Book excerpt: Traffic crash statistics indicate that the eight southeastern states (Alabama, Mississippi, Georgia, Florida, South Carolina, North Carolina, Tennessee, and Kentucky) consistently have higher numbers and rates of fatal motor vehicle crashes than the national averages. Under the auspices of the Federal Highway Administration, these southeastern states are conducting a pooled fund study to investigate the overrepresentation of crashes in the region. This study is being coordinated by the Georgia Institute of Technology (Georgia Tech), with universities in each of the other states serving in a supporting role. This report addresses South Carolina's portion of the study, as performed by a Clemson University research team. The principal objectives of this research were to obtain for the South Carolina Department of Transportation a set of data records for randomly selected fatal crashes on rural South Carolina two-lane roads, evaluate these data, and ascertain how the safety of these roads might be improved by specific crash countermeasures. A comprehensive data set was collected for 157 randomly selected fatal crashes.

During the past 20 years, 25 states and the District of Columbia have legalized cannabis and/or cannabidiol (a component of cannabis) for medical conditions or retail sales at the state level and 4 states have legalized both the medical and recreational use of cannabis. These landmark changes in policy have impacted cannabis use patterns and perceived levels of risk. However, despite this changing landscape, evidence regarding the short- and long-term health effects of cannabis use remains elusive. While a myriad of studies have examined cannabis use in all its various forms, often these research conclusions are not appropriately synthesized, translated for, or communicated to policy makers, health care providers, state health officials, or other stakeholders who have been charged with influencing and enacting policies, procedures, and laws related to cannabis use. Unlike other controlled substances such as alcohol or tobacco, no accepted standards for safe use or appropriate dose are available to help guide individuals as they make choices regarding the issues of if, when, where, and how to use cannabis safely and, in regard to therapeutic uses, effectively. Shifting public sentiment, conflicting and impeded scientific research, and legislative battles have fueled the debate about what, if any, harms or benefits can be attributed to the use of cannabis or its derivatives, and this lack of aggregated knowledge has broad public health implications. The major research objectives are to investigate the relations between probabilities of fatal crash type occurrence and potential contributing factors from road geometric design characteristics and roadside, environmental features. This dissertation analyzes the regional fatal crash database and successfully develops statistical models to examine the relations and provided meaningful research findings. This dissertation contributes to current traffic safety analysis by directly examining the connection between major fatal crash type occurrence and roadway geometrics, roadside characteristics, and environmental conditions through a regional case study. This study effort addresses the less understood relationship between fatal crash types and road features compared to other crash measures, such as crash frequency, crash rate, and injury severity. The developed fatal crash type prediction models not only demonstrate strong connections between crash types and road characteristics, but also provide a quantitative assessment tool for countermeasures in terms of reduction of fatal crash type occurrence. Since most countermeasures are more effective at mitigating certain type of crashes, the information revealed from the crash type prediction models help clarify the relationship between candidate countermeasures and expected crash reductions.

Book excerpt: This report examines the roadway, crash, vehicle, individual and environmental factors that are associated with fatal and serious injury crashes in North Carolina between 1993 and 1997. The initial analysis identifies road classifications, geographic characteristics, and time trends related to severe crashes using Highway Safety Information Systems (HSIS) segment and crash data. HSIS system highways in North Carolina included the state primary and major secondary routes. Non-HSIS roads include local streets and minor secondary streets. Both HSIS and non-HSIS data are used in the more detailed section of the study to analyze the severe crash factors on all HSIS highways, two-lane urban HSIS highways, two-lane rural HSIS highways, urban non-HSIS routes and rural non-HSIS routes. In this report, a test of the standard error of a binomial proportion is used to find the statistical significance of the roadway, crash, vehicle, individual and environmental factors related to severe crashes. The initial analysis shows that urban and rural two-lane roads are associated with the highest crash severity, mountain counties have the highest proportion of severe crashes and crash severity remained stable for some of the most severe crash types. Factors associated with significantly high crash severity on all roadway types include curve, run-off-road, utility pole, tree, head-on, pedestrian, bicycle, darkness and alcohol use. The final section of the report recommends countermeasures that can be used to reduce the incidence of fatal and serious injury crashes associated with these factors.
