Andrea Chandler explains why Russia's old-age pension system went into decline after the collapse of the Soviet Union in 1991, even though it was a prominent issue in the political arena at the outset of the post-communist transition. While tracing the roots of the system's difficulties to the Soviet Union's first efforts to establish a national social welfare system after 1917, Chandler nonetheless devotes the bulk of her study to the period from 1990 to 2001. While political factors impeded reform for much of this eleven-year period, ultimately Russia's striking policy reversals provide a case study for developing nations. In 1990, a new Russian pension law was adopted during the Soviet reform process of perestroika. The system was again significantly altered in 2001 when a market-reform-oriented package of pension legislation was passed. Book excerpt: In his five-plus years as president of the United States, Lyndon Johnson witnessed dramatic power struggles within and between the Soviet Union, the People's Republic of China, and the United States of America. New Soviet leaders were determined to build Soviet power and extend Soviet influence. Mao's revolutionary ideology so dominated China that there were few levers to move Sino-American relations ahead. Johnson wanted to ease Cold War tensions by reaching a range of agreements with the Soviet Union on nuclear weapons and establishing relations with the People's Republic of China in order to end its isolation in the world community. However, multiple events frustrated Johnson's good intentions. The Soviet leadership that overthrew Nikita Khrushchev was committed to expanding its military might before negotiating with Washington; it also began focusing more and more on the worsening Sino-Soviet split. Mao Zedong entered into the Great Proletarian Cultural Revolution, and China seemed to devour itself. Meanwhile, the Vietnam War made negotiations among all three great powers more difficult, limiting room to maneuver. But Johnson persevered, and by 1968 the apparent American retreat symbolized by the North Korean seizure of the USS Pueblo and the Communist Tet Offensive in Vietnam, along with the Soviet invasion of Czechoslovakia, seemed to change the construct between the great powers. Beijing, emerging from the worst of the Cultural Revolution, increasingly feared Soviet intentions, and Moscow wanted to prevent a Sino-American rapprochement. Although Johnson did not achieve his lofty goals, he created the pre-conditions that Richard Nixon later harvested for the dZtente with Moscow and rapprochement with Beijing. Johnson's best intentions fell prey to triangles, symbols, and constraints.

In Chaos, Violence, Dynasty, Eric McGlinchey presents a compelling comparative study of the divergent political courses taken by Kyrgyzstan, Uzbekistan, and Kazakhstan in the wake of Soviet rule. McGlinchey examines economics, religion, political legacies, foreign investment, and the ethnicity of these countries to evaluate the relative success of political structures in each nation. McGlinchey explains the impact of Soviet policy on the region, from Lenin to Gorbachev. Ruling from a distance, a minimally invasive system of patronage proved the most successful over time, but planted the seeds for current "neo-patrimonial" governments. The level of direct Soviet involvement during perestroika was the major determinant in the stability of ensuing governments. Soviet manipulations of the politics of Uzbekistan and Kazakhstan in the late 1980s solidified the role of elites, while in Kyrgyzstan the Soviets looked away as leadership crumbled during the ethnic riots of 1990. Today, Kyrgyzstan is the poorest and most politically unstable country in the region, thanks to a small, corrupt, and fractured political elite. In Uzbekistan, Islam Karimov maintains power through the brutal suppression of disaffected Muslims, who are nevertheless rising in numbers and influence. In Kazakhstan, a political machine fueled by oil wealth and patronage underlies the greatest economic equity in the region, and far less political violence. McGlinchey's timely study calls for a more realistic and flexible view of the successful aspects of authoritarian systems in the region that will be needed if there is to be any potential benefit from foreign engagement with the nations of Central Asia, and similar political systems globally.
