Available in PDF, EPUB and Kindle. Book excerpt: Policing Criminality and Insurgency in Africa: Perspectives on the Changing Wave of Law Enforcement provides critical insights into the trends and patterns of crime and insurgency in contemporary African society. In Africa criminals and insurgents are becoming more resourceful, smart, and connected, as criminal syndicates are increasingly deploying modern technologies to commit crimes in ways and manners that are profoundly daring, and on a transnational and global scale. Meanwhile, the capacity of local, state, and security forces to stem the tide of crimes and insurgencies is decimated by dwindling resources on the part of the state due to official corruption, down-sizing of public institutions and a fierce competition for resources between security and other developmental agencies. In this volume, the contributors, who are expert academics in policing and security in Africa as well as security practitioners, provide detailed explanations of the new wave of crime, characterized by cyber insecurity, terror financing, the proliferation of small arms and light weapons, and transnational networking among criminal syndicates. The volume forensically explores how these complex waves and emerging trends of criminality and insurgency impact on the socio-economic and political development of Africa. Editors, Usman A. Tar and Dawud Muhammad Dawud highlight how these factors affect and shape policing and law enforcement in an era of “smart crimes” and insurgency within the continent.

Available in PDF, EPUB and Kindle. Book excerpt: Broadening the Debate on EU–Africa Relations is designed to expand the scope of our understanding of the multi-layered relationship between the European Union and African political actors in order to shape both the academic and policy level discourse. The focus on chapters highlighting an African perspective offers an opportunity to redress an imbalance in scholarship, and also represents an effort to reinvigorate the EU-Africa discourse. The contributors scrutinise hitherto underexplored areas, from agricultural cooperation to sanctions to scientific collaboration, as new insights linger in the less visible margins of the relationship. Jointly, they push in the same direction, to broaden the debate on how subjects are approached in a field of study that has one-sidedly focus on the intended actions of the EU. To that end, three dimensions represent the common thread of the book: how to recalibrate African and European perspectives, how to proceed on an assumption of mutual influence rather than unidirectionality, and how to highlight the intertwined nature of the different drivers of the relationship. Recalibrating African and European perspectives by focusing on elements of reciprocity within the broad array of interregional interactions, Broadening the Debate on EU–Africa Relations will be of great interest to scholars of African Studies, African IR, and the EU. The chapters were originally published as a special issue of the South African Journal of International Affairs.

Available in PDF, EPUB and Kindle. Book excerpt: The rationale for writing this book is a desire to highlight the utility of combining the efforts of criminologists, security practitioners, and policy makers in confronting crime problems such as maritime piracy. The study examines maritime piracy incident trends over the past few years and presents an explanation for the significant reduction of incidents in East Africa and offers a new approach in constructing a crime-reducing framework applicable to piracy, as well as other crime problems. The intent is to add relevance to the pursuit of social science research crime data collection and analysis using criminological theories (frameworks) and planning techniques for developing crime interdiction strategies that are useful to security practitioners and policy makers. Emphasis is on obtaining readily available data using recognized social science methods to analyze the maritime piracy crime phenomenon for planning and developing the strategies and actions that produce desired outcomes in support of crime reduction. This approach involves identifying appropriate tasks or actions to be taken to achieve the desired effects for each objective and subobjective. It includes an evaluation process of the most salient variables in order to produce assessments that will focus on measuring those actions that have the greatest impacts for generating the most favorable conditions in the environment (desired effects) that are conducive to achieving supporting subobjectives and overall objective (i.e., maritime piracy reduction). This approach creates a framework using selected crime theory elements for examining quantitative and qualitative data for planning counterpiracy actions through a dynamic planning and assessment process.
