Policy implications of competing strategic and interactionist perspectives on Soviet-Third World relations are examined with respect to three objectives: politics, trade and development and tested against the record of Soviet aid allocations. The results reveal important similarities between the foreign aid objectives of the Soviet Union and the United States and generalise findings from previous studies of Western aid programs.

Book excerpt: This paper, the text of testimony before the U.S. Senate Foreign Relations Committee on September 26, 1991, reviews the implications of post-August-coup changes in the former Soviet Union for U.S. economic assistance policy. The author suggests that the Western world must be prepared in the short term to provide food and medical assistance on a more substantial scale than in the past and that such aid should be precisely targeted and distributed with the participation of government and private volunteer organizations from the sending countries. In addition, there must be an acceleration and expansion of the U.S. technical assistance program, including a large-scale exchange of people with practical business and technical skills. Such an exchange should involve students and practitioners from the various republics of the former Soviet Union coming to the United States. Finally, with more democratically and market-oriented leaders now in place in Russia and the other republics, the United States should be prepared to cooperate in and contribute to a program of assistance, including direct financial aid.

It argues that the cause of the economic collapse was embedded in the design of the economic system. The Soviet economic system restricted the market, but continued to use fiat money. Consequently, it faced the question for which no feasible answer seemed to exist: how to manage fiat money without data and information generated by the market? Using Soviet data newly available from the archives, the book evaluates the performance of the components of monetary management mechanism, discovers the continuous accumulation of open and secret government debts, and quantitatively analyzes the relationship between economic growth and the money supply to support the argument. The book concludes that the Soviet economic collapse marked the end of the long history of Soviet monetary mismanagement.

As the first English-language study to analyze the development, extent, and importance of the Nazi-Soviet economic relationship from Hitler's ascension to power to the launching of Operation Barbarossa in June 1941, this book highlights the crucial role that Soviet economic aid played in Germany's early successes in World War II. When Hitler's rearmament efforts left Germany dangerously short of raw materials in 1939, Stalin was able to offer valuable supplies of oil, manganese, grain, and rubber. In exchange, the Soviet Union would gain territory and obtain the technology and equipment necessary for its own rearmament efforts. However, by the summer of 1941, Stalin's well-calculated plan had gone awry. Germany's continuing reliance on Soviet raw materials would, Stalin hoped, convince Hitler that he could not afford to invade the USSR. As a result, the Soviets continued to supply the Reich with the resources that would later carry the Wehrmacht to the gates of Moscow and nearly cost the Soviets the war. The extensive use in this study of neglected source material in the German archives helps resolve the long-standing debate over whether Stalin's foreign policy was one of expansionism or appeasement.
