Book excerpt: Almost all households in the U.S. have at least one smoke alarm, yet in 2003-2006, smoke alarms were present in only two-thirds (69%) of all reported home fires and operated in just under half (47%) of the reported home fires. ("Homes" includes one- and two-family homes, apartments, and manufactured housing.) Forty percent of all home fire deaths resulted from fires in homes with no smoke alarms, while 23% resulted from homes in which smoke alarms were without a working smoke alarm as it was in home fires with this protection. Hardwired smoke alarms are more reliable than those powered solely by batteries.

Book excerpt: In 2003, the U.S. Consumer Product Safety Commission (CPSC) initiated a project to review the audibility effectiveness of residential smoke alarms for the older population. The scope of the project was broadened to address recent concerns that children may not wake to the sound of a smoke alarm. The CPSC staff estimates that in 1999 there were 337,300 unintentional residential structure fires resulting in 2,390 civilian deaths, 14,550 civilian injuries, and $4.24 billion in property losses. The National Fire Protection Association (NFPA) reports that, during the 24-year period from 1977 to 2001, home fires and home fire deaths dropped 49% and 47% respectively, excluding events from September 11,2001. In 2001, four of every five fire deaths occurred in home structure fires, excluding 9/11, according to NFPA.

Book excerpt: In 2005, there were an estimated 375,100 unintentional residential structure fires resulting in 2,630 deaths, 12,820 injuries and $6.22 billion in property loss. Almost all households in the U.S. have at least one smoke alarm, yet from 2000-2004, smoke alarms were not operating or were intentionally disabled in almost half (46%) of the reported home fires. Nearly all of the non-working smoke alarms were due to dead or missing batteries. Despite the almost universal presence of smoke alarms in homes, research on smoke alarms installed in homes has shown that many alarms are disabled by the occupants because of frequent nuisance alarms from cooking. As many as 20 percent of the smoke alarms installed in U.S. homes have been disabled, and that number may be higher in high risk areas, such as inner cities and rural communities. In 2008, the U.S. Consumer Product Safety Commission (CPSC) staff initiated a study to investigate nuisance alarms from cooking. The study measured the number and rate of nuisance alarms generated by ionization, photoelectric, and dual-sensor smoke alarms during cooking activities. This information helped to determine the effect of an alarm location relative to the main cooking appliance in the kitchen and to various cooking routines, such as cooking methods, foods prepared, and mealtimes.
