Available in PDF, EPUB and Kindle. Book excerpt: Whose voices are taken into account in language policy and planning and whose have been ignored or more actively silenced? This is the central question addressed in this book. What are the political and social factors that have helped to create these historical exclusions, in terms of endangerment and loss of traditional languages? What are the global influences on the local landscape of languages and linguistic rights? What are the implications for cultural heritage and identity? In analyzing these questions and reporting on research in an array of countries, the chapter authors also suggest ways forward toward designing more inclusive policies and practices in educational contexts, whether in the context of obligatory schooling or in less formal educational contexts. UNESCO estimates that at least 43% of the estimated 6000 languages spoken in the world are endangered. Such statistics remind us that the linguistic diversity that characterizes the human condition is a fragile thing, and that certain languages need to be cultivated if they are to survive into the 21st century and beyond. The chapters in this volume originated as presentations at the XV World Congress of Comparative Education Societies (Buenos Aires, Argentina, 2013). They represent several global regions, namely Africa, Asia, Europe, and North America. They provide analyses of language policy and politics at the local, regional, national and transnational levels, grass-roots linguistic revitalization initiatives, and the attitudes of minority and majority speakers toward minoritized languages and cultures and towards intercultural and multilingual education programs./div

Available in PDF, EPUB and Kindle. Book excerpt: National linguistic ideology has been at the base of most historical processes that –whether they are complete or not – have brought us to the current reality: a world of languages that represent, with greater or lesser exactitude, the diversity – and convergences – of human groups. Various of today’s thinkers have predicted the decline or even the end of national ideologies. In the area of language, postmodernism would make the linguistic affiliation of the community individuals irrelevant, de-ideologise language use, and extend plurilingualism and language alternation in association with a new distribution of (physical or functional) spaces of linguistic practice. But is this true everywhere? Are languages now nowhere the core of collective identity? Or are we witnessing a distinction between languages that, because of their magnitude, status, strategic position, etc., can continue to exercise the function of national languages and languages that have to renounce this function? Has national linguistic ideology really ceased to make sense? What other strategies should the historic language of a given geographic area employ if it wants to continue forming part of the life of the community that is set up there? What kinds of languages are desired by politicians, intellectuals and philologists? This book aims to bring some thoughts about these questions.

Book excerpt: The "common core" of different sociolinguistic schools includes a number of general problems such as the social differentiation of language, the sociolinguistic aspects of bilingualism and diglossia, the typology of linguistic situations, language engineering, national and standard languages and their social functions, etc. Still urgent to the sociolinguists of all countries and all trends is the problem of developing their own methodology and the application of research methods developed by other disciplines to sociolinguistics. The above-mentioned problems constitute the major thrust of this book. It is not merely a summary of studies by a certain sociolinguistic school or even several schools; the main goal of the author is to elucidate a number of major philosophical and theoretical questions, fundamental problems of sociolinguistics and methods of sociolinguistic analysis.

Available in PDF, EPUB and Kindle. Book excerpt: What is the future of languages in an increasingly globalized world? Are we moving toward the use of a single language for global communication, or are there ways of managing language diversity at the international level? Can we, or should we, maintain a balance between the global need to communicate and the maintenance of local and regional identities and cultures? What is the role of education, of language rights, of language equality in this volatile global linguistic mix? A group of leading scholars in sociolinguistics and language policy examines trends in language use across the world to find answers to these questions and to make predictions about likely outcomes. Highlighted in the discussion are, among other issues, the rapidly changing role of English, the equally rapid decline and death of small languages, the future of the major European languages, the international use of constructed languages like Esperanto, and, not least, the question of what role applied scholarship can and should play in mapping and influencing the future.
