Book Synopsis Impact Of Forest Concessions On Local Jobs In Central Amazon by : Ricardo Bruno dos
Download or read book Impact Of Forest Concessions On Local Jobs In Central Amazon written by Ricardo Bruno dos and published by . This book was released on 2017 with total page pages. Available in PDF, EPUB and Kindle. Book excerpt: In the humid tropics, forest concessions have become the main mechanism for accessing public forest resources. In Brazil, the forest concession was established in 2006 and had as one of its assumptions the generation of local jobs. In order to assess whether this impact has been effective around the first Brazilian forest concessions established in a National Forest in 2010, the municipality of Itapuu00e3 do Oeste in Rondu00f4nia state was used as a case study. The impact of the public policy on jobs was verified through the Synthetic Control technique between the period 2002 - 2015. The impact on forestry jobs start in 2014, four years after the beginning of forest operations. This fact may be related to the emergence of new concession areas in Rondu00f4nia, contractual changes through federal resolution and compliance with local workers' qualification requirements by concessionaires. Itapuu00e3 do Oeste benefited from an increase in forestry jobs by concentrating timber processing from local and neighboring forest concessions. It can be concluded that local development in the Amazon region may be benefited from forestry if the planning of forest concessions combines jobs in forest and industry. This would need the support of broader and integrated national and state policies than those under the responsibilities of the environmental agencies that manage the concessions today.

This book was released on 2018-07-06 with total page 139 pages. Available in PDF, EPUB and Kindle. Book excerpt: Nearly three years ago, world leaders agreed to the United Nations 2030 Agenda for Sustainable Development and its 17 Sustainable Development Goals (SDGs) – the central framework for guiding development policies throughout the world. This edition of The State of the World’s Forests is aimed at enhancing our understanding of how forests and their sustainable management contribute to achieving several of the SDGs. Time is running out for the world’s forests: we need to work across sectors, bring stakeholders together, and take urgent action. The State of the World’s Forests 2018 identifies actions that can be taken to increase the contributions of forests and trees that are necessary to accelerate progress towards the SDGs. It is now critical that steps be taken to work more effectively with the private sector, and the informal forest sector must be transformed in order to bring broader economic, social and environmental benefits. Seventy years ago, when FAO completed its first assessment of the world’s forest resources, the major concern was whether there would be enough timber to supply global demand; now we recognize the greater global relevance of our forests and trees. For the first time, The State of the World’s Forests 2018 provides an assessment of the contribution of forests and trees to our landscapes and livelihoods. The purpose of this publication is to provide a much wider audience with an understanding of why forests and trees matter for people, the planet and posterity.

Book Synopsis Making forest concessions in the tropics work to achieve the 2030 Agenda by : Food and Agriculture Organization of the United Nations
Download or read book Making forest concessions in the tropics work to achieve the 2030 Agenda written by Food and Agriculture Organization of the United Nations and published by Food & Agriculture Org.. This book was released on 2018-07-30 with total page 130 pages. Available in PDF, EPUB and Kindle. Book excerpt: The specific objective of these Voluntary Guidelines is to promote the sustainable management of public production natural forests in tropical countries through forest concessions, thereby fulfilling their potential contribution to the achievement of Agenda 2030. Forest concession regimes are treated here as forest policy instruments, and should be aligned with the sustainable forest management objectives agreed by countries in the UNFF. The current Guidelines intend to serve as guidance for making forest concessions an effective economic instrument of forest policy in the context of the 2030 Agenda, transforming them into an instrument capable of delivering sustainable forest management in all its dimensions, and generating socio-economic benefits to relevant stakeholders.
Book Synopsis The context of natural forest management and FSC certification in Brazil by : Claudia Romero
Download or read book The context of natural forest management and FSC certification in Brazil written by Claudia Romero and published by CIFOR. This book was released on 2015-12-30 with total page 123 pages. Available in PDF, EPUB and Kindle. Book excerpt: Management decisions on appropriate practices and policies regarding tropical forests often need to be made in spite of innumerable uncertainties and complexities. Among the uncertainties are the lack of formalization of lessons learned regarding the impacts of previous programs and projects. Beyond the challenges of generating the proper information on these impacts, there are other difficulties that relate with how to socialize the information and knowledge gained so that change is transformational and enduring. The main complexities lie in understanding the interactions of social-ecological systems at different scales and how they varied through time in response to policy and other processes. This volume is part of a broad research effort to develop an independent evaluation of certification impacts with stakeholder input, which focuses on FSC certification of natural tropical forests. More specifically, the evaluation program aims at building the evidence base of the empirical biophysical, social, economic, and policy effects that FSC certification of natural forest has had in Brazil as well as in other tropical countries. The contents of this volume highlight the opportunities and constraints that those responsible for managing natural forests for timber production have experienced in their efforts to improve their practices in Brazil. As such, the goal of the studies in this volume is to serve as the foundation to design an impact evaluation framework of the impacts of FSC certification of natural forests in a participatory manner with interested parties, from institutions and organizations, to communities and individuals.
Book Synopsis Environmental reserve quotas in Brazil’s new forest legislation by : Peter H May
Download or read book Environmental reserve quotas in Brazil’s new forest legislation written by Peter H May and published by CIFOR. This book was released on 2015-07-22 with total page 49 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Brazilian Forest Code (FC) requires all private rural properties to maintain a fixed proportion of their area in natural vegetation as a legal reserve whose proportions are differentiated by biome. Landowners have often ignored the law. Regaining full compliance would require costly restoration in areas converted. Recent changes to the FC provide that landowners may compensate their legal reserve shortages by purchasing surplus compliance obligations from other properties. This paper discusses critical policy issues regarding Environmental Reserve Quotas or Cotas de Reserva Ambiental (CRA). We examine the relative environmental effectiveness of the CRA, its efficiency in resource use and social justice, as well as potential implementation hurdles. Allowing for compensation with off-site conservation can enable both more efficient, and less fragmented agricultural production, as well as forest conservation, compared to the default on-farm conservation proposition. CRA as a means for compensation has great intuitive appeal, yet controversy exists regarding its implementation. We review international experience with similar economic instruments, as well as Brazilian studies simulating the potential results of the CRA. Interviews with leading actors regarding the instrument complement the literature review. We finish with a synthetic assessment of the implications of our results for policy implementation.

Book Synopsis The Dynamics of Deforestation and Economic Growth in the Brazilian Amazon by : Lykke E. Andersen
Download or read book The Dynamics of Deforestation and Economic Growth in the Brazilian Amazon written by Lykke E. Andersen and published by Cambridge University Press. This book was released on 2002-12-12 with total page 288 pages. Available in PDF, EPUB and Kindle. Book excerpt: A multi-disciplinary team of authors analyze the economics of Brazilian deforestation using a large data set of ecological and economic variables. They survey the most up to date work in this field and present their own dynamic and spatial econometric analysis based on municipality level panel data spanning the entire Brazilian Amazon from 1970 to 1996. By observing the dynamics of land use change over such a long period the team is able to provide quantitative estimates of the long-run economic costs and benefits of both land clearing and government policies such as road building. The authors find that some government policies, such as road paving in already highly settled areas, are beneficial both for economic development and for the preservation of forest, while other policies, such as the construction of unpaved roads through virgin areas, stimulate wasteful land uses to the detriment of both economic growth and forest cover.

Book Synopsis Forest Concession Policies and Revenue Systems by : John Andrew Gray
Download or read book Forest Concession Policies and Revenue Systems written by John Andrew Gray and published by World Bank Publications. This book was released on 2002-01-01 with total page 126 pages. Available in PDF, EPUB and Kindle. Book excerpt: Forest concessions have been an important element of forestry and forest management in many countries, including developing countries. However, if sustainable management of tropical forests is to be achieved and deforestation brought under control, the allocation, management, and supervision of forest concessions will need to be strengthened. This study examines the failures of forest concessions over the last 20 years, and highlights the potential gains resulting from concentrating on improving procedures, introducing performance incentives, and monitoring key performance elements.
Book Synopsis Forest Resource Policy in Latin America by : Kari Juhani Keipi
Download or read book Forest Resource Policy in Latin America written by Kari Juhani Keipi and published by . This book was released on 1999 with total page 302 pages. Available in PDF, EPUB and Kindle. Book excerpt: "Forest Resource Policy in Latin America" gathers the thinking of a score of experts on sustainable use and management of forests, including incentives for investment. The authors tackle the thorny social issues of property rights, deforestation, and forest management and ownership by indigenous people and take a hard look at the trade and environmental issues in forest production that will affect future directions for sustainable forestry development in Latin America. Some argue that the main opportunity to conserve natural forests lies in recognizing and paying for the environmental services they provide. In addition, compensatory measures such as the establishment and better management of strictly protected areas appear to be the best tools to delay the loss of ecosystems and species. Alternative forest concession policies and trade and environmental issues in forest production are also analyzed.

Book Synopsis Forests in International Environmental Politics by : Ans Kolk
Download or read book Forests in International Environmental Politics written by Ans Kolk and published by . This book was released on 1996 with total page 344 pages. Available in PDF, EPUB and Kindle. Book excerpt: Increasing concern over the environment in the past decade has incited new attempts at policy-making. International organisations and environmental NGOs play substantial roles. When Brazilian President Cardoso signed a decree in January 1996 allowing interested parties more leeway in filing injunctions against the demarcation of indigenous areas, he was attacked on all sides. National and international NGOs and the European Parliament protested, and requested that the World Bank, the European Union and the G7 take measures. As the environmental issues becomes more important in international politics, vested political and economic interests are threatened.

Book Synopsis Measuring the Initial Impacts on Deforestation of Mato Grosso's Program for Environmental Control by : Kenneth M. Chomitz
Download or read book Measuring the Initial Impacts on Deforestation of Mato Grosso's Program for Environmental Control written by Kenneth M. Chomitz and published by World Bank Publications. This book was released on 2005 with total page 58 pages. Available in PDF, EPUB and Kindle. Book excerpt: "Although private forest use in Brazil has been regulated at least since the Forest Code of 1965, cumulative deforestation in the Brazilian Amazon reached 653,000 km2 by 2003 (INPE 2004). Much of this deforestation is illegal. In 1999, the State Foundation of the Environment (FEMA) in Mato Grosso introduced an innovative licensing and enforcement system to increase compliance with land use regulations. If successful, the program would deter deforestation that contravenes those regulations, including deforestation of riverine and hillside forest (permanent preservation areas), and reduction of a property's forest cover below a specified limit (the legal forest reserve requirement). This study seeks to assess whether introduction of the program affected landholder behavior in the desired direction. Simple before/after comparisons are not suitable for this purpose, because there is considerable year to year variation in deforestation due to climatic and economic conditions. Nor is it valid to assess program impacts by comparing licensed and unlicensed landholders, even though the program focused its enforcement efforts on the former. This is because, first, landholders with no intention of deforesting may choose to become licensed; and second, unlicensed landholders may be deterred from deforestation by the mere existence of a serious program that aims for universal licensing. To meet these challenges, the study applies a difference-in-difference approach to geographically explicit data. It looks for, and confirms, post-program declines in deforestation in high-priority enforcement areas relative to other areas; in more easily observed areas relative to less easily observed areas; and in areas of low remaining forest cover (where further deforestation is probably illegal) relative to high remaining forest cover. Thus, even against a backdrop of higher aggregate deforestation (driven in part by higher agricultural prices), there is evidence that the program in its early stages (before 2002) did shift landholder behavior in a direction consistent with reduced illegal deforestation. (The legality of deforestation was not however directly observed). The study hypothesizes that this behavioral change resulted from an initial perception of increased likelihood of the detection and prosecution of illegal deforestation, following announcement of the program. The study does not assess Mato Grosso's new system for environmental regulation (SLAPR) impacts following the change of state administration in 2003. "--World Bank web site.
