Book excerpt: Excerpt from Minutes of the University Commission on Southern Race Questions The organization meeting of the University Commission on Southern Race Questions was held at the call of Dr. James H.Dillard at the Young Mens Christian Association Building, Nashville, Tenn. on the morning of May 24, 1912. Dr. Dillard presided and outlined his purpose in calling together representatives of eleven Southern State universities, which was to foster a scientific approach to the study of the race question in the South. He stated that he had visited eleven State universities, and had found in each a cordial response to the plan of establishing a University Commission on Race Relations, with the idea that such Commission should consult with leading men in both races, should endeavor to keep informed in regard to the relations existing between the races, and should aim especially to influence Southern College men to approach the subject with intelligent information and with sympathetic interest. Dr. Dillard reviewed existing race conditions in the South as he saw them, and then called upon the members individually for an informal expression of opinion. Each member of the Commission responded briefly. The Commission was composed of one representative from each of eleven State universities in the South, as follows: James J.Doster, University of Alabama. C.H. Brough, University of Arkansas. James M.Farr, University of Florida. R.J. H.DeLoach, University of Georgia. W.O. Scroggs, Louisiana State University. W.D. Hedleston, University of Mississippi. Charles W.Bain, University of North Carolina. Josiah Morse, University of South Carolina. James D.Hoskins, University of Tennessee. W.S. Sutton, University of Texas. William M.Hunley, University of Virginia. Dr. W.D. Weatherford, who was invited to sit with the Commission, explained the nature of his work on race matters in the South. He was not a scholar; he had no intellectual training; he could not analyze an idea, and he could not even conceive of admitting two.” This judgment, rendered in The Education of Henry Adams, may be the most quoted of Adams’s writings on the South. However, it is far from the only one of his beliefs that helped to shape a national outlook on the region from the late antebellum period to the present. Thinking about the South, says Michael O’Brien, was “part of being an Adams.” In this book O’Brien shows how Adams (grandson of President John Quincy Adams and great-grandson of President John Adams) looked at the region during various phases of his life. Slater Fund will be found to show quite fairly the series of degrees in the progress made in the education of the colored children of the South. The first, giving an account of the establishment of the Slater Fund in 18-82, was published as far back as the year 1894. Incidentally too these publications mark, between the lines, certain steps in the process of racial relations. It seems therefore not inappropriate to include in the list the present series of Five Letters, which had considerable circulation at the time of publication and were widely quoted, but have not hitherto been brought together. They were addressed prima rily to college students. They are brief and simple, but were prepared with great care and may be said to state fairly the best sentiment on the subjects dealt with. I have ventured to add an Introductory Address which I made at a meeting held in Knoxville, not that it has any special value except as per haps glimpsing the temper of the time. The military maxim, that no defences are strong without force enough in them to occupy their line, is true of civil affairs. Entrenchment in the letter of a constitution avails little with the people at large on either side of a question, unless the line of that entrenchment is occupied by a living conviction of being in the right. The most ultra-southern position on the negro question has an element of strength close akin to this. To be right is the only real meces sity; but where is the community that will not make and defend with treasure and blood the assumption that what is necessary is. Right? Southerners, in the political sense of the term, may sometimes lack a clear, firm-founded belief that they are right; they may have no more than a restless confidence that others are as wrong as they; but they have at least a profound conviction that they are moved by an imminent, unremitting, imperative necessity. Not that this is all; hundreds of thousands of them, incapacitated by this very conviction from falling into sympathy with the best modern thought, have been taught, and are learn ing and teaching, not only on the hustings, but in school, in col lege, at the fireside, through the daily press, in the social circle and in church, that in their attitude on the negro question they are legally, morally and entirely right.
