Available in PDF, EPUB and Kindle. Book excerpt: This study attempts to analyse 20 years of Soviet-ASEAN relations -- what it is; how it has developed; why it has taken the stated course. It begins with an examination of Soviet attitude towards Southeast Asian regionalism and its policies towards ASEAN. Key issues in Soviet-ASEAN relations are next explored, followed by analyses of Soviet relations with individual member states and how each of these in turn perceives the Soviet Union. The changes initiated by Gorbachev and how these have affected Soviet-ASEAN relations are then highlighted and finally, the future prospects of Soviet-ASEAN relations are evaluated.

Available in PDF, EPUB and Kindle. Book excerpt: In 2012, Russia assumes the Chairmanship of APEC, and is keen to build on its memberships of both East Asia Summit (EAS) and the Asia-Europe Meeting (ASEM). Russia is geographically and historically part of Asia and the Asia Pacific, and has been a dialogue partner of ASEAN since 1996. Still, the obstacles of distance and languages have led ASEAN member states and Russia to know and interact little between both sides. As growth poles in the world economy, there is much benefit in greater interaction between their rich economies. To commemorate the 15th Anniversary of the Russia-ASEAN dialogue partnership in 2011, the ASEAN Studies Centre at ISEAS and its counterpart from MGIMO-University, Moscow co-organized a two-day conference that year, in which papers were presented offering perspectives from Russia and the ten ASEAN member states. Representatives from academia, and the public and private sectors offered insights on topics including geopolitics, bilateral relations, business and economics, and culture and education. This is a timely book that affords the reader insights into where ASEAN-Russia relations currently stand and suggests how they can improve and move forward.

Available in PDF, EPUB and Kindle. Book excerpt: This volume zones in on Russia’s relations with the Indo-Pacific region through the lens of theoretical pluralism, presenting alternatives to the mainstream Realist view of Russia as a major power using geopolitical strategies to establish itself. Russia in the Indo-Pacific is an understudied topic that needs a fresh perspective. Contributors to this volume are based across Russia, China, Japan, Malaysia, Vietnam, and the USA, drawing on a range of multinational perspectives and theoretical approaches encompassing realism and liberalism, constructivism and the English school of international relations. Reflecting a trend of internationalization in the Russian study of IR, such theoretical pluralism could facilitate Russian contributions to emerging global IR theory. Russia in the Indo-Pacific contributes towards a more intelligible common discourse in the Indo-Pacific, of interest to students and scholars of Sino-Russian relations, Indo-Pacific international relations, and international relations theory. It will also be of interest to policymakers and general readers following foreign policy and economic trends in the Indo-Pacific who want to better understand Russia's role.

Available in PDF, EPUB and Kindle. Book excerpt: The book, which was first published in 1996, examines Indonesia’s foreign policy under Suharto. It not only details Indonesia’s foreign policy behaviour vis-à-vis Indonesia’s neighbours and major powers, but also places it in the context of foreign policy analysis. Today, the book remains as the only full-length study on Indonesia’s foreign policy under Suharto. It is now reprinted with a new postscript which discusses the post-Suharto era from B.J. Habibie to Joko Widodo. Indonesia under Suharto had attempted to become a regional power to lead Southeast Asian states and beyond. As the largest country and also the richest in terms of natural resources, Suharto’s Indonesia was held in deference by the ASEAN states. However, due to its limited capabilities, its lack of military strength, advanced technology and economic strength, the political influence of Jakarta was in fact quite limited. During the economic crisis, Suharto was forced to step down. He was succeeded by B.J. Habibie who was largely preoccupied with domestic issues, who in turn was followed by weak presidencies such as Abdurrahman Wahid (Gus Dur) and Megawati. Only after the ex-general Susilo Bambang Yudhoyono assumed presidency did he manage to stabilize the situation and attained economic growth. He even became known as the “Foreign Policy President”. Nevertheless, he was constrained by the harsh Indonesian reality: limited resources, a weak military and absence of political influence. His successor Joko Widodo has been more concerned with economic matters and domestic politics; Indonesian regional leadership declines further.

Available in PDF, EPUB and Kindle. Book excerpt: In 1975, M.R. Kurkrit Pramoj met Mao Zedong, marking the eventual establishment of diplomatic relations and a discursive rupture with the previous narrative of Communist powers as an existential threat. This book critically interrogates the birth of bamboo (bending with the wind) diplomacy and the politics of Thai détente with Russia and China in the long 1970s (1968–80). By 1968, Thailand was encountering discursive anxiety amid the prospect of American retrenchment from the Indo-Pacific region. As such, Thailand developed a new discourse of détente to make sense of the rapidly changing world politics and replace the hegemonic discourse of anticommunism. By doing so, it created a political struggle between the old and new discourses. Jittipat Poonkham also argues that bamboo diplomacy – previously seen as a classic and continual ‘tradition’ of Thai-style diplomacy – had its origins in Thai détente and has become the metanarrative of Thai diplomacy since then. Based on a genealogical approach and multi‑archival research, this book examines three key episodes of Thai détente: Thanat Khoman (1968–71), M.R. Kukrit Pramoj (1975–76), and General Kriangsak Chomanan (1977–80). This transformation was represented in numerous diplomatic/discursive practices, such as ping‑pong diplomacy, petro‑diplomacy, trade and cultural diplomacy, and normal visits.

Available in PDF, EPUB and Kindle. Book excerpt: First published in 1992, this book examines Soviet foreign policy towards Southeast Asia in the context of the transformation of the perestroĭka era in the Soviet Union. The discussion begins in 1985 and ends in 1989 with the Soviet partial withdrawal from Cam Ranh Bay. Buszynski considers Gorbachev’s effort to disengage from the Cambodian problem, the weakening of the Soviet alliance with Vietnam and the real effort to overcome old hostilities with growth areas in ASEAN such as Thailand and Singapore. This is a fascinating and relevant title, of particular value to students with an interest in Russia and the history of international relations in Southeast Asia.

This book attempts to examine the background factors as well as the trigger that led to Suharto's resignation, amidst the power struggle that has been taking place in the opaque political world of Indonesia. Equally important, the ways in which the 'new' powerbrokers, with Suharto remaining influential in the background, have tried to adapt themselves to the new environment are also examined. Finally, the meaning of Suharto's resignation and what has changed and remained static are analysed.

Book excerpt: Drawing on the empirical case of the Russian-Georgian war of 2008, the book explores the theoretical underpinnings of the idea of 'great power management' first articulated within the English School of International Relations. The contributors to the volume approach this idea from a variety of theoretical perspectives, ranging from policy-analysis to critical theory, but all of them are addressing the same question: What does the Russian-Georgian war of 2008 tell us about great power management as an institution of international society?
