intended reduction in the duration of study time in comparison to the previous German ‘Magister’ and ‘Diplom’, rather a prolongation in the duration of studies has been recorded.

Deshalb werde ich auf die wichtigsten Eckpfeiler in der Entstehung der Pädagogik eingehen. Diese Entwicklungsprozesse sind zu jeder Zeit in einen gesellschafts- politischen Kontext eingebettet und geraten somit immer mal wieder in ein Spannungsfeld von staatlicher Kontrolle und individueller Hilfe. Am Beispiel der Kindertagesbetreuung möchte ich veranschaulichen, wo meines Erachtens auch heute noch diese gegensätzlichen Kräfte vorzufinden sind. Welche Umstände oder Faktoren begünstigen das Spannungsfeld und wie schafft man es trotz aller Einflüsse eine Gemeinschaft zu formen, die sich als großartiges, familienergänzendes Angebot erlebt? Ich möchte in Anlehnung an Wolfgang Müllers Werk „Inseln der Zukunft“ versuchen, eine erste Antwort darauf zu finden, in dem ich die bei Müller skizzierten Zukunftsvisionen hinzuziehe.

Am Beispiel ausgewählter historischer Diskurse wird verdeutlicht, dass in der Entstehungszeit moderner Sozialer Arbeit Bildung und Care explizit miteinander verknüpft worden sind. Dies lässt sich insbesondere anhand derjenigen Perspektiven und Praktiken aufzeigen und belegen, die sich im Kontext der bürgerlichen Frauenbewegungen um 1900 entwickelt haben. Der Beitrag weist darauf hin, dass die rekonstruierten historischen Versuche auch gegenwärtig hohe Relevanz haben; so sind angesichts der weltweiten sozialen Transformationsprozesse der letzten Jahre erneut differenzierte Analysen zum widersprüchlichen Zusammenhang von Sorge, Bildung und sozialer Ungerechtigkeit erarbeitet worden. Gerade in einer Perspektive, die Gerechtigkeit und Anerkennung zusammendenken will, erscheinen diejenigen sozialstaatlichen Modelle fragwürdig, in deren Rahmen viele westliche Länder die sozialen Fragen des ausgehenden 19. und 20. Jahrhunderts bearbeitet haben. Dass die "Geschichte sozialpädagogischer Ideen" hier noch andere Möglichkeiten bereitgehalten hätte, macht der Beitrag deutlich.
