Book excerpt: In spite of the potential for rice-fish farming in Bangladesh, it has been adopted by relatively few farmers because of socioeconomic, environmental, technological and institutional constraints. Rice monoculture remains the main farming system in Bangladesh even though integrated rice-fish farming is the best farming system in terms of resource utilisation, diversity, productivity, production efficiency and food supply. Only a small number of farmers involve in integrated rice-fish farming. This study concludes that rice-fish farming is as production efficient as rice monoculture and that integrated performs better in terms of cost and technical efficiency compared with alternate rice-fish farming. Integrated rice-fish farming can help Bangladesh keep pace with the current demand for food through rice and fish production. However, a lack of technical knowledge of farmers, high production costs and risks associated with flood and drought are inhibiting more widespread adoption of the practice.

Book excerpt: Efforts to unlock the genetic potential of both rice and fish, when combined with efforts to improve the management of rice-fish systems, have considerable proven potential for increasing agricultural productivity and food security. In Bangladesh, estimates suggest that the country's potential rice-fish production system encompasses between two and three million hectares of land. Despite three decades of research on biophysical and technical aspects of rice-fish systems, this potential has not been realized fully due to insufficient attention given to the social, economic, and policy dimensions of system improvement. This paper provides a characterization of the diverse and changing nature of rice-fish systems in Bangladesh by combining data from a novel upazilla-level (sub-district-level) survey of fishery officers with household surveys, focus group discussions, and a meta-review of the literature on aquaculture in the country. The resulting analysis sheds new light on the economic viability of different rice-fish systems and recommends policy and investment options to further improve the development and delivery of rice-fish technologies. Findings indicate that in addition to concurrent rice-fish systems, alternating rice-fish systems and collectively managed systems offer considerable potential for increasing productivity and farm incomes in Bangladesh. Findings also suggest that although the emergent innovation system around these rice-fish systems is fairly dynamic, there is a need for more supportive policies and investments -- and analysis of the intended and unintended impacts of these policies and investments.

The purpose of this study was to identify and analyze the most important production systems, rather than to provide a nationally representative overview of the entire aquaculture sector of Bangladesh. As such, the study yields a huge amount of new information on production technologies that have never been thoroughly researched before. The study reveals an extremely diverse array of specialized, dynamic and rapidly evolving production technologies, adapted to a variety of market niches and local environmental conditions. This is a testament to the innovativeness of farmers and other value chain actors who have been the principal drivers of this development in Bangladesh. Data was collected from six geographical hubs. The survey was conducted from November 2011 to June 2012. Technological performance in terms of detailed input and output information, fish management practices, credit and marketing, and social and environmental issues were captured by the survey questionnaire, which had both open and closed format questions. The study generated insights that enable better understanding of aquaculture development in Bangladesh.

Book excerpt: Culture-based fisheries have relatively high production, but need strictly enforced closed seasons to allow fish to grow, an activity which excludes poor subsistence fishers. However, in some places people who participated with the expectations of considerable personal gains ceded when more resilient lower-cost practices such as sanctuaries were adopted. Local equity issues are partly mitigated when poor people are allowed to catch small (non-stocked species) for food. In the floodplains, public stocking has not been sustained as access to these larger open systems is difficult to control and participants are unable to capture enough benefits or raise funds from the wider community, while landowners tend to take advantage of the situation and catch more of the stocked fish. In smaller, more closed waterbodies, groups of fishers are able to control access and can profit, but the risks and need for capital are high.
