In this major study, Carmen Sirianni undertakes a comprehensive study of the forms of popular power that emerged in the course of the struggle against Tsarist, and their destiny in the formative years of the new Soviet state. He successively discusses the factory committee movement, the attitudes of the trade unions and the left parties towards workers control, the unfolding of dual power, the tole of the peasantry, and the organization of labour and industry in the civil war. The developing theme of these chapters - the unsettled, often antagonistic relationship between working-class and peasant initiatives and demands and Bolshevik political and economic conceptions - is subjected to theoretical examination in the second part of the book. Here Sirianni analyses the particular constitution of Lenin's Marxism, and discerns in it a 'productivist evolutionism' which, he maintains, adversely affected the Bolsheviks' appreciation of working-class self-organization both in industry and in the exercise of political power, and vitiated their perception of the rural masses. Finally, Sirianni sets Russian policy and experience in its international context, considering the different, but also limited, views of Gramsci and Pannekoek, and the 'councilist' movements of Western Europe. He concludes with a reflection on the subsequent course of the revolutionary state and the options available to its leaders, as the defeat of the Left Opposition and then of Bukharin prepared the triumph of Stalinism. Workers Control and Socialist Democracy unites historical, political and theoretical judgement to make a fundamental contribution to our understanding, both of the Russian Revolution and of central unresolved issues of socialism in the twentieth century.

But a whole industry of 'political technology' has developed instead, with shadowy private firms and government 'fixers' on lucrative contracts dedicated to the black arts of organizing electoral success. This book uncovers the sophisticated techniques of the 'virtual' political system used to legitimize post-Soviet regimes; entire fake parties, phantom political rivals and 'scarecrow' opponents. And it exposes the paramount role of the mass media in projecting these creations and in falsifying the entire political process. Wilson argues that it is not primarily economic problems that have made it so difficult to develop meaningful democracy in the former Soviet world. Although the West also has its 'spin doctors', dirty tricks, and aggressive ad campaigns, it is the unique post-Bolshevik culture of 'political technology' that is the main obstacle to better governance in the region, to real popular participation in public affairs, and to the modernization of the political economy in the longer term.

Audrey L. Altstadt begins with the Nagorno-Karabagh War (1988–1994) which triggered Azerbaijani nationalism and set the stage for the development of a democratic movement. Initially successful, this government soon succumbed to a coup. It demonstrates how the pre-communist bourgeoisie, particularly the merchant and urban commercial strata but also the high human capital aristocracy and clergy, survived and adapted in Soviet Russia. Under both Tzarism and communism, the estate system engendered an educated, autonomous bourgeoisie and professional class, along with an oppositional public sphere, and persistent social cleavages that continue to plague democratic consensus. This book also shows how the middle class, conventionally bracketed under one generic umbrella, is often two-pronged in nature – one originating among the educated estates of feudal orders, and the other fabricated as part of state-induced modernization.

Empirically, the study finds the EU to be both a democracy-promoting and democracy-hindering actor in post-Soviet states. Russia’s impact, on the other hand, is far more negative than the literature on democratization and autocracy promotion typically suggests. It negatively affects both the quality of democracy of post-Soviet states and limits the EU's options for promoting democracy in its neighborhood.

Why and how has the electoral authoritarian regime been consolidated in Russia? What are the mechanisms of its maintenance, and what is its likely future course? This book attempts to answer these basic questions. Vladimir Gel'man examines regime change in Russia from the collapse of the Soviet Union in 1991 to the present day, systematically presenting theoretical and comparative perspectives of the factors that affected regime changes and the authoritarian drift of the country. After the fall of the Soviet Union, Russia's national political elites aimed to achieve their goals by creating and enforcing of favorable "rules of the game" for themselves and maintaining informal winning coalitions of cliques around individual rulers. In the 1990s, these moves were only partially successful given the weakness of the Russian state and troubled post-socialist economy. In the 2000s, however, Vladimir Putin rescued the system thanks to the combination of economic growth and the revival of the state capacity he was able to implement by imposing a series of non-democratic reforms. In the 2010s, changing conditions in the country have presented new risks and challenges for the Putin regime that will play themselves out in the years to come.
