At the reverse end of the box is fitted a screen of ground-glass, which is used for the purpose-of adjusting both the position of the image upon the plate, and the distance of the lens trom the sensitive surface, in order that it may be rendered perfectly sharp and distinct. A case or box having a sliding door is also made to fit into the same groove as the screen, and is intended to hold the sensitive plate during the adjustment of the camera. When this adjustment has been made, the box or slide contain ing the plate is inserted In place of the screen, and the shutter having been drawn up, the exposure of the plate to light is con tinned for the requisite time; after which it is removed to the Operating-room for development. A stone when struck resists. If its resistance is greater than the force of the blow struck, it remains outwardly unchanged. Otherwise, it is shattered into smaller bits. Never does the stone attempt to react in such a way that it may maintain itself against the blow, much less so as to render the blow a contributing factor to its own continued action. While the living thing may easily be crushed by superior force, it none the less tries to turn the energies which act upon it into means of its own further existence. If it cannot do so, it does not just split into smaller pieces (at least in the higher forms of life), but loses its identity as a living thing. As long as it endures, it struggles to use surrounding energies in its own behalf. It uses light, air, moisture, and the material of soil. To say that it uses them is to say that it turns them into means of its own conservation. As long as it is growing, the energy it expends in thus turning the environment to account is more than compensated for by the return it gets: it grows. Understanding the word "control" in this sense, it may be said that a living being is one that subjugates and controls for its own continued activity the energies that would otherwise use it up. Life is a self-renewing process through action upon the environment.

I am aware that this whole matter is neither new nor strange in Washington, for from the Bureau of Education in this city has emanated much of the most valuable information we possess concerning it; and the lecture, recently published, by General Bimey, delivered by him before the Washington Art Club, upon a phase of the subject described as "Industrial and decorative art," is perhaps the fullest and fairest presentation of this matter that has appeared on this side of the Atlantic. Though I hardly expect to present to you much that is new, I may possibly cooperate with you in the diffusion of some new light on an old subject; hoping that thereby additional interest may be awakened, and that in consequence serious consideration may be given to this question, one which has assumed an importance that may be fairly described as national in its character. It may at first sight be considered an overestimate of the matterJif it should be asserted that upon the technical knowledge and skill possessed by a nation depend its safety, its wealth, and indirectly its happiness; yet this is undoubtedly true. It may also be stated that any scheme of education which does not from the first make provision for the gradual acquirement of such technical knowledge and skill, at such times and in such ways as the ages and circumstances of the pupils necessitate, is insufficient and not practical, and in dire need of complete reorganization.
