Book excerpt: This publication-a joint effort by the International Food Policy Research Institute (IFPRI) and the Inter-American Institute for Cooperation on Agriculture (IICA)-is being released in the context of growing changes and fragmentation in global economic and trade relationships. Countries are increasingly adopting protectionist measures in response to recent crises and the decreased competitiveness of value chains, due to rising production, marketing and transportation costs. The complex multilateral trade system and the urgent need to implement concrete actions in this area are prompting countries to work towards the adoption of new standards that aim to protect and preserve the environment but could also become barriers to trade that impose a significant economic and social cost on other countries. The countries of the Americas must continue to support efforts to strengthen the multilateral trade system, ensuring that it is open, transparent and science-based, as well as to effectively participate in discussion forums such as the ministerial conferences of the World Trade Organization (WTO). Amidst this scenario, international trade plays a vital role in transforming food systems, by interconnecting them and contributing to creating a more sustainable global food system. In recent years, the growth of production and exports has converted Latin America and the Caribbean (LAC) into the largest net food exporting region in the world. On average, agrifood exports from the region in 2021-2023 accounted for 17% of global agrifood exports, representing one fourth of total exports from the region. During that period, LAC agrifood exports grew by 7.6%. Yet, it bears mentioning that, despite its important role, the region has its share of challenges. During 2023, 85% of LAC agrifood exports were directed at external markets and 53% of the value of exported agrifood exports was concentrated among only 10 products. This demonstrates the region’s significant vulnerability and is undoubtedly a challenge that must be addressed. This document is an inter-institutional effort to share ideas and reflections on the main issues to be tackled building on the 13th WTO Ministerial Conference. We hope that it will serve as input in strengthening the participation of the countries of the Americas in WTO multilateral negotiations, while also highlighting the key role of agricultural trade in agrifood system transformation.

Given the dense inter-connectedness of economic affairs globally, the use of sustainability standards has become a concern of global governance, who face the challenge of achieving a balance between the use of standards for genuine sustainability objectives, and not allowing them to turn into instruments of protectionism or coercion.The emerging economies, given their increasing engagement with the global economy, are most impacted by the use of sustainability standards. The emphasis of ‘emerging economies’ in this book is retained both by using case studies from these economies and by collating perceptions and assessments of those located in these economies. The case studies included span sectors such as palm oil, forestry, food quality, vehicular emissions and water standards, and address the problems unique to the emerging economies, including capacity building for compliance with standards, adapting international standards in domestic contexts and addressing the exclusion of small and medium enterprises etc. Complex interfaces and dynamics of a global nature are not limited to the thematic of this book but also extend to the process through which it was written. VSS verify the compliance of products or production processes with sustainability standards. The importance of voluntary sustainability standards is now widely recognized. After being operational for more than two decades, they have established themselves as private governance instruments. This recognition is also exemplified by their integration in public regulatory approaches. Governments and international organizations are partnering with voluntary sustainability standards to pursue sustainable development policies. We witness the integration of VSS in the regulatory approaches of local and national governments in countries around the world, the integration of VSS in trade policies, the emergence of public–private initiatives to govern global supply chains, and the inclusion of private initiatives in experimentalist governance regimes. This Special Issue seeks to bring together research on the interface between private and public governance. We welcome contributions which analyze specific case studies on the emergence and development of these private–public interactions, the design of public–private governance, the effectiveness of these governance arrangements, and critical perspectives on the possibilities and limitations of such public–private forms of governance. We welcome multi-disciplinary perspectives including contributions from economics, political science, law, sociology, geography, and anthropology. This shift enabled an unprecedented economic convergence: poor countries grew rapidly and began to catch up with richer countries. Since the 2008 global financial crisis, however, the growth of trade has been sluggish and the expansion of GVCs has stalled. Meanwhile, serious threats have emerged to the model of trade-led growth. New technologies could draw production closer to the consumer and reduce the demand for labor. And trade conflicts among large countries could lead to a retrenchment or a segmentation of GVCs. World Development Report 2020: Trading for Development in the Age of Global Value Chains examines whether there is still a path to development through GVCs and trade. It concludes that technological change is, at this stage, more a boon than a curse. GVCs can continue to boost growth, create better jobs, and reduce poverty provided that developing countries implement deeper reforms to promote GVC participation; industrial countries pursue open, predictable policies; and all countries revive multilateral cooperation.

In recent years, major shifts in global markets from North to South have created a new geography of trade and consumption, particularly in the agricultural sector. How this shift affects the governance of sustainability, and thus the future of the planet, is the pressing topic Philip Schleifer takes up in this book. The processes of twenty-first-century globalization are fundamentally changing the politics and governance of commodity production, Schleifer argues, with profound implications for the environment in the food-producing countries of the Global South. At the center of Schleifer's study are Brazil and Indonesia—two key sites of experimentation in new models of global environmental and commodity governance—where palm oil and soy supply chains have seen unprecedented degrees of private environmental governance in recent years. However, instead of transforming these industries, the diffusion of transnational sustainability standards has accompanied a worsening ecological crisis, with mounting evidence of increasingly strong links between deforestation and globalization in twenty-first-century agricultural trade. To uncover the causes of this governance failure, Schleifer develops a multi-level framework for analyzing how contemporary globalization is reconfiguring the political economies of such industries.
