Investments in public Research and Development, extension, education, and their links with one another have elicited high returns and pro-poor growth, but these investments alone will not elicit innovation at the pace or on the scale required by the intensifying and proliferating challenges confronting agriculture. Experience indicates that aside from a strong capacity in Research and Development, the ability to innovate is often related to collective action, coordination, the exchange of knowledge among diverse actors, the incentives and resources available to form partnerships and develop businesses, and conditions that make it possible for farmers or entrepreneurs to use the innovations. While consensus is developing about what is meant by 'innovation' and 'innovation system', no detailed blueprint exists for making agricultural innovation happen at a given time, in a given place, for a given result. The AIS approach that looks at these multiple conditions and relationships that promote innovation in agriculture, has however moved from a concept to a sub-discipline with principles of analysis and action. AIS investments must be specific to the context, responding to the stage of development in a particular country and agricultural sector, especially the AIS. This sourcebook contributes to identifying, designing, and implementing the investments, approaches, and complementary interventions that appear most likely to strengthen AIS and to promote agricultural innovation and equitable growth. It emphasizes the lessons learned, benefits and impacts, implementation issues, and prospects for replicating or expanding successful practices. The information in this sourcebook derives from approaches that have been tested at different scales in different contexts. It reflects the experiences and evolving understanding of numerous individuals and organizations concerned with agricultural innovation, including the World Bank. At the end of the 1990s, the commercial release of Roundup Ready (RR) soybean triggered a heated debate over the introduction of genetically modified organisms (GMOs) in Brazilian agriculture, which developed into an open political conflict opposing pro- and anti-GMOs groups in Brazilian society. This volume examines some of the structuring axes of this conflict by applying a narrative analysis of political conflict. In this approach, politics is perceived as a process of interpretive conflict in which participants in the political game seek to establish the lines that delimit the very definition of public issues under debate. The issue of GMOs is understood, from this perspective, as a public controversy whose dynamics are shaped by the discourses that emerge from the dispute itself. To analyze these controversies, the book focuses on three axes of narrative analyses: the conflict over distributives issues associated with the commercial release of RR soy; the conflict over scientific uncertainty associated with the environmental risks of GMOs; and the conflict over labeling policies. Transgenics in Dispute: Political Conflicts in the Commercial Liberation of GMOs in Brazil will be of interest to both social and environmental scientists concerned with the risks produced by the newest technologies that mediate our relationship with the environment and with the public debate that their use tends to provoke. Book excerpt: Agriculture provides food and nutrition for all people and raw materials for industry. It is the source of employment and livelihoods for the majority of people in developing countries - including much of Sub-Saharan Africa. But agriculture faces sustainability and viability challenges, notably declining production and productivity, food and nutrition insecurity, and conflicting research and development approaches. Solutions to the challenges require innovation that involves transdisciplinary effort and multiple stakeholders. These settlements shed light on why access to successful farming has been so often limited to white men and/or families, and significantly this has led to a change for opportunities in the way the USDA supports famers from diverse backgrounds.
