Book excerpt: Although political conversations on European integration are common, they are not part of existing explanations for attitude formation on the EU. This book examines the impact of social interactions, specifically interpersonal and informal discussions, on shaping individuals’ views on European integration. Looking at opinion formation through the lens of social networks, the author develops an innovative argument about the role that social networks play in delivering information and moulding individuals’ identities. Including original survey data and an extended case study on Poland, the book identifies three processes through which informal discussions could affect views on integration and shows that differences in discussion dynamics explain why some people change their opinions while other remain loyal to their views. It shows that well-connected leaders in small communities can use informal talks to ensure the spread of local ideas, such as opposition to the EU, even when such ideas are unpopular at the national level. This book demonstrates that people who engage in informal talks about politics behave differently than those who are excluded from such interactions. Nonetheless, little is known about how citizens attribute responsibility in the European Union or how those perceptions of responsibility matter. This book presents the first comprehensive account of how citizens assign blame to the EU, how politicians and the media attempt to shift blame and finally, how it matters for electoral democracy. Based on rich and unique data sources, Blaming Europe? sheds light on all three aspects of responsibility in the EU. First, it shows that while institutional differences between countries shape citizen judgements of EU responsibility, those judgements are also highly determined by pre-existing attitudes towards the EU. Second, it demonstrates that neither politicians nor the media assign much blame to the EU. Third, it establishes that regardless of whether voters are capable of accurately assigning responsibility, they are not able to hold their EU representatives to account via the ballot box in European elections due to the lack of an identifiable 'European government' to reward or punish. As a consequence, when citizens hold the EU responsible for poor performance, but are unable to sanction an EU incumbent, they lose trust in the EU as a whole instead. In conclusion, it argues that this 'accountability deficit' has significant implications for the future of the European Union.

To understand that, we need to know what the government is doing, and what the people think of it. We seek to understand a key question necessary to answer those bigger questions: How does American public opinion move over time? We posit three patterns of change over time in public opinion, depending on the type of issue. Issues on which the two parties regularly disagree provide clear partisan cues to the public. For these party-cue issues we present a slight variation on the thermostatic theory from (Soroka and Wlezien (2010); Wlezien (1995)); our “implied thermostatic model.” A smaller number of issues divide the public along lines unrelated to partisanship, and so partisan control of government provides no relevant clue. Finally, we note a small but important class of issues which capture response to cultural shifts.

Why do some issues go viral and then just as quickly fall off the radar? How is it that the media can sustain public interest for months in a complex story like negotiations over Obamacare while ignoring other important issues in favor of stories on “balloon boy?” With Making the News, Amber Boydstun offers an eye-opening look at the explosive patterns of media attention that determine which issues are brought before the public. At the heart of her argument is the observation that the media have two modes: an “alarm mode” for breaking stories and a “patrol mode” for covering them in greater depth. While institutional incentives often initiate alarm mode around a story, they also propel news outlets into the watchdog-like patrol mode around its policy implications until the next big news item breaks. What results from this pattern of fixation followed by rapid change is skewed coverage of policy issues, with a few receiving the majority of media attention while others receive none at all. Boydstun documents this systemic explosiveness and skew through analysis of media coverage across policy issues, including in-depth looks at the waxing and waning of coverage around two issues: capital punishment and the “war on terror.” Making the News shows how the seemingly unpredictable day-to-day decisions of the newsroom produce distinct patterns of operation with implications—good and bad—for national politics.
