Social audit is one of the robust element of MGNREGS (Mahatma Gandhi National Rural Employment Guarantee Scheme) in India as they work through the Panchayat, and stimulate the public to participate with a sense of communal accountability. At the state level even five years after the issue of operational guidelines, we witness wide variations in the quality of social audits. Different states have adopted their own models and while some of them are successful, some of the states have still not set up and some are in the process of setting up an independent social audit unit. The Non-Governmental Organization (NGO) model of social audit in the state of Sikkim which is not widely discussed in literature is the focus of the study. This research attempts to study the efficacy of Social audit as a tool to bring Transparency, Accountability and Participation in MGNREGA taking the case of Sikkim.

How can development programs deliver benefits to marginalized citizens in ways that expand their rights and freedoms? Political will and good policy design are critical but often insufficient due to resistance from entrenched local power systems. In Patching Development, Rajesh Veeraraghavan presents an ethnography of one of the largest development programs in the world, the Indian National Rural Employment Guarantee Act (NREGA), and examines NREGA's implementation in the South Indian state of Andhra Pradesh. He finds that the local system of power is extremely difficult to transform, not because of inertia, but because of coercive counter strategy from actors at the last mile and their ability to exploit information asymmetries. Upper-level NREGA bureaucrats in Andhra Pradesh do not possess the capacity to change the power axis through direct confrontation with local elites, but instead have relied on a continuous series of responses that react to local implementation and information, a process of patching development. Patching development is a top-down, fine-grained, iterative socio-technical process that makes local information about implementation visible through technology and enlists participation from marginalized citizens through social audits. These processes are neither neat nor orderly and have led to a contentious sphere where the exercise of power over documents, institutions and technology is intricate, fluid and highly situated. A highly original account with global significance, this book casts new light on the challenges and benefits of using information and technology in novel ways to implement development programs.

Book excerpt: In spite of widespread acclaims of social audits as low-cost and powerful participatory tools that can bolster awareness and improve public service delivery, a key policy question is what such audits have achieved so far. Using a unique panel data set assembled from official social audit reports, we study the impact of these audits on MGNREGA delivery in Andhra Pradesh, India. Within a dynamic conceptual framework where beneficiaries, auditors and transgressors interact and learn and where beneficiary stakes vary across programme outcomes and irregularity types, we find a positive but insignificant impact of audits on employment generation and a modest decline in the leakage amount per labour related irregularity. These are outcomes with high beneficiary stakes. The latter occur alongside an increase in 'harder to detect' material-related irregularities with lower beneficiary stakes. Although we find evidence suggestive of beneficiary 'learning' from audit participation and of audit effectiveness in detecting irregularities, repeated audits did not deter irregularities.This highlights the need for a time bound process where transgressors are punished and responsibilities for follow-up of social audit findings are laid out and credibly enforced. Our findings suggest a changing anatomy of corruption, where transgressors keep one step ahead of auditors and respond to more intense scrutiny by locating new avenues for rent extraction.

The book argues that political parties formulate policies in order to respond to the voices of citizens and shows that a new welfare architecture emerged in India, characterized as responsive welfare. India has witnessed a sharp rise in such voices, which have been disadvantaged by a globalizing market. The size and vulnerability of this group has made them politically significant and electorally salient. These welfare aspirants have found a new political space through political parties to negotiate and assert their claims on the state, creating a milestone in India’s democratic politics trajectory, in the form of entitlement-based welfare policy. The book compares and evaluates the implications of these new welfare policies in the contexts of two governments: the Congress-led government during 2009-2014 and the BJP-led government during 20014-2019. The empirical data reveal remarkable similarities in their electoral pledges, policy outputs, policy outcomes and accountability towards citizens. These findings indicate significant convergence in their welfare policies, sans ideology or ethnic support base. It also reveals that the ideological differences among the two major parties do not prevent remarkable continuities in the formulation and implementation of welfare policies during their incumbencies, thus allowing for a bipartisan acceptance of a citizen-centric welfare policy. Offering a new analysis to understand this citizen-party-policy linkage in the formulation of welfare policy in India, the book presents a macro analysis of India’s interface between democratic politics and welfare policy. It will be of interest to researchers in the fields of the politics of welfare, democratisation in changing societies, comparative politics and Indian and South Asian Studies and Asian Politics.
