More than 1.5 million people perished in this famine, a quarter of Kazakhstan's population, and the crisis transformed a territory the size of continental Europe. Yet the story of this famine has remained mostly hidden from view. Drawing upon state and Communist party documents, as well as oral history and memoir accounts in Russian and in Kazakh, Sarah Cameron reveals this brutal story and its devastating consequences for Kazakh society. Through the most violent of means the Kazakh famine created Soviet Kazakhstan, a stable territory with clearly delineated boundaries that was an integral part of the Soviet economic system; and it forged a new Kazakh national identity. But this state-driven modernization project was uneven. Ultimately, Cameron finds, neither Kazakhstan nor Kazakhs themselves were integrated into the Soviet system in precisely the ways that Moscow had originally hoped. The experience of the famine scarred the republic for the remainder of the Soviet era and shaped its transformation into an independent nation in 1991. Cameron uses her history of the Kazakh famine to overturn several assumptions about violence, modernization, and nation-making under Stalin, highlighting, in particular, the creation of a new Kazakh national identity, and how environmental factors shaped Soviet development. Ultimately, The Hungry Steppe depicts the Soviet regime and its disastrous policies in a new and unusual light.

It explores continuity and the change in relations between rural communities, agricultural producers, and the local state authorities in the cotton-growing region of Khorezm. Built up during the Soviet period, the cotton sector has maintained its importance for the state and for rural communities in the years following independence, although economic parameters and social conditions have worsened significantly. Uzbekistan's agricultural reform path does not follow that of most post-socialist scenarios and continuity with the past remains strong. Despite seeming immobility, the local view on rural society presented in this book unveils an unexpectedly dynamic situation, characterized by shifts in patronage relations, struggles over legitimacy, and transformations in family structure and community life. Poised between the state, their communities, and an emerging stratum of absentee farm "sponsors," the focus is on the new farmers ("fermer") and their struggles for a place in rural society. What emerges from decollectivisation is a complexly articulated new agrarian concern: its new inequalities are rooted in the political economy of cotton. Since independence, the countries of the Central Asian region have undergone a series of transition from centrally planned economies to a more market oriented system. Wide-ranging policy reforms have been implemented, although in varying degrees, in the five Central Asian countries. Despite great efforts by the countries and the external advice and efforts of international agencies to help them to follow a dynamic growth path, the progress in policy reforms has been frustratingly slow. Generating momentum to reorient the approach and the sequencing of policy reform packages will require rethinking of the policy reform process. This is particularly so in the food, agriculture, and natural resource sectors. This further requires improved understanding among the policymakers, donors, and international agencies of the impact of policy alternatives so that policy reforms and the speed with which they have been implemented are consistent with the objectives and the social and political realities of individual countries in the region. Involving the local policy research community in identifying critical issues and challenges, setting priorities among them for food and agricultural and natural resource policy research and analysis, and implementing joint research studies is the best way to generate knowledge on the impact of policy reforms and to increase ownership of policy design and implementation.

Yet after the fall of the Tsar, the nature, ambition and potency of that power would change dramatically, ultimately resulting in the near eradication of Central Asian nomadism. Based on extensive primary source work in Almaty, Bishkek and Moscow, Nomads and Soviet Rule charts the development of this volatile and brutal relationship and challenges the often repeated view that events followed a linear path of gradually escalating violence. Rather than the sedentarisation campaign being an inevitability born of deep-rooted Marxist hatred of the nomadic lifestyle, Thomas demonstrates the Soviet state's treatment of nomads to be far more complex and pragmatic. The relationship between changing land regulations, economic development and poverty is complex and yet little understood. With land reform, governments in transitional economies expect to achieve economic growth and thus alleviation of rural poverty. Nowadays, there is ample research to prove that, to be effective, land policy reforms need to be complemented with institutional reforms, and rural development activities. It puts forward a model for rapid assessment of project progress in which macro-economic indicators are applied in a systematic way to give insight to concepts such as land tenure security and food security and to provide warning signals for less-desired developments as a result of project implementation.
