The Human Sciences Research Council and the South African Department of Health and Population Development organized a networking conference in November 1993 as a step toward developing, on a partnership basis, guidelines for policy and strategies in the best interests of street children. Experts on various aspects of the problem presented short papers that became the basis of the small group discussions that were the core of the conference proceedings. This document contains summaries of the six conference papers, the feedback from the different groups, and the resolutions of the working conference. Working groups discussed the following topics: (1) the needs and rights of street children; (2) coordination of services; (3) policy guidelines and existing legislation; (4) public and private partnerships for street children; (5) outreach programs and the role of the outreach worker; (6) assessment of street children; (7) preparing street children for employment through education and training; (8) aftercare; and (9) community awareness and participation, including prevention strategies. Book excerpt: Extension and advisory services are key to sustainable agriculture, resilient livelihoods, and inclusive growth. In South Africa, there is need for new training, skills, and attitudes by extension staff to meet the demands of the changing sector. The purpose was to find out South African extension agent competency levels, attitudes and mindsets, especially toward digital extension, to be relevant for the future. Using a population survey, we targeted all public and non-public extension staff from every province using an online and paper-based questionnaire. We examined existing competencies, new needs, and differences in attitudes and competencies by factors such as education, employer, age, and gender. We created an index of “digital readiness” and an index of “technological readiness” based on technology use and attitudes and compared by various factors such as sector, age, and gender. We find that while extension officers tend to have a good arsenal of technical skills, they are less equipped with functional skills. Several competencies and attitudes necessary for the new norms and standards for extension officers are lacking in a good proportion of respondents, such as inclusivity and empowerment. While extension staff recognize the importance of digital literacy for the future, only about half have received any training on the use of digital tools. We recommend that extension role players take a systems view to revitalize extension. For extension to perform effectively, we must go beyond skills and training. Extension departments and organizations also need a certain level of competencies, and the enabling environment should be conducive. We recommend that, in addition to rounding out the technical and functional expertise of South African extension and advisory services staff that adequate incentives and rewards are in place to ensure professionalism and motivation.

It offered a vision of romantic outdoor life as a cure for disruption caused by industrialization and urbanization. Scouting’s global spread was due to its success in attaching itself to institutions of authority. As a result, scouting has become embroiled in controversies in the civil rights struggle in the American South, in nationalist resistance movements in India, and in the contemporary American debate over gay rights. In Race, Resistance, and the Boy Scout Movement in British Colonial Africa, Timothy Parsons uses scouting as an analytical tool to explore the tensions in colonial society. Introduced by British officials to strengthen their rule, the movement targeted the students, juvenile delinquents, and urban migrants who threatened the social stability of the regime. Yet Africans themselves used scouting to claim the rights of full imperial citizenship. They invoked the Fourth Scout Law, which declared that a scout was a brother to every other scout, to challenge racial discrimination. Parsons shows that African scouting was both an instrument of colonial authority and a subversive challenge to the legitimacy of the British Empire. His study of African scouting demonstrates the implications and far-reaching consequences of colonial authority in all its guises.
