Man war nicht nur bestrebt, gemeinsame Trends auszumachen, sondern richtete sein Augenmerk gleichzeitig auch auf einzelne nationale Verschiedenheiten und Besonderheiten. In den meisten Ländern fanden die ersten Versuche, die Ausbildung und Professionalisierung in dem genannten Bereich zu entwickeln, zwischen den beiden Weltkriegen statt. Die Entwicklung der Sozialen Arbeit als einer modernen Profession wurde erst wieder nach dem Zusammenbruch der totalitären Regime in den 1990er Jahren aufgenommen. Von wenigen Ausnahmen abgesehen knüpfte man in den meisten Ländern an die Vorkriegstraditionen an, man begann über die Existenz von sozialen Problemen sowie über die Notwendigkeit von Lösungen mit Hilfe von qualifizierten Fachleuten offen zu sprechen. In diesem Zusammenhang zeigte sich die Notwendigkeit, das Fach wie auch die Profession Soziale Arbeit weiter zu entwickeln. Diese Entwicklung trägt bis heute in den einzelnen Staaten ihre je eigenen spezifischen Züge. Die jetzigen Probleme der Sozialarbeit in Ost und Mitteleuropa sind mit der sozialen Exklusion, Armut und Arbeitslosigkeit verbunden; der Druck in Richtung Kostensenkung und Beweisführung für die Effektivität der Sozialarbeit spitzt sich zu.
