Book excerpt: The Florida Solar Energy Center (FSEC) began a project in the fall of 1977 to identify means to improve residential consumer confidence inactive solar systems which, when implemented, would assist in speeding the widespread use of solar energy. This project called for an assessment of potential problems of solar consumers, the identification of available consumer protection mechanisms which might address those problems, and an evaluation of the effectiveness of those mechanisms for solar industry and consumer needs in the immediate future. As part of this project the FSEC invited representatives from consumer organizations, the solar and building industries, utilities, state, federal and local governments and others to a workshop to evaluate the effectiveness of mechanisms for the protection of solar consumers and their potential impact on the development of a healthy, competitive solar industry. Approximately 100 persons attended the workshop, the majority of whom were from consumer -related agencies or groups. Attendance by industry and utility representatives was less than had been planned, and thus some of the individual workshop sessions may have suffered from limited expression of the views of these groups. Federal, state and local government organizations appeared to be very well represented. Eight major topics were identified for discussion at the workshop. These are given in the agenda included in the appendix to this report. The opening and final sessions of the workshop were convened in plenary form. All primary discussions were carried out in four simultaneous workshop sessions in which there was extensive dialogue on each of the major selected topics. Details of the organization of the workshop are included in the agenda. All sessions were recorded by court reporters to provide the material for these edited proceedings. The proceedings are published in two volumes. Volume I (this volume) contains the opening session presentations and a summary of the final plenary session, which included reports from the four workshops. For added convenience an introduction and executive summary are included in this volume. Also included in the appendix to this volume is a list of conference participants and background material prepared for the workshop.

Yet while heat from sunlight and ventilation from breezes is free for the taking, few modern architects or builders really understand the principles involved. Now Dan Chiras, author of the popular book The Natural House, brings those principles up to date for a new generation of solar enthusiasts. The techniques required to heat and cool a building passively have been used for thousands of years. Early societies such as the Native American Anasazis and the ancient Greeks perfected designs that effectively exploited these natural processes.
