Book excerpt: This paper addresses various aspects of risk and risk management for smallholders in developing countries, and presents a quantitative assessment of farm-level risks and risk management strategies in three emerging economies: Brazil, China and Viet Nam. The analysis covers production, income, and poverty risks. Institutional and political settings in developing countries are frequently less developed and this contributes to a greater incidence of market imperfections in key areas such as credit and insurance, and which in turn lowers farmers' access to risk management tools and strategies. The result is a widespread reliance on informal mechanisms and community strategies. The effects of risk and responses to risk are also different in developing countries, with smallholders often forced to rely on strategies that perpetuate poverty. When risk is an important consideration in a farm household's decision on sector transition, insurance or safety-net mechanisms could assist these households to make that transition. The analysis of two regions in Viet Nam shows that those households able to successfully transit to the non-farm sector continued to maintain small plots of land for self-consumption, suggesting that agriculture remains a kind of safety net.

Social risks are a global phenomenon, having severe and direct implications for society, incurring large-scale influence, depending on the cultural, political, and economic context in which this phenomenon manifests itself. In recent years, a more holistic approach and society-wide arrangements of social risk management that go beyond social protection have become increasingly important to assist individuals and households to better manage multiple social risk factors. Given this, in the West Hararghe zone, pastoralists and agropastoralists often deal with social risks through the market, informal and public arrangements in the case of risks due to different reasons. However, the impact of the institutional arrangements for social risk management has not been well studied and documented.

In these moments, rural risk management tools play a key role in providing stability in agricultural production. This document analyses Brazil's two main risk management instruments: the Agricultural Activity Guarantee Programme (ProAgro) and the Rural Insurance Premium Subsidy Programme (PSR). The objective is to demonstrate how these two programmes are structured and describe their main differences, strengths and weaknesses. In order to provide a more comprehensive perspective, the study is based on interviews with specialists from the market, financial institutions, government and rural producer representatives. We also used secondary data on the programmes, especially the Central Bank's databases on ProAgro and the Ministry of Agriculture, Livestock and Food Supply (MAPA) data on the Rural Insurance Premium Subsidy Programme. The results are expressed in four complementary pillars, with proposed measures for their implementation.

Book excerpt: Credit constraint is considered by many as one of the key barriers to adoption of modern agricultural technologies, such as chemical fertilizer, improved seeds, and irrigation technologies, among smallholders. Past research and much policy discourse associates agricultural credit constraints with supply-side factors, such as limited access to credit sources or high costs of borrowing. However, demand-side factors, such as risk-aversion and financial illiteracy among borrowers, as well as high transaction costs, can also play important roles in credit-rationing for smallholders. Using primary survey data from Ethiopia and Tanzania, this study examines the nature of credit constraints facing smallholders and the factors that affect credit constraints. In addition, we assess whether credit constraints are gender-differentiated. Results show that demand-side credit constraints are at least as important as supply-side factors in both countries. Women are more likely to be credit constrained (from both the supply and demand sides) than men. Based on these findings, we suggest that policies should focus on addressing both supply- and demand-side credit constraints, including through targeted interventions to reduce risk, such as crop insurance and gender-sensitive policies to improve women’s access to credit.
