Book excerpt: In December 1991, the Soviet Union passed into history as a legal entity, breaking apart into15 successor states. This clear and convincing book explains why. Walker argues against much of the conventional wisdom and scholarly literature on the breakup, which emphasizes what he calls the 'demand side' of the problem, or the role of nationalist mobilization and the rise of separatist aspirations in the USSR's union republics. He points out that support for dissolution was limited to a handful of republics that included only a small portion of the Soviet population. Instead, the author highlights the critical role played by the USSR's ethno-federal system, as well as the normative claims and legitimizing myths of Soviet nationality policy. These institutions and myths empowered the anti-union opposition even in those union republics where they had limited support, and they help account for the highly ineffective strategy that Gorbachev adopted to overcome the USSR's 'nationality crisis.' Walker also shows how confusion over the meaning of some of the key terms of Soviet political discourse during perestroika-particularly 'sovereignty' but also 'union, ' 'federation, ' 'confederation, ' and 'independence'-contributed to a 'fog of war' that helped bring about the full disintegration of the USSR, an outcome that surprisingly few desir

The Soviet Union was guided by the principles of communism. Conflict emerged between the Soviet Union and capitalist countries, namely, the United States and those in Western Europe. Eventually, the Soviet Union dissolved in 1991 as a result of a declaration that recognized the independence of the former Soviet republics. This book examines how the history, geography, and culture of the region impacted the formation and dissolution of the Soviet Union.

The broadest possible understanding of history comes from exploring multiple perspectives: from different time periods, different cultures, different ideologies. The Perspectives on Modern World History series provides multiple views of momentous events in recent history. Using primary and secondary sources, each volume provides background information on a significant event in modern world history, presents the controversies surrounding the event, and offers first-person narratives from people who lived through or were impacted by the event. All volumes in the series include an annotated table of contents, a chronology, a bibliography, and a subject index. For students and other researchers, Perspectives on Modern World History helps develop critical thinking skills, increases global awareness, and enhances and understanding of international perspectives about historic events.

Book excerpt: When the Soviet Union broke apart in 1991, the Russian Federation and the newly independent republics of the Baltics, the Caucasus and Central Asia engaged in redefining their national identity in a challenging regional and global context. The stances and policies towards the minorities living in these countries became part of the striving towards national independence and identity formation. Despite vastly different post-Soviet nation-building trajectories, the development and implementation of state policies towards minorities had similar relevance and importance across the region. Thirty years after the end of the USSR what is the situation of minorities and minority issues in the countries that emerged from that multi-ethnic state? How have the former republics – including Russia dealt with their minorities and minority affairs? To what protection and rights are minority communities entitled to? Studies of the dissolution of the USSR and of nation-building in the independent post-Soviet states have flourished over the past decades. However, despite the relevance of the theme, there is a dearth of specialist publications which address the many issues related to minority communities in the post-Soviet space. This volume attempts to fill this gap by providing a collection of essays covering some of the most relevant aspects of the contemporary status and situation of minorities in the area.
