Book excerpt: While energy efficiency projects could partly meet new energy demand more cheaply than new supplies, weak economic institutions in developing and transitional economies impede developing and financing energy efficiency retrofits. This book analyzes these difficulties, suggests a 3-part model for projectizing and financing energy efficiency retrofits, and presents thirteen case studies to illustrate the issues and principles involved.

Available in PDF, EPUB and Kindle. Book excerpt: The current universal concerns about global energy security, competitiveness, and environmental protection make energy efficiency more important than ever. However, realizing large-scale savings has proven a significant challenge due to many barriers. 'Public Procurement of Energy Efficiency Services' looks at a largely untapped energy efficiency market the public sector. While the efficiency potential in this sector is substantial, the implementation of energy savings programs has been complicated by a number of factors, such as insufficient incentives to lower energy costs, rigid budgeting and procurement procedures, and limited access to financing. The book looks at energy savings performance contracts (ESPCs) as a means of overcoming some of these barriers. Because public facilities can outsource the full project cycle to a commercial service provider, ESPCs can enable public agencies to solicit technical solutions, mobilize commercial financing, and assign performance risk to third parties, allowing the agency to pay from a project s actual energy savings. The recommendations in this book stem from case studies that identified approaches, models, and specific solutions to ESPC procurement, including budgeting, energy audits, and bid evaluation. Such an approach also offers enormous potential to bundle, finance, and implement energy efficiency projects on a larger scale in the public sector, which can yield further economies of scale. ESPCs can also serve as an attractive element for fiscal stimulus packages and efforts by governments to 'green' their infrastructure, which can create local jobs, reduce future operating costs, and mitigate their carbon footprint. Lower energy bills, in turn, help to create fiscal space in future years to meet other critical investment priorities. Bundled public sector energy efficiency projects can help stimulate local markets for energy efficiency goods and services and 'lead by example', demonstrating good practices and providing models to the private sector.

Book excerpt: This book examines some of the evolving challenges faced by EU regional policy in light of enlargement and to assess some of the approaches and trends in terms of territorial development policy and practice that are emerging out of this process. Focusing on the experiences on Central and Eastern Europe, these chapters reflect on the diversity of approaches to spatial planning and the the politics of policy formation and multi-level governance operations – from local to trans-national agendas. Promoting increased awareness and understanding of these issues is the main purpose of the book, as well as harnessing the extensive capacity and ‘knowledge’ within these countries that can greatly enrich the discourse within an enlarged ‘epistemic community’ of European spatial planning academics, practitioners and policy-makers. The recently acquired CEE dimension provides a unique opportunity to examine the evolution of existing ‘epistemic communities’ as well as to explore the potential emergence of new ones..

Book excerpt: This evaluation assesses the performance of IFC s energy efficiency finance program in China aimed at stimulating energy efficiency investments through bank guarantees and technical assistance. The difference made by the program is traced along the chain of interventions: (i) at the level of banks, the program is narrowly based on one of the two partner banks, which, with the help of the program, expanded its energy efficiency lending as a new business line; (ii) at the level of energy management companies, the program s technical assistance improved the program participants access to finance; and (iii) at the end-user level, it promoted the use of energy efficiency investments that achieved reduction of greenhouse gas emissions. The utilization of IFC s program has been rapid compared with other similar programs. The energy efficiency investments supported by the program have reduced greenhouse gas emissions by 14 million CO2 tons per year, slightly in excess of the target set at the beginning of the program. However, there is only a weak differentiation in behavior surrounding energy efficiency investment between end users supported by the program and other similar companies that were not. It is important to note that the performance of the program was heavily influenced by the government s policy actions and the earlier efforts of other players: The Chinese government and other players such as the World Bank. The CHUEE program, relying mainly on commercial funding through IFC s guarantees, builds on these efforts

It provides both case studies and theoretical frameworks for evaluating their successes and failures.

Available in PDF, EPUB and Kindle. Book excerpt: This book is the first comprehensive assessment of the state of low-carbon investments in Asia, analyzing the rationales, mandates and public–private financing activities. Based on the experiences of several regional initiatives wherein public financing is catalyzing private investments in low-carbon infrastructure, this book proposes a framework that can be used as a tool to identify factors that influence private investment decisions and policy instruments that can scale up the private capital. Placing the Asian economies onto a low-carbon development pathway requires an unprecedented shift in investments. This book addresses this situation by asking questions such as: • What is the central role of private finance in achieving the Paris Agreement targets? • What key policy levers and risk mitigation can governments use in an effort to unlock the potentials of private capital? • How can regionally coordinated actions hold significant promise for scaling up private investments?

Book excerpt: The Government has three objectives for energy policy - to keep the lights on, to keep energy bills affordable, and to decarbonise energy generation. Simultaneous to the publication of this policy paper the Government is introducing the Energy Bill (HC Bill 100 2012-13, ISBN 9780215050151) into Parliament to implement the key aspects of Electricity Market Reform (EMR) as well as making a wider range of reforms. The Government set out its intentions in the EMR white paper issued in July 2011 (available at http://www.decc.gov.uk/en/content/cms/legislation/white_papers/emr_wp_2011/emr_wp_2011.aspx). The Bill will drive the £110 billion of investment needed in the electricity sector by 2020, to ensure reliable, diverse and low-carbon power. With a fifth of the UK's electricity generating capacity due to close this decade these reforms are vital. Available in PDF, EPUB and Kindle. Book excerpt: This book provides an analysis of the European policy approach to combined heat and power (CHP), a highly efficient technology used by all EU Member States for the needs of generating electricity and heat. European Law on Combined Heat and Power carries out an assessment of the European legal and policy measures on CHP, evaluating how it has changed over the years through progress and decline in specific member states. Over the course of the book, Sokołowski explores all aspects of CHP, examining the types of measures used to steer the growth of cogeneration in the EU and the policies and regulatory tools that have influenced its development. He also assesses the specific role of CHP in the liberalisation of the internal energy market and EU action on climate and sustainability. Finally, by delivering his notions of "cogenatives", "cogenmunities", or "Micro-Collective-Flexible-Smart-High-Efficiency cogeneration", Sokołowski considers how the new EU energy package – "Clean energy for all Europeans" – will shape future developments. This book will be of great interest to students and scholars of energy law and regulation, combined heat and power and energy efficiency, as well as policy makers and energy experts working in the CHP sector.

This book was released on 2016-07-20 with total page 48 pages. Available in PDF, EPUB and Kindle. Book excerpt: This paper analyses the impact of large and persistent emigration from Eastern European countries over the past 25 years on these countries’ growth and income convergence to advanced Europe. While emigration has likely benefited migrants themselves, the receiving countries and the EU as a whole, its impact on sending countries’ economies has been largely negative. The analysis suggests that labor outflows, particularly of skilled workers, lowered productivity growth, pushed up wages, and slowed growth and income convergence. At the same time, while remittance inflows supported financial deepening, consumption and investment in some countries, they also reduced incentives to work and led to exchange rate appreciations, eroding competiveness. The departure of the young also added to the fiscal pressures of already aging populations in Eastern Europe. The paper concludes with policy recommendations for sending countries to mitigate the negative impact of emigration on their economies, and the EU-wide initiatives that could support these efforts.
